STORM-RELATED CHANGES IN BEACH MORPHOLOGY AND ANALYSIS OF SEDIMENT CHARACTERISTICS, TORREY PINES STATE BEACH, SAN DIEGO COUNTY, SOUTHERN CALIFORNIA

Abstract In March 2020, at the onset of the coronavirus disease 2019 (COVID-19) pandemic in the United States, the Southern California Extracorporeal Membrane Oxygenation (ECMO) Consortium was formed. The consortium included physicians and coordinators from the four ECMO centers in San Diego County. Guidelines were created to ensure that ECMO was delivered equitably and in a resource effective manner across the county during the pandemic. A biomedical ethicist reviewed the guidelines to ensure ECMO utilization would provide maximal community benefit of this limited resource. The San Diego County Health and Human Services Agency further incorporated the guidelines into its plans for the allocation of scarce resources. The consortium held weekly video conferences to review countywide ECMO capacity (including census and staffing), share data, and discuss clinical practices and difficult cases. Equipment exchanges between ECMO centers maximized regional capacity. From March 1 to November 30, 2020, consortium participants placed 97 patients on ECMO. No eligible patients were denied ECMO due to lack of resources or capacity. The Southern California ECMO Consortium may serve as a model for other communities seeking to optimize ECMO resources during the current COVID-19 or future pandemics.

The Presence in the southern California coastal region of prehistoric cultures showing considerable use of milling stones has been recognized for some years. Attention was called to this fact by the publication in 1929 of David Banks Rogers’ Prehistoric Man of the Santa Barbara Coast. Rogers distinguished a sequence of three aboriginal cultures in the Santa Barbara area, the earliest of which (Oak Grove) was characterized by the employment of this form of grinding implement almost to the exclusion of other artifacts. In the same year Malcolm J. Rogers noted a somewhat analogous complex (now La Jolla) in western San Diego County (M. J. Rogers 1929: 456-7). Occurrences of similar assemblages have been reported upon since (Treganza and Malamud 1950; Walker 1952).An investigation conducted at the Little Sycamore site (Ven 1) in Ventura County by a class in archaeological field methods from the University of Southern California uncovered evidence of yet another milling stone complex.

Wildfires in chaparral shrublands of southern California are a major hazard and important ecological disturbance agent. Fire managers typically monitor fuel moisture of chaparral shrublands to assess the risk of wildfires, using field-based sampling methods for a few small study areas located sparsely throughout southern California. Remote sensing provides the potential for deriving spatially explicit and temporally frequent data on live fuel moisture (LFM) conditions. The objective of this present study was to explore the potential for monitoring LFM with maps derived from Moderate Resolution Imaging Spectroradiometer (MODIS) data on the National Aeronautics and Space Administration (NASA) Terra Earth-observing satellite. A time series of MODIS surface reflectance data (MOD-09_A1) for San Diego County, California from Fall 2000 through 2003 was used to derive normalized difference indices, which were regressed against LFM data. A high degree of temporal co-variability was found, with three MODIS indices providing similar predictability. Regression relationships were inverted and applied to MODIS images to map LFM interval classes for chaparral areas of San Diego County. The spatial–temporal patterns of LFM maps suggest that, at a minimum, the MODIS can provide spatially explicit information that extends the utility of ground-based measurements of LFM data at a few sites.

The Kuroshio Shot Hole Borer (KSHB, Euwallacea kuroshio) and the Polyphagous Shot Hole Borer (E. whitfordiodendrus; Coleoptera: Curculionidae: Scolytinae) have recently invaded southern California and are attacking live trees in commercial agriculture groves, urban parks and native riparian forests. Among native forests the worst impacts observed to date have been in the Tijuana River Valley in south San Diego County, where approximately 30% of the native willows (Salix spp.), or 120,000 trees, have died as a result of a KSHB infestation. This paper examines wood densities, wood moisture contents, KSHB infestation rates, and KSHB-induced mortality rates in two willow species (Salix lasiolepis and S. gooddingii) at sites near and far from sewage input. Comparisons were made on two spatial scales: broadly among sites within San Diego County; and locally among sites within the Tijuana River Valley. The results showed that, on average, willow trees growing closest to sewage pollution had significantly lower wood density, higher wood moisture content, higher KSHB infestation rates, and higher KSHB-induced willow mortality rates than those growing farther away. We present the Enriched Tree Hypothesis to explain the link between sewage pollution and KSHB impacts; it is as follows: (A) Riparian trees subject to nutrient enrichment from frequent sewage pollution grow quickly, and their fast growth results in wood of low density and high moisture content. If attacked by the KSHB, the trunks and branches of these nutrient-enriched trees provide an environment conducive to the fast growth of the symbiotic fungi upon which the KSHB feeds. With an abundant food supply, the KSHB population increases rapidly and the trees are heavily damaged by thousands of KSHB galleries in their trunks and branches. (B) Riparian trees not subject to frequent sewage pollution grow more slowly and have denser, drier wood. Conditions in their trunks and branches are not conducive to the fast growth of the KSHB’s symbiotic fungi. The KSHB generally ignores, or has low abundances in, these slow-growing trees. This new hypothesis explains current patterns of KSHB impact in San Diego County and focuses attention on the important roles of the environment and preexisting conditions of trees in determining the extent of KSHB impact. It highlights the Tijuana River Valley as an unusual site due to high sewage inputs and predicts that the high KSHB-induced willow mortality seen there should not occur in other natural riparian habitats in southern California. Most importantly, by identifying sewage pollution (or nutrient enrichment) as a major risk factor for KSHB impacts, the hypothesis ratchets down the KSHB-threat level for most riparian sites in southern California and directs attention to other nutrient-enriched sites as those most at risk.

This article analyzes the decision of the San Luis Rey Band of Mission Indians, an unrecognized tribe from San Diego County, to petition for federal recognition through an investigation of the tribe's historical interactions with the non-Native world in colonial California. The San Luis Rey Band's pursuit of federal recognition through the Federal Acknowledgment Process is connected to a larger movement of unrecognized tribes across California to clarify their legal status, and in so doing to widen the possibilities for self-government and economic development and to secure their claims to traditional territories. Shifting the focus to coastal Southern California adds depth to our understanding of how colonization in California impacts contemporary struggles for federal recognition and draws attention to a tribal community's history and experience that is often overshadowed by those of other federally recognized tribes in the region.
