The practice and promise of policy analysis and program evaluation to improve decision making within the U.S. federal government

This chapter draws on a 40-year history of patchwork efforts to use data to inform the development of public policy and shape its implementation. I begin with a description of the evolution of the policy process, drawing largely on experiences within the U.S. Departments of Health and Human Services, Education, and Labor. All three agencies have been major supporters of and contributors to advances in the methods of policy analysis and the use of program evaluation to guide decision making. The chapter draws on the roles of these agencies in laying the groundwork for the current emphasis on evidence-based policymaking, in part because of their leadership roles and in part because of the author’s first-hand experience working with these agencies. Of particular note is its attention to the lead up to the present context in which policy analysis and program evaluation are central to both the policy development and monitoring processes. The chapter ends with a discussion of the current movement to create and use credible evidence on the impacts and cost-effectiveness of programs, policies and practices as the foundation for more efficient and effective government and, where evidence is lacking, for integrating a knowledge-building agenda into the roll-out of strategies for change.

This chapter summarizes the history of policy analysis in Turkey beginning with the Ottoman Empire and tracing the developments in the era of the Turkish Republic until the early 21st century. After a review of the history, the chapter assesses the current state of policy analysis education, research, and application in Turkey, before concluding that policy analysis and policy studies in Turkey have come a long way, but also have a long way to go. The chapter makes the observation that advanced theories and methods are not covered in most of the courses in policy analysis and policy studies, many of the publications are descriptive, and the legal requirements for public agencies to use analyses in their decision-making practices have not been implemented fully. The chapter recommends that Turkish governments should apply advanced analytical methods and all stakeholders should participate to public policymaking.

The history of human performance modeling (HPM) in the U.S. Army is described, the early influences and technological events that made it possible. Highlights of significant milestones are presented, including HPM efforts that were influential in influencing the U.S. Army's modeling practices and in changing system design. The latest challenges in cognitive modeling, advanced decision making, stressors, and the particular challenges of distributed and linked simulations are discussed as well as the prospect of using methods from neuroscience for validation of cognitive models.

To read the written history of U.S. sport and exercise psychology, one easily could assume that women were absent from the field. Yet, indisputably women have assumed influential leadership roles through their research, leadership in professional organizations, editing major journals, and mentoring graduate students and novice professionals. Based on life history interviews, grounded in standpoint and feminist cultural studies perspectives, we present the collective contributions of 8 women who greatly affected the development of the field of sport and exercise psychology in the U.S. Although traveling different paths and having varied strengths and weaknesses, certain attributes distinguished their journeys; most notably, they were driven, selfless, dignified, humble, competent, and passionate about developing the field. Their legacy includes generations of students who have carved their own careers in sport and exercise psychology; lines of research that have established the field as rigorous, theory-based, practical, and relevant; and caring and competent leadership in our professional organizations.

This chapter explains the strong theoretical and practical connection of policy analysis to economic analysis, making economic policy an important element of any comprehensive country study of policy. It highlights how economic technocracy played a crucial role in building the capacity for policy analysis in the realm of economic policy by using several concrete examples of economic policy decisions informed by analysis. It also defines institutional willingness for economic change, as the capacity of public agencies responsible for the design and execution of economic policy adjust and reform the rules and the organizations responsible for economic management. The chapter discusses decision making in several key moments of the recent economic history of Colombia in the context of institutional flexibility and the presence of technocracy. It discusses the Latin American debt crisis of the 1980s, which challenged the creativity of policy makers given the international and political restrictions.

How should we explain politics and policymaking in one of the most tumultuous and active periods in the history of the American state? Victoria Hattam and I approach the same topic from different starting points and with different goals. While she argues for attention to grass roots mobilization, I look to the policymaking process. I believe the study of policy change should begin at the center of power, where policy decision-making takes place, and should assume nothing about the relevance or role of the political grass roots. Policymakers themselves are always part of the story of policymaking. Grass roots groups are sometimes key actors, yet their impact on policymaking must be demonstrated, not assumed. Assessing this impact and understanding policy development also requires examining cases of failure along with cases of success, and I believe Hattam's neglect of the comparative framework in my book leads her analysis astray.

An American Language is a political history of the Spanish language in the United States. The nation has always been multilingual and the Spanish language in particular has remained as an important political issue into the present. After the U.S.-Mexican War, the Spanish language became a language of politics as Spanish speakers in the U.S. Southwest used it to build territorial and state governments. In the twentieth century, Spanish became a political language where speakers and those opposed to its use clashed over what Spanish's presence in the United States meant. This book recovers this story by using evidence that includes Spanish language newspapers, letters, state and territorial session laws, and federal archives to profile the struggle and resilience of Spanish speakers who advocated for their language rights as U.S. citizens. Comparing Spanish as a language of politics and as a political language across the Southwest and noncontiguous territories provides an opportunity to measure shifts in allegiance to the nation and exposes differing forms of nationalism. Language concessions and continued use of Spanish is a measure of power. Official language recognition by federal or state officials validates Spanish speakers' claims to US citizenship. The long history of policies relating to language in the United States provides a way to measure how U.S. visions of itself have shifted due to continuous migration from Latin America. Spanish-speaking U.S. citizens are crucial arbiters of Spanish language politics and their successes have broader implications on national policy and our understanding of Americans.
