The article is a study on the political participation at the village level by both the male and female members of Mawkynrew village in Meghalaya. Meghalaya is inhabited by three major tribes and the Khasi tribe is one of the three tribes. The political system is still based on a traditional system of political administration at all village and locality levels. This political system allows the people to elect a chief and other members for the village council’s office. Traditionally, only male members are allowed to hold the traditional office of village administration. Therefore, the article will highlight the participation of both the gender groups in the village and how changes have taken place over the years. The paper will also attempt to study the factors or determinants that are influencing gender participation in the political system of the village, particularly that of the women in the village.

Indonesia's Islamic finance sector (Halal Finance) is experiencing rapid growth. In a pandemic situation, Islamic banking grows consistently. It recorded that in 2020, Islamic banking grew by 9.22%. Based on the Islamic Finance Development Index issued by the Islamic Corporation for the Development of the Private Sector (ICD), Indonesia's Islamic finance industry managed to climb to rank two after previously occupying the 4th position. The productive age of the population also has considerable potential to increase the number of Islamic bank customers in Indonesia. This is also becoming more potential because based on data from the Central Statistics Agency in 2019 Indonesia has 83,820 villages. However, on the other hand, based on a survey from the Financial Services Authority (OJK) in 2019, the Islamic financial literacy index of the Indonesian people only reached 8.93%. Based on the potential and existing problems, this study aims to develop a concept of public interest in using Islamic bank products through the Bank Syariah Kita Bersama (Basytama) program which is part of a community empowerment strategy and builds superior human resources through the development of community-based Islamic financial ecosystem institutional aspects. village. This research is based on descriptive qualitative analysis. This is supported by the use of primary and secondary data, in primary data collection we use distributing questionnaires to people and conducting interviews by telephone or virtual conference based on in-depth interviews. contact. In addition, to help support research to obtain more comprehensive and extensive data, we also use secondary data through library research, using various trusted and credible reference sources. The conceptual model of Basytama focuses on aspects of Islamic banking, empowerment, and education in rural communities. We base this concept on Basytama programs such as collecting and distributing funds, collaborating with stakeholders at the village level, opening assistance programs, and researching village potentials through the Basytama Institute so that it is hoped that an increase in the competence and standard of living of the community will be achieved accompanied by an increase in the quality of life. This research aims to review the implementation of the Village Cash Direct Assistance policy through village head regulations in poverty reduction since the Covid-19 pandemic in Keresek Village of Cibatu Subdistrict, Garut Regency. The Village Cash Direct Assistance (BLT DD) is one of the government's initiatives in providing subsidies to Indonesians in need. Assistance is offered to address the problems caused by the prolonged Covid-19 pandemic in Indonesia and worldwide. The Covid-19 pandemic does not only interfere with health that results in death. Pandemics force various activities to be stopped so that the impact is widespread, increasing the number of unemployment, hunger, poverty, etc. For this reason, the government provides funds to the community to suppress the increasing problem.  Implementation of village-level policies using village head regulations is still rare. This research used  qualitative methods using Edward III's policy theory of communication, resources, disposition, and bureaucratic structure. Data sources were obtained through interviews and documentation—data analysis by presenting data, reducing data, and withdrawing conclusions. The research result shows that the implementation of Village Cash Direct Assistance in Keresek Village based on Edward III's theory has been implemented judging from the absence of complaints ranging from the data collection process to distribution to recipients under Operational Standard Procedure (OSP).  This research will inform the implementation of policies at the village level made by the village government.   Keywords: Village Fund, Policy, Policy Implementation.

The local governments of the Riau Province of Indonesia had been given the mandate to use UED-SP as a microfinance programme to serve the financial needs of the rural poor, to promote rural economic activities and to create employment opportunities. Despite the village-level microfinance programme was able to accomplish rural outreach with financial sustainability (Rifai et al., 2019), there is limited evidence to validate its real impact on the rural MFI participants at three different levels of village development. The findings reveal that microloans appear to have positive impacts on the microfinance participants at the community level, at the level of micro-enterprise and at the household level. The rural MFIs should be targeting this village segment of the rural poor, while the local governments should provide the support to warrant deeper outreach.
