The Crisis of the Seventeenth Century: The Little Ice Age and the Mystery of the “Great Divergence”

Geoffrey Parker's Global Crisis: War, Climate Change and Catastrophe in the Seventeenth Century is the fullest statement of the seventeenth-century crisis to date; it is an epic history with an enormous cast. But the people and institutions that it covers must share the historical stage with another agent of change—the Little Ice Age, which functions as the glue that holds together the era's myriad of events, producing an agricultural, political, and military crisis of global proportions. What is missing in Parker's account is a credible explanation for his version of the “great divergence”—the fact that resolution of the crisis took a different and fateful form in one region of Eurasia but in none of the others. Parker's claims about the Little Ice Age are ultimately testable, but his claim that it laid the basis for the “great divergence” remains mysterious.

Paleoclimate reconstructions for the western US show spatial variability in the timing, duration, and magnitude of climate changes within the Medieval Climate Anomaly (MCA, ca. 900–1350 CE) and Little Ice Age (LIA, ca. 1350–1850 CE), indicating that additional data are needed to more completely characterize late-Holocene climate change in the region. Here, we use dendrochronology to investigate how climate changes during the MCA and LIA affected a treeline, whitebark pine ( Pinus albicaulis Engelm.) ecosystem in the Greater Yellowstone Ecoregion (GYE). We present two new millennial-length tree-ring chronologies and multiple lines of tree-ring evidence from living and remnant whitebark pine and Engelmann spruce ( Picea engelmannii Parry ex. Engelm.) trees, including patterns of establishment and mortality; changes in tree growth; frost rings; and blue-intensity-based, reconstructed summer temperatures, to highlight the terminus of the LIA as one of the coldest periods of the last millennium for the GYE. Patterns of tree establishment and mortality indicate conditions favorable to recruitment during the latter half of the MCA and climate-induced mortality of trees during the middle-to-late LIA. These patterns correspond with decreased growth, frost damage, and reconstructed cooler temperature anomalies for the 1800–1850 CE period. Results provide important insight into how past climate change affected important GYE ecosystems and highlight the value of using multiple lines of proxy evidence, along with climate reconstructions of high spatial resolution, to better describe spatial and temporal variability in MCA and LIA climate and the ecological influence of climate change.

Climate Change impacts would disproportionately have larger impacts on the developing countries. Both government and development agencies have initiated various adaptation strategies in the developing countries to enhance the adaptation of the local communities. Various policies and programmes have been designed keeping in mind the impact of climate change. This study was conducted in Darjeeling district of West Bengal, India, to see the benefits of such policies and programmes. Focus group discussion with community members were held in the study area. Based on the fieldwork it was seen that most of the intervention made in the study area focused on income, resources, and assets. It has failed to benefits the people due to variation in the capability among various section of the society. Various projects related to health, education, housing, and livelihood, have been implemented in the study region. However, due to lack of conversion factors in the form of gender inequality, discriminatory practices, transparency among others have come as a hindrance in the successful implementation of the projects. Hence, such project-based approach to enhance community's adaptation to climate risk, in the end fails to show benefits as it fails to expand community's capabilities and real freedom, due to the project's pre-defined aims. It is important to understand community's as agent of change rather than merely beneficiaries of adaptation projects. This study therefore recommends that to enhance community's adaptation to climate change, the interventions should be such that it enlarges the range of people's choices so that when climate disaster strikes them they will have a set of opportunities.
