Abstract Purpose To describe how health systems may respond to sudden changes in operations by leveraging existing resources and to share one organization’s experience responding to the coronavirus disease (COVID-19) pandemic. Summary In a health system based in Illinois and Wisconsin, pharmacy services are provided by a single, integrated department responsible for all aspects of pharmaceutical care within the organization. Hospital, retail, ambulatory care, and population health services are all managed under one leadership team. All pertinent ancillary services are also managed within the department, including informatics, supply chain, and drug policy. During the COVID-19 pandemic, the pharmacy services leadership has successfully managed volume and capacity challenges by redirecting resources to where they are needed. A disaster response framework based on Federal Emergency Management Agency guidance was put in place, and change management principles were used to rapidly operationalize change. Components of the nimble response have included quickly increasing capacity, thoughtful and timely communication to all team members, strategic decision making with available data, creating an agile pool of labor, and maintaining an efficient system supply chain. Well-being and resilience are emphasized alongside reflection on lessons learned. Some changes made in the urgent response to the pandemic are being considered for long-term implementation. Conclusion Organizations have the potential to respond to almost any situation if they are integrated and teams work together to build flexibility. The keys to success are thoughtful maximization of existing resources and strong communication.

PurposeThis “thought paper” is written by the special issue editors as a part of the five papers accepted and published in response to the special issue call for papers on logistics and SCM in the context of relief for refugees and internally displaced persons (IDPs) in theJournal of Humanitarian Logistics and Supply Chain Management. The purpose of this paper is to introduce the special issue on “refugee logistics” and analyse the nature and challenges of displacement from a displaced person’s perspective. The paper also argues for a more critical appreciation of the role and value that research in logistics, operations and supply chain management (LOSCM) can play in the delivery of services and care for refugees and IDPs from the perspective of preparedness and logistics planning of humanitarian organisations. The paper further outlines basic challenges to undertaking innovative, boundary pushing valuable and impactful research on “refugee logistics” given the difficult ideological, political and policy context in which “refugee logistics research” will be undertaken. The paper also advocates for more critical research in humanitarian logistics (HL), that explicitly acknowledges its ontological, epistemological and methodological limitations even when ethically sound. The paper concludes by suggesting a future research agenda for this new sub-field of humanitarian logistics research.Design/methodology/approachConceptual paper utilising viewpoints, literature reviews as well as original ideas and thoughts of the authors.FindingsThe new field of “refugee logistics research” is important. It has been neglected in humanitarian logistics research for too long. Hence, there needs to be more research in this sub-field of humanitarian logistics.Research limitations/implicationsThis is a “thought paper”. It is the basic conceptual ideas of the authors. While it is not based on empirical work or data collection, it is based on a comprehensive literature research and analysis.Social implicationsThis paper advocates for the universal human rights of IDPs and refugees and their dignity, and how LOSCM can contribute to upholding such dignity.Originality/valueIt contributes indirectly to logistics policy and refugee policy as well as logistics service quality and advocacy for human rights and human dignity.

Purpose – The purpose of this paper is to extend the concept of agility in humanitarian logistics beyond emergency operations. Since the humanitarian logistics literature focuses primarily on emergencies and sees longer term and regular operations as being conducted in relatively stable and predictable environments, agile practices are usually not associated with humanitarian protracted operations. Therefore, this paper explores the logistics and supply chain environment in such operations in order to identify their basic features and determine if agility is an important requirement. Design/methodology/approach – Using a case study of the United Nations World Food Programme, the authors collected and analysed qualitative and quantitative data on the characteristics of protracted operations, the risks and uncertainties most frequently encountered, their impact, and the ways that field logisticians manage contingencies. Findings – The research demonstrates that unpredictability and disruptions exist in protracted operations. Therefore, short-term operational adjustments and agile practices are needed in order to support the continuity of humanitarian deliveries. Research limitations/implications – Future research should focus on a wider range of humanitarian organisations and move from a descriptive to a prescriptive approach in order to inform practice. Notwithstanding these limitations, the study highlights the need for academics to broaden the scope of their research beyond emergencies and to address the specific needs of humanitarian organisations involved in longer term operations. Originality/value – This paper is the first empirical research focusing exclusively on the logistics features of humanitarian protracted operations. It provides a more concrete and complete understanding of these operations.
