Enclaves and Entrepreneurs: Assessing the Payoff for Immigrants and Minorities

Self-employment and work in sectors with high concentrations of owners and workers of the same ethnicity have been identified as potential routes of economic success for immigrants. This study uses 1990 census data to assess the effects of self-employment, ethnic employment, and their interaction on the odds of being at work, on number of hours worked, and on earnings of individual members of several representative groups. These groups include Cubans in Miami; African Americans, Puerto Ricans, Koreans, Chinese and Dominicans in New York; and African Americans, Koreans, Chinese, Mexicans and Salvadorans in Los Angeles. Work in ethnic sectors of the economy has no consistent effects, although work in their niche in the public sector offers greater rewards than any other type of employment for African Americans and Puerto Ricans. Findings are mixed for self-employment, and its estimated effect on earnings depends on model specification. We conclude that the self-employed work longer hours but in many cases at lower hourly rates. The effects of self-employment are the same in ethnic sectors as in the mainstream economy.

This article uses census data from the 2006–08 American Community Survey to illustrate the range of Asian American entrepreneurial activities in the Los Angeles and the New York City areas and finds that Los Angeles self-employment is characterized by emerging high-skill “professional service” industries while New York continues to be dominated by low-skill traditional “enclave-associated” niches. Within these patterns, there are also notable interethnic and generational differences. I discuss their socioeconomic implications and policy recommendations to facilitate a gradual shift of Asian American entrepreneurship toward more professional service activities that reflect the demographic evolution of the Asian American community and the ongoing dynamics of globalization.

American news organizations have long been criticized for failing to anticipate, appreciate and exploit the Internet as it became a fact of daily life in the mid-1990s. This chapter explores and analyzes the lack of planning that stymied the development of journalism on the Web and cast doubt on the viability of traditional public-service journalism with its enduring values of accuracy, fairness and advocacy. Specifically, the essay documents and analyzes the online debuts of two venerable “old media” news outlets (The New York Times and The Los Angeles Times) and two “new media” Web news outlets (Salon and Slate) in the mid-1990s by exploring the claims they made about their aims, purposes and expectations as they introduced themselves to the public via their salutatory editorials. It is a cautionary tale for a digital world that reconfigures itself in ever-quickening cycles.

It is rare that municipalities have the opportunity to remake a significant portion of key infrastructure, and to do so without significant cost burden on the citizens. The advent of Uber and similar entities that have moved the ride-sharing concept into the 21st century provide that unique chance in the public transportation arena. However, cities such as Los Angeles, New York, and Chicago are responding to Uber as a threat to established taxi-livery services and their accompanying regulatory structures rather than an opportunity for modernization. in order to capitalize on this transformative moment, cities and governments must rethink and address decades-old rules, regulations, and entrenched interests. The benefits to and acceptance by the public that surround the ride-sharing movement are unprecedented. Whether today's politicians and regulators have the courage and foresight to embrace this fundamental change will determine the long-term success and the meaningful evolution of our national transportation newtork.
