Sustainable Development as a Cornerstone of Cities’ Engagement with International Law

Sustainable development may safely be regarded as a cornerstone of cities’ engagement with international law, an engagement which is certainly bound to increase in the time of COVID-19. This article revisits the historical trajectory of cities’ and local governments’ participation in sustainable development processes. It particularly focuses on the contemporary involvement of cities and their transnational networks in the United Nations 2030 Agenda for Sustainable Development and associated Sustainable Development Goals. Subsidiarity and public participation are fully discussed as conceptual underpinnings of cities’ growing role in the pursuit of sustainability. The article concludes that, as long as cities continue to demonstrate leadership and innovation in advancing cutting- edge solutions to problems of sustainability as a result of mechanisms that secure the meaningful participation of the communities of people concerned, their place in the global partnership for sustainable development will inevitably become ever more prominent.

The year 2015 marked the deadline for finishing the Millennium Development Goals (MDGs) as the United Nations (UN) member states launched the 2030 Agenda for Sustainable Development with its Sustainable Development Goals (SDGs). The UN 2030 Agenda encompassing 17 goals and 169 targets aims at eradicating global poverty, combating inequalities and utilizing natural resources in a sustainable manner so that “no one is left behind.” All stakeholders have committed to proceeding with the incomplete agenda of the MDGs and achieve the SDGs by 2030. Also in 2015, China initiated the China-Pakistan Economic Corridor (CPEC), a collection of projects to develop energy, industry and communication infrastructure costing US$46 billion as a key part of the “Belt and Road Initiative (BRI).” This paper examines different components of the CPEC and explores the extensive convergence between the main goals envisioned under the CPEC and the universally accepted SDGs. It posits that if successfully implemented, the CPEC will contribute to achievement of various SDGs in Pakistan. While it is expected that the CPEC will enable the country to move forward on a number of SDGs, three goals are particularly relevant to the construction of the CPEC. The paper argues that there is immense potential for convergence, commonality, and division of labor for a host of bilateral and multilateral actors to enhance the Global Partnership for Sustainable Development (SDG17), resolve political differences, participate in the CPEC, and contribute to the implementation of the UN 2030 Agenda even beyond Pakistan in the broader South Asian region.

This article analyzes the origin of the principle of “common but differentiated responsibilities (CBDR)” and its role in formulating the UN 2030 Agenda for Sustainable Development. It then explores the potential influence of the principle on the implementation of the goals set forth in the new agenda. Widely known as a principle to address environmental and climate-related challenges, CBDR actually stems from an important concept in international law on the protection of “common heritage of mankind.” For a long time, it seemed unnecessary for the United Nations to specify the CBDR principle in development-related UN official documents due to the separation between North-South cooperation and South-South cooperation. The CBDR principle was finally incorporated into the new UN 2030 Agenda mainly because the agenda managed to merge the Millennium Development Goals (MDGs) and the Sustainable Development Goals (SDGs), and it became universally applicable to all UN member states, notwithstanding their divergent capabilities to implement these goals. The linkage between policy coherence for sustainable development (PCSD) and CBDR in the implementation of the new agenda is a very good example illustrating why the international community has to uphold the CBDR principle in implementing the UN 2030 Agenda.

Abstract. Economic changes in the context of globalization have left adolescents from Latin American contexts with few opportunities to make satisfactory transitions into adulthood. Recent studies indicate that there is a protracted period between the end of schooling and entering into formal working activities. While in this “limbo,” illicit activities, such as drug trafficking may emerge as an alternative for young people to ensure their social participation. This article aims to deepen the understanding of Brazilian youth’s involvement in drug trafficking and its intersection with their schooling, work, and aspirations, connecting with Sustainable Development Goals (SDGs) 4 and 16 as proposed in the 2030 Agenda for Sustainable Development adopted by the United Nations in 2015 .

The 2030 Agenda for Sustainable Development, the Sustainable Development Goals (SDGs), are high on the agenda for most countries of the world. In its publication of the SDGs, the UN has provided the goals and target descriptions that, if implemented at a country level, would lead towards a sustainable future. The IAEG (InterAgency Expert Group of the SDGs) was tasked with disseminating indicators and methods to countries that can be used to gather data describing the global progress towards sustainability. However, 2030 Agenda leaves it to countries to adopt the targets with each government setting its own national targets guided by the global level of ambition but taking into account national circumstances. At present, guidance on how to go about this is scant but it is clear that the responsibility is with countries to implement and that it is actions at a country level that will determine the success of the SDGs. Reporting on SDGs by country takes on two forms: i) global reporting using prescribed indicator methods and data; ii) National Voluntary Reviews where a country reports on its own progress in more detail but is also able to present data that are more appropriate for the country. For the latter, countries need to be able to adapt the global indicators to fit national priorities and context, thus the global description of an indicator could be reduced to describe only what is relevant to the country. Countries may also, for the National Voluntary Review, use indicators that are unique to the country but nevertheless contribute to measurement of progress towards the global SDG target. Importantly, for those indicators that relate to the security of natural resources security (e.g., water) indicators, there are no prescribed numerical targets/standards or benchmarks. Rather countries will need to set their own benchmarks or standards against which performance can be evaluated. This paper presents a procedure that would enable a country to describe national targets with associated benchmarks that are appropriate for the country. The procedure builds on precedent set in other countries but in particular on a procedure developed for the setting of Resource Quality Objectives in South Africa. The procedure focusses on those SDG targets that are natural resource-security focused, for example, extent of water-related ecosystems (6.6), desertification (15.3) and so forth, because the selection of indicator methods and benchmarks is based on the location of natural resources, their use and present state and how they fit into national strategies.

