The Gray Pains of Imprisonment: Examining the Perceptions of Confinement among a Sample of Sexagenarians and Septuagenarians

While the overall United States prison population has decreased over the last 10 years, the number of sentenced individuals above the age of 50 nearly doubled during the same period. The focus of this study, the pains of imprisonment experienced by the aging, is an under-researched area in the prison literature. Results from a sample of 134 male participants of True Grit, a structured living program for older prisoners, indicate strong agreement among sexagenarians, among septuagenarians, and between them. Previous studies of the pains of imprisonment found similar evaluations of the most and least difficult aspects of incarceration. While different instruments were used, collectively these studies suggest some commonality in the greatest hardships and least problematic aspects of incarceration. Policy implications derived from the present research are considered.

Reducing race disparities in breastfeeding has become a health objective in the United States, spurring research aimed to identify causes and consequences of disparate rates. This study uses critical discourse analysis to assess how Black women are constructed in 80 quantitative health science research articles on breastfeeding disparities in the United States. Our analysis is grounded in critical race and intersectionality scholarship, which argues that researchers often incorrectly treat race and its intersections as causal mechanisms. Our findings reveal two distinct representations. Most commonly, race, gender, and their intersection are portrayed as essential characteristics of individuals. Black women are portrayed as a fixed category, possessing characteristics that inhibit breastfeeding; policy implications focus on modifying Black women’s characteristics to increase breastfeeding. Less commonly, Black women are portrayed as a diverse group who occupy a social position in society resulting from similar social and material conditions, seeking to identify factors that facilitate or inhibit breastfeeding. Policy implications emphasize mitigating structural barriers that disproportionately impact some Black women. We contribute to existing knowledge by demonstrating how dominant health science approaches provide evidence for health promotion campaigns that are unlikely to reduce health disparities and may do more harm than good to Black women. We also demonstrate the existence of a problematic knowledge set about Black women’s reproductive and infant feeding practices that is both ahistorical and decontextualized.

Abstract Alternate care sites across the US were widely underutilized during the COVID-19 outbreak, while the volume and severity of COVID-19 cases overwhelmed health systems across the United States. The challenges presented by the pandemic have shown the need to design surge capacity principles with consideration for demand that strains multiple response capabilities. We reviewed current policy and previous literature from past ACS as well as highlight challenges from the COVID-19 pandemic, to make recommendations that can inform future surge capacity planning. Our recommendations include: 1) Preparedness actions need to be continuous and flexible; 2) Staffing needs must be met as they arise with solutions that are specific to the pandemic; 3) Health equity must be a focus of ACS establishment and planning; and 4) ACS should be designed to function without compromising safe and effective care. A critical opportunity exists to identify improvements for future use of ACS in pandemics.

AbstractA standardized precipitation index (SPI) that uses high-resolution, daily estimates of precipitation from the National Weather Service over the contiguous United States has been developed and is referred to as HRD SPI. There are two different historical distributions computed in the HRD SPI dataset, each with a different combination of normals period (1971–2000 or 1981–2010) and clustering solution of gauge stations. For each historical distribution, the SPI is computed using the NCEP Stage IV and Advanced Hydrologic Prediction Service (AHPS) gridded precipitation datasets for a total of four different HRD SPI products. HRD SPIs are found to correlate strongly with independently produced SPIs over the 10-yr period from 2005 to 2015. The drought-monitoring utility of the HRD SPIs is assessed with case studies of drought in the central and southern United States during 2012 and over the Carolinas during 2007–08. A monthly comparison between HRD SPIs and independently produced SPIs reveals generally strong agreement during both events but weak agreement in areas where radar coverage is poor. For both study regions, HRD SPI is compared with the U.S. Drought Monitor (USDM) to assess the best combination of precipitation input, normals period, and station clustering solution. SPI generated with AHPS precipitation and the 1981–2010 PRISM normals and associated cluster solution is found to best capture the spatial extent and severity of drought conditions indicated by the USDM. This SPI is also able to resolve local variations in drought conditions that are not shown by either the USDM or comparison SPI datasets.

Does inflation vary across the income distribution? This article reviews the growing literature on inflation inequality, describing recent advances and opportunities for further research in four areas. First, new price index theory facilitates the study of inflation inequality. Second, new data show that inflation rates decline with household income in the United States. Accurate measurement requires granular price and expenditure data because of aggregation bias. Third, new evidence quantifies the impacts of innovation and trade on inflation inequality. Contrary to common wisdom, empirical estimates show that the direction of innovation is a significant driver of inflation inequality in the United States, whereas trade has similar price effects across the income distribution. Fourth, inflation inequality and non-homotheticities have important policy implications. They transform cost-benefit analysis, optimal taxation, the effectiveness of stabilization policies, and our understanding of secular macroeconomic trends—including structural change, the decline in the labor share and interest rates, and labor market polarization. For decades, scholars have debated the purpose of U.S. education, but too often ignored how non-education-related power brokers define education or the requisite consequences.[Qu: Is there a different way of phrasing this? I'm not sure, in reading it, what you intend "the requisite consequences" to mean. Does this mean the results of education, or the consequences of inaccurate definitions of it? Also, may we rephrase "non-education-related power brokers" to something like "power brokers without education experience"?]This study examines how one of the most prominent categories of U.S. leaders, state governors, defines education and discusses the policy implications. We examine gubernatorial rhetoric—that is, public speeches—about education, collected from State of the State speeches from 2001 to 2008. In all, one purpose gains overwhelmingly more attention—economic efficiency. As long as governors and the general public, seen enthymematically through gubernatorial rhetoric, define education in economic terms, other purposes will likely remain marginalized, leading to education policies designed disproportionately to advance economic ends.
