State Power and the Persistence of Communal Institutions in Old Regime France

Tocqueville once observed that his temperament was the ‘least philosophical’ imaginable. He meant that his mind was governed by passionate commitment, a determination to defend civil and political liberty against threats resulting from social levelling and the growth of state power. Thus, Tocqueville’s most famous work, De la démocratie en Amérique (Democracy in America) (1835, 1840), did not spring from detached curiosity about US institutions. It was rather an attempt to draw lessons from US society and government which could be used to reform French institutions. His belief in local autonomy – he called the New England township a ‘school for citizens’ – led him to develop a distinctive conception of liberty that combined elements of ancient citizenship and modern autonomy. That conception also shaped his own political career and later writings. In L’Ancien régime et la révolution (The Old Regime and the French Revolution) (1856) Tocqueville traced bitter class conflicts in France to the destruction of local autonomy long before 1789.

The Rawshani movement is the first well-documented example of supra-tribal unification and subsequent successful integration of the movement’s leaders into the alien state structures. But by no means is it an isolated phenomenon in Pashtun history. Similar pattern of religion-motivated supra-tribal unification, which should be considered as a product of historical relationships of power, remerged inter alia during more recent crises in the Afghan history. Due to the volatile nature of the Afghan state fluctuating between tribalism and ethnic pluralistic participation, military and Islamic dimensions have always been of paramount importance for state-community relations where religion, tribalism and ethnicity were often the means of state’s control of social resistance and its vehicles. In the time of crises, religion-inspired militia-type independent military formations were able to challenge the might of the state and occasionally even initiate the incipient state formation opposed to the communal institutions and those of the old regime. When this community-based military activity went beyond the scope of traditional annual cycle of violence it often acquired a supra-tribal or ethnic and regional dimension, which was legitimised by the Islamic ideology and institutions. This article offers some directions towards making a calibration tool or even identifying a pattern that may be used as an epistemological paradigm that may provide a sense of orientation and bearing in the intricacies of a complex historical interaction between Pashtun Islam, tribes and state.

This chapter traces the development of the radical secular press in Egypt from its first brief emergence in the 1870s until the outbreak of World War I. First active in the 1860s, the anarchist movement gradually expanded its membership and influence over subsequent decades to articulate a general social emancipation and syndicalism for all workers in the country. In the decade and a half before 1914, its press collectively propagated a critique of state power and capitalism, called for social justice and the organisation of labour, and promoted the values of science and public education in both a local context and as part of an international movement. In seeking to promote a programme at odds with both nationalism and colonial rule, it incurred the hostility of the authorities in addition to facing the practical problems of managing and financing an oppositional newspaper.

In one of the lesser-studied sections of Baudelaire's Les Fleurs du Mal, ‘Le Vin’, the poet offers a key to understanding the transcendence necessary for common post-Revolution Parisians to attain the proper poetic inspiration to create elevated verse. Divine or poetic Fury, a theoretically more robust version of other nineteenth-century ideas of intoxication, is at the heart of the section's threshold poem, ‘L'Âme du vin’, and establishes a bridge in Les Fleurs du mal linking the modern terrestrial wanderings of the ‘Tableaux parisiens’ to the celestial flights of the ‘Fleurs du mal’. Developed from Plato's Ion and Gallically codified by Rabelais, these theories filter to the aesthete Baudelaire, who decants this aged wine into a nineteenth-century vessel that lays old regime vertical hierarchies on their side and offers poetic intoxication to all who are willing to labour to become vessels of inspiration themselves.

Reforms, in view of a comparative party-state model, become the instruments of self-reproduction and self-destruction of party-state power. The specific patterns of power distribution imply different development and transformation paths through different instruments of self-reproduction. This approach also points to the structural and dynamic background of the differences in the location, sequence, speed and political conditions of reforms during the operation and transformation of party-states. In view of the model the paper points to the inconsistencies that emerge in the comparative reform literature concerning the evaluation and strategies of reforms disconnected from their systemic-structural context.
