The implications of COVID-19 for concepts and practices of citizenship

Based on a review of citizenship and citizen participation in politics and policy studies, this article reveals diverse concepts of citizens and citizenship and their changing roles within the context of the COVID-19 pandemic. It argues that the pandemic will result in bringing citizens back into the policy process, given that active participation of citizens in solving wicked social problems has been emphasised. Our results suggest that the pandemic will result in a return of public citizens as their voluntary, active participation and coproduction practices are expected to increase.

Global Public Policy studies

Globalisation has helped to intensify the international flow of people, information and policies. Following this process there has been increasing global concern regarding problems in areas such as immigration, health, poverty, among others. Various agents are transnationally engaged in common responses to these issues. The classic definition of public policies is related to actions undertaken by governments to solve the problems within their jurisdictions. However, often problems do not respect national boundaries. Sometimes, policies need to involve other nations. This article discusses the main issues, concepts and challenges in the study of global public policies.First, the article presents a review of the existing literature. Second, it introduces the key agents and agendas of global public policy. The discussion section focuses on the latest challenges and opportunities for research in Global Public Policy studies. Finally, new avenues of research are introduced, such as the dimension of power, the impact of the far-right and the outbreak of the COVID-19 pandemic.

Challenging boundaries to expand frontiers in gender and policy studies

Gender and policy studies needs to face challenges and cross boundaries if the discipline is to develop. This article argues that gender and policy studies needs to explicitly foreground the centrality of politics – the analysis of power – in approaching policy. The discipline confronts boundaries in relation to inclusivity, diversity and relevance. Inclusive gender equality demands challenging the hegemonising and marginalising boundaries in the field, which contributes to its relevance by placing politics and power centre stage. Openness to the diversity of gender and policy approaches, a more systematic and thoughtful application of intersectionality, cooperation with LGBTQI+, critical race studies and normative political theory provide opportunities to challenge boundaries and advance knowledge. We argue that explicit reflexivity about power dynamics and knowledge production, employing a plurality of approaches, will better equip the discipline to navigate major challenges and crises, and offer more nuanced democratic and egalitarian societal contributions.

Colonial policy studies in Japan: racial visions of Nan'yo, or the early creation of a global South

This article examines Japanese colonial policy studies (shokumin seisaku gaku) with a particular focus on its relationship with the distinct region of ‘Nan'yo’ (the South Seas). Specifically analysing the works of Takekoshi Yosaburo (1865–1950), Nitobe Inazo (1862–1933) and Yanaihara Tadao (1893–1961), it seeks to uncover the ways in which the exponents of this study area accounted for Nan'yo based on their conceptions of race. It also shows how they inflicted envisaged racial hierarchies on the southern Pacific and how such attempts were related to colonial policy debates behind the practice of Japanese imperialism. Part of the findings point out that Takekoshi's and Nitobe's comparable projections of strict racial hierarchies on the Malays served to justify the southward colonization of the Japanese. Yanaihara's depiction of Nan'yo islanders as radically underdeveloped was tailored to championing Japan's sustained espousal of the League Mandate. The article argues that their accounts of Nan'yo formed part of a transnational knowledge chain about colonial and racial victimization. Like their western counterparts including Gustav Le Bon, Paul Leroy-Beaulieu, Paul S. Reinsch and J. A. Hobson, they built purported racial pyramids with the tropical areas at their bottom, the bulk of which correspond to today's global South. They have been accomplices in this colonial present.

Labour in transition: A value-theoretical approach to renewable energy labour

This article analyses the conditions facing labour within the renewable energy (RE) accumulation strategies of electricity capital. We draw on value-theoretical perspectives developed within Marxist and feminist political economy to understand how labour is being reorganised within the transition to RE. We use value theory to identify key dimensions of RE labour across the exploitation of wage labour and the appropriation of labour-in-nature. We apply this lens to data from existing academic and policy studies on ‘employment’ and ‘environmental’ issues in RE value chains. We connect evidence on formal labour market issues such as employment numbers, job quality, and labour organising and state regulation, with research on the socio-ecological conditions of possibility for RE across materials, land and households. We argue that value theory reveals how distributive and sustainability outcomes of RE are a product of how labour is organised in the energy transition. We finish with considerations for union and social movement strategy regarding the scale and scope of green labour agendas within and beyond energy.

THE TEMPORALITIES OF POLICY TRANSLATION IN THE SEMI-PERIPHERY: REVISITING THE EUROPEANISATION OF WELFARE REFORMS IN CENTRAL AND SOUTH EAST EUROPE

This article seeks to conceptualise time and temporality in the context of semi-peripheral social relations, with a particular focus on the transnational dimensions of policy translation. In particular, we show how, albeit within the co-existence of multiple temporalities, ‘policy time’ and ‘time in policy’ tends to enable and privilege particular kinds of policy processes over others. Revisiting a number of themes from our ethnographic work on social policy reform drawn, mainly, from the post-Yugoslav and Hungarian context and relating, mainly, to so-called ‘Europeanisation’ processes, allows us to foreground the spatio-temporal dimensions of policy processes. The text explores some key challenges in terms of how to treat time within critical policy studies.

Museum Diplomacy: Developing cultural partnerships between New Zealand and China

<p>Museums play an increasingly important role in cultural diplomacy. New Zealand cultural organisations support international objectives by assisting cultural exchange, increasing mutual understanding and connecting key players. However, the intersection between museum and government activity is often regarded with scepticism, stemming from a general antipathy towards instrumentalism in museum and cultural policy studies literature. This research draws on recent work by Nisbett (2013), which revealed how British cultural organisations inverted instrumentalism—the use of cultural ventures by governments to help achieve goals in other areas—to achieve their own goals. The literature suggests that British museums strategically promoted their cultural diplomacy activity to formulate cultural policy and expand the scale of their international activity. This provides a useful model for the New Zealand cultural sector to build on, in its unique environment. This dissertation addresses this gap in the literature by investigating the intersection of museum and government activity between New Zealand and China. Through a case study of the partnership between Te Papa and the National Museum of China the research explored the state of cultural organisation partnerships, and assessed to what extent museums benefit by acting instrumentally. Interviews were conducted with ten cultural sector professionals and grounded theory was used to analyse the data. This research found that New Zealand’s national museum positioned itself as willing and able to engage in cultural diplomacy activity, in order to develop its international activity, and offer benefits in return to its principal funder, the government. Results suggested that while the museum has not utilised instrumentalism to impact cultural policy in New Zealand, there is scope to develop this. Consequently, the research identifies an emerging area in museum practice, ‘museum diplomacy’, which I define as the developing practice of intersecting activity between international museum work and state-sponsored cultural diplomacy. The research contributes to museum and cultural policy studies literature by producing modest, yet original data about museum partnerships and cultural diplomacy in New Zealand, and provides insights for government and the cultural sector in international cultural partnerships. It echoes the critical view of the disjuncture between museum theory, policy and practice, and concludes by discussing some recommendations and calling for further research to be conducted on museum diplomacy.</p>
