The article presents the ways of support from European funds in the development of student competencies and organizational innovation in the field education. It is based on a case study of the project ‘Inżynieria materiałowa – inżynieria przyszłości’ (Material engineering – engineering of the future’), financed by the European Social Fund in Poland. The project was implemented at the Faculty of Mechanical Engineering of the Cracow University of Technology in the years 2012-15. The research methods used are critical analysis of literature sources, surveys and a case study of the project mentioned above.

The aim of the study was to analyze the scale and scope of interest of the research group of advisory services offered within the selected system project. The detailed purpose of the work was to determine the level of usefulness of the analyzed activities by the beneficiaries to which they were directed. Source of empirical data in the area of enterprise support systems was the system project „Providing business development services for entrepreneurs and those intending to start a one-stopshop business” under sub-measure 2.2.1. Operational Program „Human Capital”, co-financed by the European Union under the European Social Fund. Own research covered 70 agri-food companies benefiting from a publicly funded project.

Within the process of harmonizing and strengthening Europe as a competitive knowledge economy education is presented as a basic pillar of economic growth in a multitude of European policy papers. But how do individuals respond to incentives coming from European education politics? (How) are they appropriating given targets and how do they engage in making sense of them – or not? This paper addresses the difference between the programme and the experience of European education politics. Based on a selected case study of experiences with European Social Fund project work, the model of an ‘education entrepreneur’, situated in the context of the German education system, will serve to reconstruct what happens with the European policy programme when it meets concrete lived experiences and will provide an insight into the gap between programme and practice of European education politics.

The purpose of this article is to demonstrate and illustrate the results of spending meas‑ ures in Poland of European Social Fund (ESF), which supports human resource develop‑ ment and, in particular, the systematic improvement of employee qualification. A start‑ ing point is the presentation of the European Social Fund in Poland. Then the Human Resource Development (HRD) is defined and analyzed from a few theoretical perspectives. In the following part of the article an analysis of progress is made in implementation of the strategic objectives of the Human Capital Operational Program (HCOP) and then the results of the implementation of the European Social Fund in Poland are presented. The final section shows conclusions and future research directions.

Theory-based impact evaluations have been put forward increasingly as an alternative for counterfactual impact evaluations. However, this raises questions regarding the foundations of drawing causal inference on the basis of such approaches. Case study methods such as QCA (Quantitative Comparative Analysis), process tracing and congruence analysis are emerging as a way to match the methodological rigor of counterfactuals. While QCA relies on multiple cases, process tracing and congruence analysis are methods that claim to be able to draw causal inference within a single case. In this article, a completed theory-based impact evaluation of a European Social Fund intervention is used as a foundation to demonstrate and discuss the differences between process tracing and congruence analysis and their relative (dis)advantages.

Photo-induced processes in crystals studied by means of X-ray structure analysis are the main subject of our interest. In particular, we monitor structural changes brought about by photochemical reactions. Nowadays, we have started to study influence of high pressure on them. In this poster, the results on monitoring structural changes in crystals of 2-tert-butylphenylphenylmethanone proceeding during the photocyclization reaction at ambient and high pressure will be presented. The studies demanded determination of structures of the pure reactant, pure product and many partly reacted crystals (Fig. 1) and were carried out at 0.1 MPa and 0.55, 1.27 and 1.50 GPa. Variations in the cell constants, geometry of the reaction centre and behavior of molecules during the phototransformation at various pressures will be presented. Several differences and similarities were observed. The studies provided knowledge on the path of the reaction in crystals and the influence of external factors, i.e. pressure, on it. Acknowledgments: The work was carried out within the grant 2011/01/D/ST5/02834 financed by the National Science Centre (Poland) and the fellowship co-financed by European Union within European Social Fund (Wroclaw University of Technology, Poland).

This article focuses on fund financing management of one of the utmost important European Union funds, the European Social Fund (ESF), and its implementation in Romania in its post adherence period (2007-2013).  In this respect, the main aspects regarding the management and implementation of this program in Romania, as compared to other European countries, are analyzed taking into consideration the declared objectives at its launching moment. Through a defective management, these objectives have not reached their target, whereas the educational market of continuous adult education has been strongly distorted from the competitive point of view. Moreover, due to inadequate financial management, many of the involved agencies—private companies, schools, constitutive parts of the civil society, have gone bankrupted—the fact that would lead to a serious social imbalance. The research part of this article, being implied in the management of the most important strategic projects of this program (projects in qualifications for the spa tourism, agro-tourism, and food industry), presents a critical point of view on ESF management at a national level and highlights a set of proposals and recommendations, so that, between 2014 and 2020, Romania should be aligned with the European standards regarding the performance in implementing programs with non-reimbursable financing.
