The purpose of the study is to identify the needs, attitude and experience of third-age people in the field of using information and communication technologies in the modern stage of informatization. The modern system of additional education for older people in the field of computer literacy is now very outdated and in need of modernization. The transformation of the needs of this category of people for new knowledge and skills is caused by the rapid pace of development of digitalization, the growth of the range of electronic services and the expansion of opportunities associated with the use of information and communication technologies. The involvement of older people in these processes and the need to adapt to a new way of life actualizes the need to study what a modern digital literacy course should be from the point of view of people of the third age, namely, it is necessary to determine their needs for computer training, the experience and resources that they have.Materials and methods. The study was conducted from 2016 to 2019 on the basis of the Municipal government institution of the city of Novosibirsk “Coordination Center “Active City” among 214 people, studying under the program “Academy of Computer Literacy”, dedicated to the basics of working with computers and the Internet, organized with the support of the social programs’ development fund named after L.I. Sidorenko.The research carried out a theoretical analysis of psychological, pedagogical and scientific literature on the research topic, questioning and polling of respondents, analysis and generalization of the data obtained. The main objectives were: a) to reveal the information and communication technology resources available to respondents at home; b) to discover the motivating factors that determine the need for training in the field of computer literacy; c) to identify the requirement for the content of the computer literacy course in modern conditions in accordance with the requirements of the respondents; d) to analyze how these requirements are manifested in different age groups: 55-60 years old, 61-70 years old, 71-80 years old and over 80 years old.Results. The results of the study show the need to develop a course, not computer, but digital literacy of a new format, with the nature of flexibility, contributing to the satisfaction of any need to eliminate the problems of information activity at any level: low, intermediate or advanced. In addition, the rapidly changing information technology necessitates the provision of training that will enable the elderly person in the future to deal with any new and unknown technology. It is very important to adapt modern retirees to the new digital reality, teach them to interact with it and understand the principles of the device.Conclusion. These studies are the basis and prove the need to revise existing computer literacy courses and develop new content and teaching methods that take into account the modern needs of third age people.

AbstractIn order to support economic development across all European Union regions, €351.8 billion –almost a third of the total EU budget– has been set aside for the Cohesion Policy during the 2014–2020 period. The distribution of this budget is made through five main structural and investment funds, after long and difficult negotiations among the EU member states. This paper analyzes the problem of allocating the limited resources of the European Regional Development Fund as a conflicting claims problem. Specifically, we attempt to show how the conflicting claims approach fits this actual problem, and we propose alternative ways of distributing the budget via (i) claims solutions or (ii) the imposition of bounds (guarantees) to each of the regions. By applying this approach we also show that there is a claims solution that performs better than the others by reducing inequality and promoting convergence to a greater degree. It is clear that political bargaining will always be part of the allocation process. However, having an intuitive initial proposal may help politicians to find the best agreement. To that effect, we propose the use of a claims solution as a way to find an initial proposal for future policy changes concerning the allocations of the EU structural funds.

The article discusses issues related to the ability of industrial enterprises to navigate the existing range of government support measures and make their effective choice. The author proposes an algorithm that will allow enterprises, after analyzing their strategic goals, to identify projects that allow them to implement priority areas for a particular enterprise and select the most effective measures of state support. The algorithm has been tested on the basis of support measures provided by the industrial development fund, practices for the successful implementation of support measures at industrial enterprises are given.

Why does clientelism persist? What determines how politicians signal responsiveness to voters and exert effort towards fulfilling campaign promises? This article explores how state capacity, legislative institutional strength, and established ideas about what politicians can do structure the political market in legislative elections. The argument herein is that campaign promises must be credible to have any currency. Therefore, programmatic campaign promises are likely to be more credible in countries with strong states and legislatures, while clientelism predominates in weak states whose legislatures cannot compel the executive branch to implement legislators’ campaign promises. Historical experience also matters in shaping shared expectations of what politicians can do and the feasible sets of credible campaign promises. I support these arguments with a historical institutionalist analysis of Kenya’s Harambee Movement and the Constituency Development Fund (CDF), as well as evidence from a nationally representative survey. Findings corroborate the claim that clientelism persists when it is the most credible means of fulfilling campaign promises. This article also shows that rising costs can precipitate legislative reforms away from clientelism – as happened with the creation of Kenya’s CDF in 2003. Overall, this article increases our understanding of the origins and persistence of clientelism in low-income states and potential avenues for reform towards programmatic politics.

The paper aims to assess how public support for innovation activities influences the economic performance of Czech companies. In the framework of the research, attention was paid to more than 600 Czech companies that received support to start their innovation activities. The analysis was performed on the case of the Innovation Program, which was co-financed by the European Regional Development Fund. The Innovation Program is the largest Czech program for innovation support and mainly supports the launching of technological innovations in practice. The detailed analysis included 214 defined enterprises, for which all necessary information was available. The research analyzed the turnover of companies before obtaining support and after the implementation of the project. The research results show how the grant affects different size categories of enterprises and how the effect of the aid varies across sectors of the national economy. The study shows components of financial support for the formation and development of critical infrastructure entities in the European Union. The sustainable functioning of critical infrastructure is aimed at the observance of common Union interests, given the existence of differences in the economic policy in different EU Member States. It was found that the development of Trans-European infrastructure programs is carried out within the framework of the EU Cohesion Policy. The Connecting Europe Facility is a key special tool for funding critical infrastructure in the EU transport, energy and digital services sectors. The Fund is mainly used to finance entities aimed at achieving the goals of the European Green Deal. Recommendations for Ukraine to take into account the experience of financial support regulation for the development of the EU critical infrastructure are substantiated. Based on the experience of the EU, the criteria for determining the priority of the project for financing critical infrastructure are highlighted. Based on the analysis of the formation and use of the Connecting Europe Facility as the main common instrument for financing the EU critical infrastructure, a conclusion was made on the feasibility of establishing a critical infrastructure development fund of Ukraine to support financing of key projects in transport, digital and energy infrastructure. Special rules for determining the eligible costs incurred for financing infrastructure projects at the expense of the critical infrastructure development fund of Ukraine are disclosed.

Diversity of financial resources is important to increase the sustainability of festivals. This is because even if one of the festival’s resources is stopped by external variables, the festival can be continued with other resources. Local festivals often suffer from low levels of economic independence as a primary concern for their economic sustainability. To solve the aforementioned real-world problem, this study investigated the determinants of festival goers’ willingness to pay for the development fund for the local festival. By using the CVM method, this study initially hypothesized four festival quality factors, three festival related decisions, and four demographic factors in the model. In total, 695 questionnaires were collected from visitors who completed the festival experience through an on-site survey for the Korean Seonbi Culture Festival in Yeongju, Korea. Based on a double-bounded DC CVM, the results of this study showed that festival environment, past visit experience, and demographic factors were significant determinants of festival goers’ willingness to pay for the fund. In addition, it was attempted to estimate the value of this festival through WTP (WTP; willingness to pay). This study offers the foundation for the introduction of a development fund to make the local festival economically sustainable. The theoretical and managerial implications are discussed.