This study analyses the impact of Spanish financial institutions’ risk profile on their contribution to the 2030 Agenda. Financial institutions play a significant role in ensuring financial inclusion and sustainable economic growth and usually incorporate environmental and social considerations into their risk management systems. The results show that financial institutions with less capital risk, with lower management efficiency and with higher market risk usually make higher contributions to the Sustainable Development Goals (SDGs), according to their sustainability reports. The novel aspect of the present study is that it identifies the risk profile of financial institutions that incorporate sustainability into their business operations and measure the impact generated in the environment and in society. The study findings have important implications for shareholders, investors and analysts, according to the view that sustainability reporting is a vehicle that financial institutions use to express their commitment to the 2030 Agenda and to higher quality corporate reporting.

The United Nation’s 2030 Agenda for Sustainable Development identifies 17 goals as a shared blueprint for peace, prosperity, people and the planet. Australian academic libraries have started documenting and planning how academic libraries contribute to the Sustainable Development Goals (SDGs), including the identification of assessment frameworks and key performance indicators. In 2019, the University of Southern Queensland (USQ) Library stepped through an exercise of understanding how our day-to-day work and annual planning targets mapped to the SDGs. The article is a case study. The authors outline how an academic library’s services, projects and action plans were mapped to the SDGs and how the mapping exercise was communicated to the community. The article will situate this activity among the broader approaches being taken by the Australian library community, including the 2030 stretch targets for Australian libraries. USQ Library staff found that existing services, collections and projects correlated to eight of the 17 SDGs. Activities were mapped to these eight goals and reported to senior executive of the University. The mapping exercise increased the awareness of library staff about the broader cultural and societal implications of their roles. The communication strategy led to conversations that increased university leaders’ awareness of the SDGs and the value and impact of USQ Library in improving access to information as well as the library’s role in transforming the lives of USQ students and community. By undertaking an exercise to map collections, services and projects to the SDGs, USQ Library has been able to demonstrate how their knowledge and information infrastructures which enable student achievement and research excellence. The SDGs can be used by university libraries as a benchmarking tool and as a challenge to set stretch targets aligned with the United Nation’s 2030 agenda.

The 2030 Agenda for Sustainable Development incorporates 17 Sustainable Development Goals (SDGs). Goal 15 (SDG 15) focuses on terrestrial ecosystems. Regarding forests, it sets targets requiring signatories to promote the implementation of the sustainable management of all types of forests by 2020 and further mobilize significant resources from all sources to achieve sustainable forest management. The United Nations Strategic Plan for Forests 2017 – 2030 advances the vision of SDG 15. Nigeria’s high demographic growth rate has led to the surging demand for land to support settlements and farming. Coupled with extensive illegal or uncontrolled logging, the annual forest net loss of 5% is one of the highest rates globally in percentage terms. This paper is a critical analysis of the policy-law interface of the forestry sector in Nigeria. It examines the country’s trajectory or state of preparedness for sustainable forest management, and it concludes that forestry policy and law in Nigeria must undergo urgent reforms so that the forest commitments such as those under SDG 15 and other regional and global instruments can be ultimately achieved.

Multiple-criteria decision making (MCDM) methods have been widely employed in various fields and disciplines, including decision problems regarding Sustainable Development (SD) issues. The main objective of this paper is to present a systematic literature review (SLR) on MCDM methods supporting decisions focusing on the achievement of UN Sustainable Development Goals (SDGs) and the implementation of the 2030 Agenda for Sustainable Development in regional, national, or local contexts. In this regard, 143 published scientific articles from 2016 to 2020 were retrieved from the Scopus database, selected and reviewed. They were categorized according to the decision problem associated with SDGs issues, the MCDM methodological approach, including the use (or not) of fuzzy set theory, sensitivity analysis, and multistakeholder approaches, the context of MCDM applications, and the MCDM classification (if utility-based, compromise, multi-objective, outranking, or other MCDM methods). The widespread adoption of MCDM methods in complex contexts confirms that they can help decision-makers solve multidimensional problems associated with key issues within the 2030 Agenda framework. Besides, the state-of-art review provides an improved understanding of this research field and directions for building a research agenda for those interested in advancing the research on MCDM applications in issues associated with the 2030 Agenda framework.

The seventeenth Sustainable Development Goal of the United Nations, Partnerships for the Goals, aims to strengthen the means of the implementation and revitalize the global partnership for sustainable development. The successful implantation of the UN’s seventeenth Sustainable Development Goal will aid the execution and achievement of the other sixteen goals. This article explores the importance and viability of Sustainable Development Goal 17, using a case study based in Valencia, Spain. The study presents an illustrative stakeholder situation, where we see that there are conflicting interests among conservationists, fishermen, municipality representatives, and others. Data collection was done using desk-based research and semi-structured interviews. The interview process was performed between October 2018 and October 2019. In total, 21 different stakeholders were interviewed. For the data analyses, a stakeholder register, Power–Interest Matrices, and a stakeholder map were used, and, to complement the latter, narratives were developed. The different analyses showed that most project stakeholders supported the project, while there was really only one stakeholder, the fishermen themselves, who were reticent about participating. However, it was shown over time that, by developing a common vision with them, the fishermen came on board the project and collaborated with the scientists. Stakeholder engagement analyses are especially useful in the application of Sustainable Development Goals at the project level. Although this case study is specifically applicable to a marine conservation context, it may be extrapolated and applied to any other Sustainable Development Goals’ context.
