AbstractWithin international development, strengthening the voice of citizens living in poverty is recognised as vital to reducing inequity. In support of such endeavors, participatory video (PV) is an increasingly utilised communicative method that can stimulate community engagement and amplify the voice of groups often excluded from decision-making spaces. However, implementing PV processes specifically within an international development context is an immensely complex proposal. Practitioners must take into consideration the different ways institutions may understand the use of participatory video for raising citizen voice; and how therefore the practice may be influenced, co-opted or even devalued by these institutional assumptions. To this end, this article interrogates how global PV practitioners express tension in their work. Analysis of their descriptions suggests six influential views on PV practice with the potential to diminish the value of voice from the margins.

This article explores factors contributing to a non-dominant collaboration paradigm in a partnership between a government-based international development agency and a university-based non-governmental organization. Anchored in Wood’s and Gray’s collaborative framework, this article describes how the steeply hierarchical partnership navigated the elements of collaboration – organizational autonomy; shared problem domain; interactive processes; shared rules, norms, and structures; and decision making – to produce non-dominant values and practices deriving from negotiated processes, rules, norms, and structures that produced positive collaboration outcomes. In particular, a history of prior mutually beneficial interactions emerges as a critical precondition for achieving a non-dominant collaboration in this case study’s steeply hierarchical organizational relationship, one in which egalitarianism and equal decision-making regarding the agenda and the goals of the collaboration could have been highly constrained.

The advisory committee represents the institution, as the voice of the department, utilizing effective practices and strategies in decision-making. Because workforce education is technical and complex in nature, experienced and knowledgeable industry-based individuals are needed to advise, guide, and make decisions to achieve optimum outcomes. Key individuals have the ability to influence a group to achieve a common goal. The members have established respect and trust among the stakeholders, and are better prepared to handle the leadership roles and achieve results for the committee. The committee focuses on equal representation and balance; decision-making process; and acting as the voice of the project. This chapter focuses on the role of advisory committees. The chapter will also concentrate on the characteristics that comprise an advisory committee, and address identifying the most effective members to include on a committee.

Donor preference is a significant component that can either promote or inhibit sustainable development results, yet the involvement of private donors in international development work has not yet been examined in academic literature. Models for integrative negotiation in funding processes have been proposed, but without having the voice of donors present in literature, all previous negotiation models are incomplete because a major party to the negotiation is absent from the model. Conflict analysis and resolution is a new approach that will bring clarity to the role of private donors in international development work and generate integrative solutions for donors to employ in their work should they choose. This phenomenographic study analyzed the content, process, identity, and relational aspects of conflict in private international development projects through the viewpoint of donors. The research goals were to (1) generate understanding about how private donors understand their role in the international development work they fund, (2) ascertain how donors experience conflict in the course of this work, and (3) determine which conflict resolution techniques can be integrated to align their intentions, resources, and outcomes more accurately. The purposive snowball sample was comprised of six donors who fund private international work outside the US. The interrelated culmination of knowledge generated from this study demonstrates a broad landscape of experiences that describe how donors experience conflict and what may motivate them to consider alternative behaviors that can change the course of their work.

Community engagement practitioners design, deliver, report and evaluate processes which invite the community to influence decision-making. It is a unique role, with practitioners serving two masters: the organisations that employ or contract them and the communities whose views they are engaged to elicit. In balancing these interests, practitioners experience a number of tensions in their work, and employ a variety of methods to address them. This article draws on a series of 20 semi-structured interviews with senior practitioners and finds that these tensions mainly relate to: the need to serve both the community and the engagement sponsor, their position in either the public sector or as a private consultants to the public sector, and the constraints and behaviours of public institutions. They way in which they manage these is relatively ad hoc, although it is often informed by principles and position.

Abstract Although the decisions of policy professionals are often more consequential than those of individuals in their private capacity, there is a dearth of studies on the biases of policy professionals: those who prepare and implement policy on behalf of elected politicians. Experiments conducted on a novel subject pool of development policy professionals (public servants of the World Bank and the Department for International Development in the UK) show that policy professionals are indeed subject to decision-making traps, including the effects of framing outcomes as losses or gains, and, most strikingly, confirmation bias driven by ideological predisposition, despite having an explicit mission to promote evidence-informed and impartial decision making. These findings should worry policy professionals and their principals in governments and large organizations, as well as citizens themselves. A further experiment, in which policy professionals engage in discussion, shows that deliberation may be able to mitigate the effects of some of these biases.

Making sense of children's development, and in particular the impact of maltreatment and loss on children's minds and behaviour, is an essential part both of listening to children and facilitating their participation in family placement decision-making. Gillian Schofield suggests that an understanding of developmental theory can help practitioners to identify children's strengths and difficulties, make sense of children's communications and enable children to feel more valued and effective. A number of key areas of development are linked together into a model that highlights the complex transactional and psychosocial nature of development, while encouraging practitioners to use this knowledge to support and empower children.
