<div><p><em>Lightning is a very common natural phenomenon which primarily solicits little attention. In this climate – allied innate localized activity, high electric charges are generated which cause disastrous outcomes, both physically and economically. Many lives are burnt and severe losses are suffered due to this natural disaster. But, it is often doubted that the deaths and economic losses due to lightening are under reported. Many reasons are cited as difficult in getting authentic figures, inadequacy of the government rules in the reporting areas etc. Disaster relief is also outside the sphere of such calamity. Comparison between the loss figures due to lightning with other disaster loss figures also reveals that the former ranks higher than the latter. Still, many of the lightning disasters are not properly accounted and recompensed by National Calamity and Relief Fund or any other such Relief Funds. The article is an attempt to see the depth of such an issue and major challenges faced by the victims to get the compensation from the authorities. Also, suggestions are sought to arrive at a satisfying solution to such an unnoticed problem.</em></p></div>

In January 2010, the internationally acclaimed Chinese actor, Zhang Ziyi, became a focus of public criticism for allegedly defaulting on a pledge to donate one million yuan to the 2008 Sichuan earthquake disaster-relief fund. That earthquake not only killed 70,000 people and left five million homeless, but also produced a dramatic rise in individual and corporate philanthropy in China. Philanthropic donations in 2008 amounted to a total figure of 100 billion yuan, exceeding the documented total for the preceding decade. Zhang’s ‘failed pledge’ led fans and critics to accuse her in interactive media forums of both charity fraud and generating a nationwide crisis of faith in the philanthropic activities of the rich and famous. Dubbed ‘donation-gate’, the ensuing controversy obliged Zhang Ziyi to hire a team of USA-based lawyers, to give an exclusive interview to the China Daily, and to engage in renewed philanthropic endeavours, in an effort to clear her name. Hence, contrary to claims that celebrity philanthropy is an apolitical mode of philanthropy, an examination of the Zhang Ziyi scandal and its disaster-relief precursors demonstrates that celebrity philanthropy in the People’s Republic of China is a political affair.

Korea’s Daegu Metropolitan City once had the second highest rate of COVID-19 infection after Wuhan in China. Following the outbreak, the government provided the first national disaster relief fund to citizens as financial aid. This study investigated whether the sense of regional belonging, pride, and mental health among 550 citizens of Daegu differed between the times before and after COVID-19, based on the presence or absence of the disaster relief fund. Frequency analysis, descriptive statistical analysis, and t-tests were conducted using the SPSS 25.0 program. Results showed that the sense of belonging was higher after COVID-19 than before, while pride was lower. Individuals who received the disaster relief fund showed higher levels of regional belonging and pride with statistical significance. The prevalence of melancholy and depression increased after COVID-19, but the presence or absence of the fund did not lead to a significant difference. Thus, in case of a future national disaster level, provision of the disaster relief fund can raise the sense of regional belonging and pride, in order to elicit communication among local residents toward overcoming difficulties. Furthermore, during challenging disaster situations, central and local governments should provide diverse programs for the citizens’ mental health care.

In frequent humanitarian emergencies during the last decades, military forces increasingly have been engaged through provision of equipment and humanitarian assistance, and through peace-support operations. The objective of this study was to evaluate how military resources could be used in disaster preparedness as well as in disaster management and relief.
