In the paper is made an attempt to consider professional environment as a basis for practice under conditions of a modern high dynamic society for which there were considered not only theoretical aspects of a corresponding range of questions, but a current practice by the example of higher professional education in China. The first part of the paper is devoted to the consideration of perception categories, knowledge, and intelligence in scientific sources. The second part of the paper touches upon the questions of the education influence upon a profession choice. In the third part of the paper the process of higher education perfection in the CPR on the basis of the university number dynamics, the number of students and lecturers, university entrants, schoolleavers and a number of other indices is considered. As a result of the analysis carried out it is possible to draw a conclusion of that the higher education in China has passed a long way of development and at the same time have grown its quantitative indices and last but not least qualitative ones.

The paper discusses the problem of formation and development of future social workers’ tolerance in the process of higher professional education. The author presents the factors that hinder the development of tolerance. The research revealed the leading role of education in the formation of tolerance and proved the necessity of developing tolerance in future social workers. Empirically the differences in the formation of tolerance as personality traits of students majoring in “Social Work” and students from non-humanitarian faculties (e.g. the Faculty of Physics) were revealed. The author identified the lack of positive linear dynamics of formation of tolerance as personality traits of future social workers in the learning process at the University. The paper describes the specifics of internalizing tolerance of future social workers in the process of higher education.

Based on the fairness and benefits of the opportunity to accept higher education, tuition should be paid. The average cost of higher education and the ability to pay tuition which is determined by the average income are two fundamental basics for making the standard of tuition. In order to research the standard of tuition, the paper has focused on two issues: What is the acceptable range of tuition for higher education in China? How much is the reasonable tuition for higher education in China? Then we have established a multiple linear regression model on the basis of the reasonable assumption. Using the Eviews Software, we got that the range of average tuition was [4674.4, 7516.1]. Then we made a sensitivity analysis on the state funding and got the conclusion, tuition of colleges and universities all over our country were reasonable, and that the average tuition was negatively correlated to the state funding to some extent. Through the conclusion, we obtained that the state funding accounted for 25% in training costs of students. When the state funding rose by 250 yuan, the average tuition would decrease by 238 yuan.

The actual problems of municipal law in Russia are considered taking into account the peculiarities of master's degree training at the university, which provides for both the presence of a system of students with certain knowledge in the field of jurisprudence, including the main institutions of municipal law, and their significant focus on research work. Special attention is paid to the consideration of the main amendments and additions to the current legislation on local self-government, discussions that accompany the improvement of legislation and law enforcement practice. The electronic educational and methodological appendix to the textbook includes an approximate work program and educational and methodological materials for independent work on the study of the discipline, as well as lectures and presentations.
