Global Governance and United Nations Konstitutionalisierung – Was Heißt Das Eigentlich?

The concept of an Anthropocene is now widely used in a variety of contexts, communities, and connotations. This chapter explores the possible consequences of this paradigmatic turn for the field of International Political Theory (IPT), arguing that the notion of an Anthropocene is likely to change the way we understand political systems both analytically and normatively, from the village level up to the United Nations. This makes the Anthropocene one of the most demanding, and most interesting, research topics for the field of IPT. The chapter first lays out the manifold new challenges for IPT that have been brought about by the concept of the Anthropocene, and then illustrates these challenges with an example: the increasing need of governments to define and agree upon “desirable” futures for planetary evolution.

The participation of non-state actors in multilateral institutions is often portrayed as one way of decreasing the perceived legitimacy deficit in global governance. The literature on non-state actors has identified several ways in which these actors can enhance the legitimacy of intergovernmental organisations and global governance arrangements. Three partially competing normative arguments, or rationales, for the inclusion of non-state actors in international policymaking — functionalism, neocorporatism and democratic pluralism — have been identified. Whereas functionalism highlights the contribution of non-state actors to output legitimacy in terms of expertise, neocorporatism emphasises the inclusion of affected interests, and democratic pluralism claims that non-state actors increase input legitimacy through procedural values. These three normative arguments thus offer different understandings of the motives for the inclusion and representation of non-state actors in international negotiations and diplomacy. Through a single case study of United Nations climate diplomacy, we analyse the extent to which the three rationales for non-state actor inclusion are found in views held by state and non-state actors participating in the annual United Nations climate change conferences. Our results show that different actor groups place varying degrees of emphasis on the different rationales for non-state actor inclusion, even though the neocorporatist rationale remains most favoured overall. We discuss the implications of our findings for the democratic legitimacy of increasing participation of non-state actors in intergovernmental affairs and recent trends in the participation of non-state actors in the international climate change policymaking process.

This chapter is concerned with religion at the United Nations (UN), and in particular how it relates to the activities of the UN at its Geneva office. In recent years, the UN has experienced growing concern about religion, including a higher profile in the General Assembly, the Security Council, and several of the UN’s specialized agencies, among them the Human Rights Office, the Educational, Scientific, and Cultural Organization, the Population Fund (UNFPA), and the United Nations Alliance of Civilizations. For many, this was unexpected given that it followed decades of religion’s apparent marginalization at the UN. The increased presence of religious actors at the UN reflects a wider phenomenon: the deepening problems of global governance and increased calls for the UN to be ‘democratized’ by drawing on an array of, mainly non-state voices, both secular and religious, to supplement those of states.

Globalization, the much-debated phenomenon of the last decade, has affected the governance of policies. Social policy governance is one of the most affected notions of the globalization process. Context of debates on social policy governance has been transformed from state-centric analysis to the multi-centric analysis. The future of the social policy is highly linked to both global governance and regional governance. In this regard, the aim of this chapter is to draw attention to the multi-centric nature of the social policy governance and to form a framework for the effects of intergovernmental institutions on social policy governance and to discuss their weaknesses and strengths particularly regarding the United Nations, Bretton Woods institutions and the European Union.
