This article focuses on fund financing management of one of the utmost important European Union funds, the European Social Fund (ESF), and its implementation in Romania in its post adherence period (2007-2013).  In this respect, the main aspects regarding the management and implementation of this program in Romania, as compared to other European countries, are analyzed taking into consideration the declared objectives at its launching moment. Through a defective management, these objectives have not reached their target, whereas the educational market of continuous adult education has been strongly distorted from the competitive point of view. Moreover, due to inadequate financial management, many of the involved agencies—private companies, schools, constitutive parts of the civil society, have gone bankrupted—the fact that would lead to a serious social imbalance.The research part of this article, being implied in the management of the most important strategic projects of this program (projects in qualifications for the spa tourism, agro-tourism, and food industry), presents a critical point of view on ESF management at a national level and highlights a set of proposals and recommendations, so that, between 2014 and 2020, Romania should be aligned with the European standards regarding the performance in implementing programs with non-reimbursable financing.

The article presents the ways of support from European funds in the development of student competencies and organizational innovation in the field education. It is based on a case study of the project ‘Inżynieria materiałowa – inżynieria przyszłości’ (Material engineering – engineering of the future’), financed by the European Social Fund in Poland. The project was implemented at the Faculty of Mechanical Engineering of the Cracow University of Technology in the years 2012-15. The research methods used are critical analysis of literature sources, surveys and a case study of the project mentioned above.

The 2019 Coronavirus disease (COVID-19) pandemic is a current challenge for the world’s health systems aiming to control this disease. From an epidemiological point of view, the control of the incidence of this disease requires an understanding of the influence of the variables describing a population. This research aims to predict the COVID-19 incidence in three risk categories using two types of machine learning models, together with an analysis of the relative importance of the available features in predicting the COVID-19 incidence in the Chilean urban commune of Concepción. The classification results indicate that the ConvLSTM (Convolutional Long Short-Term Memory) classifier performed better than the SVM (Support Vector Machine), with results between 93% and 96% in terms of accuracy (ACC) and F-measure (F1) metrics. In addition, when considering each one of the regional and national features as well as the communal features (DEATHS and MOBILITY), it was observed that at the regional level the CRITICAL BED OCCUPANCY and PATIENTS IN ICU features positively contributed to the performance of the classifiers, while at the national level the features that most impacted the performance of the SVM and ConvLSTM were those related to the type of hospitalization of patients and the use of mechanical ventilators.

Within the process of harmonizing and strengthening Europe as a competitive knowledge economy education is presented as a basic pillar of economic growth in a multitude of European policy papers. But how do individuals respond to incentives coming from European education politics? (How) are they appropriating given targets and how do they engage in making sense of them – or not? This paper addresses the difference between the programme and the experience of European education politics. Based on a selected case study of experiences with European Social Fund project work, the model of an ‘education entrepreneur’, situated in the context of the German education system, will serve to reconstruct what happens with the European policy programme when it meets concrete lived experiences and will provide an insight into the gap between programme and practice of European education politics.

PurposeThe purpose of this paper is to reveal how the prices, costs, and logistics develop in the case mill and how these variables correlate with profits, and finally to give suggestions for improvements.Design/methodology/approachA typical Finnish paper mill is selected for the basis of the case study. The complete data for the mill for the years 2001 to 2007 at a monthly level are used. The data are obtained from the mill's financial management system and transferred to Excel. Statistica 4.1 software is used to run the statistical correlation analyses. The results can be generalized with certain limitations to paper manufacturing located at a long distance from its customers.FindingsThis paper gives an important insight into the economics of the Finnish paper industry. From theory‐building point of view, the empirical process data show that the variation in production lines is minimal, but there are important variations in paper deliveries. A lot can be gained in the logistics processes. Larger volumes delivered in tons also tend to increase profits. From the mill to the consignees, fluctuations in the process and paper sales grow substantially, which indicates longer storage times.Research limitations/implicationsThe results of the case study are based on the data of a single large integrated paper mill in Finland covering the years 2001‐2007, so the results cannot be directly generalized to concern all Nordic paper mills. In May 2005, there was an industrial blackout, which considerably affected the production and deliveries of all Finnish paper mills in that year.Practical implicationsThe competitive advantages of the Finnish paper industry are undermined by low paper prices and costly logistics. The mill managers should increasingly focus on overcapacity and cost issues and also deliver volumes, which all could contribute to higher profits.Originality/valueIn this paper, the Finnish paper industry is studied through a time series, economic geography, and statistical tools. This approach is a novel method and gives new insights into this research object. The mill's economic variables, such as paper prices, profits, and logistics and manufacturing costs, and the characteristics of these issues in a spatial context are studied.

AbstractSince 1988, when the current EU Cohesion Policy was introduced, it has played an influential role in setting priorities for policies aimed at dealing with the effects of European economic integration on regional and social disparities. Although, latterly, the amount of money spent in the UK through the European Structural and Investment Funds (ESIF) has declined, EU programmes have had a disproportionate effect on the design and implementation of UK policies shaping regional and local economic and social development. This paper starts by recalling how EU Cohesion Policy has functioned in the UK, then considers how Brexit may affect regional and social development and the need for a corresponding policy response, focusing on the sorts of policies currently supported by the European Regional Development Fund (ERDF) and the European Social Fund (ESF). The paper shows that filling the policy vacuum will be far from straightforward because complementary national policies and institutional frameworks have lacked consistency or coherence. It concludes by examining the wider policy issues arising from rethinking domestic policy outside the ESIF framework. The sub-national level, in particular, will need a fresh approach following Brexit.

Theory-based impact evaluations have been put forward increasingly as an alternative for counterfactual impact evaluations. However, this raises questions regarding the foundations of drawing causal inference on the basis of such approaches. Case study methods such as QCA (Quantitative Comparative Analysis), process tracing and congruence analysis are emerging as a way to match the methodological rigor of counterfactuals. While QCA relies on multiple cases, process tracing and congruence analysis are methods that claim to be able to draw causal inference within a single case. In this article, a completed theory-based impact evaluation of a European Social Fund intervention is used as a foundation to demonstrate and discuss the differences between process tracing and congruence analysis and their relative (dis)advantages.
