Reform Before La Reforma: Liberals, Conservatives and the Debate over Immigration, 1846––1855

This article examines some of the key points attributed to the Liberal Reform of 1857 as they appeared in the debate over immigration policy in Mexico from 1836 to 1855. It argues that many of the key provisions of reform that are attributed to the radical Liberals of 1857 were, in fact, part of a more broad-ranging and moderate debate for decades before. In this manner, immigration policy debates often served as a ““test balloon““for what would later be defined as the essential points of liberalism.

Although the Statue of Liberty, one of the premier symbols of the United States, welcomes “your tired, your poor, your huddled masses yearning to breathe free,” America’s relationship with its immigrants has long been ambivalent. Throughout the United States’ history, there have been persistent and charged debates over the nature and consequences of immigration. At times, America has greatly restricted the number and characteristics of newcomers, despite its aspiration to be identified as a “nation of immigrants” and a “melting pot.” The heated, contentious debate over who should be included in the United States, and how they should be included, persists in the halls of Congress, the judiciary, the executive branch, and at the state and local levels. The literature related to history and contemporary debates regarding immigration politics and policy in the United States is expansive. This article addresses scholarship on a number of specific policy debates, as well as popular reactions to these polemics. The works below focus on three overarching themes. First, we discuss scholarship about the policies themselves. This research includes a historical perspective, looking back at early immigration policies that were characterized by a quota system and the exclusion of Asian immigrants, as well as a view on contemporary policy debates emerging since the 1965 Immigration and Naturalization Act. This significant piece of legislation overturned the system of national origin restrictions and led to the development of the current immigration policy regime. The second broad theme explores the immigrants themselves, including demographic trends, political and economic incorporation, and political participation. The final major theme includes reactions to contemporary policy debates by both the public and the press. Works in this area focus on public opinion about immigration policy, social movements emerging in response to the immigration debate, the anti-immigrant backlash, and media coverage of immigration politics. The end of this article also highlights key data sources for those wishing to conduct additional research in this area.

This book examines how and why high-income countries restrict the rights of migrant workers as part of their labor immigration policies, along with the implications for policy debates about regulating labor migration and protecting migrants. It seeks to reframe the theoretical debates about the tensions between human rights and citizenship rights, the agency and interests of migrants and states, and the determinants and ethics of labor immigration policy. The book analyzes the characteristics and key features of labor immigration policies and restrictions of migrant rights in more than forty high-income countries as well as policy drivers in major migrant-receiving and migrant-sending countries. This introductory chapter explains the aims, approach, and main arguments of the book, as well as its terminology and scope, and provides an overview of the chapters that follow.

This article uses a political economy approach and explores the nexus between labor migration and the welfare state and how its specificities have been viewed and presented by organized interests of employers and trade unions in Swedish labor migration policy debates during the 1960s and the 2000s. The analysis demonstrates that the Swedish Employers’ Confederation (SAF) and its organizational successor the Swedish Confederation of Enterprise (SN) have preferred a market-liberal labor migration policy. Over time, a liberal immigration policy has been viewed by employers as an important policy solution to extend levels of economic growth, increase firm competitiveness, and maintain funding for generous welfare state services. However, since the 1960s the Swedish Trade Union Confederation (LO) has preferred a state-coordinated and regulated labor migration policy. In LO’s perspective, a regulated immigration policy is a fundamental precondition for guaranteeing workers’ rights, and for minimizing potential negative effects for the functioning of the Swedish labor market model and for a prosperous Swedish welfare state.

Throughout the 1690s there were several high-profile parliamentary debates about lowering interest rates from 6 to 4 percent. Locke's involvement in these policy debates is significant. In this period, he circulated at least one important pamphlet on this issue to various Members of Parliament. The purpose of this article is to illuminate the links between Locke's arguments against interest rate reduction and immigration policy. Locke's essay “For a General Naturalization” (1693) employs some of the same pro-naturalization formulations that Josiah Child uses in A New Discourse of Trade (1693), a pamphlet that was ostensibly published in support of the parliamentary proposal for lower interest rates. Even though Locke had a long history with pro-naturalization arguments, the framework of his essay on naturalization is very likely an extension of those debates with Child about interest rates from 1691/2.

In January 2008, at the meeting of the American Historical Association, I had coffee with two colleagues, Gary Gerstle and George Sánchez, with whom I share an abiding interest in labor and immigration history, as well as current politics. We hatched an idea to hold a conference on immigration policy reform, which we believed would potentially be back on Congress's agenda after the new administration—we did not know at the time who would be the next president—took office. Ours certainly would not be the first conference on immigration policy. But we wanted to bring two perspectives that are not commonly aired in policy debates today: the historical perspective and the international perspective. We decided to bring together historians, social scientists, advocates, policy analysts, and journalists for a gathering in Washington, D.C., where we hoped to get the attention of those on Capitol Hill. We were fortunate that the Woodrow Wilson Center for International Studies agreed to host and cosponsor the event and that we were able to work with historian Sonya Michel, the center's new director for United States studies. Additional cosponsors included Columbia University, the University of Southern California, and Vanderbilt University.

Purpose The purpose of this article is to address some common concerns associated with the neurodiversity paradigm and to offer related implications for service provision to school-age autistic students. In particular, we highlight the need to (a) view first-person autistic perspectives as an integral component of evidence-based practice, (b) use the individualized education plan as a means to actively address environmental contributions to communicative competence, and (c) center intervention around respect for autistic sociality and self-expression. We support these points with cross-disciplinary scholarship and writings from autistic individuals. Conclusions We recognize that school-based speech-language pathologists are bound by institutional constraints, such as eligibility determination and Individualized Education Program processes that are not inherently consistent with the neurodiversity paradigm. Consequently, we offer examples for implementing the neurodiversity paradigm while working within these existing structures. In sum, this article addresses key points of tension related to the neurodiversity paradigm in a way that we hope will directly translate into improved service provision for autistic students.
