The balanced development of any industry is directly determined by a set of characteristics of the institutional environment, formed on the basis of a system of rules and norms of behavior of the subject of management, the degree of structuring of information, as well as formal and informal restrictions imposed by state and non-state structures. Due to the importance that the textile sector has for the country's economy, there is a need to study the effectiveness of the system of institutional support for enterprises working in this direction. The methodology is based on a review of the literature in the field of institutional transformations in economic sectors. The article suggests the main stages of transformation of the system of institutional support for the development of the textile industry in the Republic of Kazakhstan. The stages of determining stable institutional forms – institutional constraints are given, and an algorithm for determining the effectiveness of institutional transformations in the textile industry is proposed.

Abstract Democratisation is hailed as a pathway to peace by some, yet, blamed for provoking renewed violence by others. Can democracy aid explain the effect of democratisation after civil war? Building upon findings that transitions to democracy are prone to violence, this article shows that external democracy aid can mitigate such negative effects. It is the first to disaggregate democracy aid and analyse its effect on peace after civil war. To this end, it uses a configurational approach and focuses on support for competition (for example, promoting free and fair elections), institutional constraints (for example, strengthening the judiciary), and cooperation (for example, facilitating reconciliation). Combining Qualitative Comparative Analysis (QCA) with an illustrative case study on Liberia, it demonstrates that democracy aid can help to prevent recurrence during postconflict democratisation. Two pathways can explain peaceful democratisation: first, fostering ‘cooperative democratisation’ characterised by substantial support for cooperation in lower-risk contexts; and second, fostering ‘controlled competition’ by combining substantial support for institutional constraints and competition. Importantly, democracy support does not trigger renewed violence. These findings speak to the academic debate on the destabilising potential of democratisation processes after civil wars and inform policymakers designing postconflict support strategies.

Many youth worker professional development (PD) efforts tend to focus on individualized skill development, rather than learning as a contextualized phenomenon that impacts youth workers’ everyday experiences in the field. Youth worker learning is fundamentally embedded in a broader ecosystem of programs, institutions, and systems that influence how they make sense of and implement their learnings. Examining institutionalized experiences and how they shape youth workers’ response to PD requires attention to the larger ecology of the contexts in which they work. In this paper, I analyze a PD initiative facilitated by a school district in the Rocky Mountain West. Data collected during the PD show that participating youth workers made changes to their program systems. At the same time, participants reported a range of institutional constraints that did not cohere with the PD. I bridge sensemaking theory to research on youth worker self-efficacy to unpack youth workers’ reaction to and implementation of the PD, and I discuss implications for youth worker PD. I propose that PD efforts could more closely attend to youth workers’ institutional contexts.

This research explores institutional arrangements that govern health literacy promotion policies in Thailand since 2014. This study sets the main questions as what are the main institutional arrangements that governed health literacy promotion policies in Thailand since 2014 and can these arrangements be viewed as collaborative health governance? This paper argues that the military coup in 2014 transformed institutional-governing arrangements on health system management and health promotion greatly as many legal-political institutions and various social-political agencies were involved and brought together to promote health and health literacy. A so-called principle of ‘collaborative governance’ has been employed and implemented to promote health in Thailand recently, however, this study argues that the institutional constraints under authoritarian regime offer a ‘fictitious-collaborative health governance’ instead. Furthermore, deliberative processes on health literacy promotion regulated by many legal - institutional constraints had characteristics of ‘pseudo-deliberation’. This work is qualitative research, and it analyzes and explains research results by looking through theoretical concepts of institutionalism and collaborative governance. This study argues that to reach the goal of health literate community and society, Thai health agencies and authorities should re-approach health and health literacy promotion from the bottom-up perspective. Also, overcoming fictitious collaborative health promotion and pseudo-deliberation are necessary. To do that, we need a long-term project of building up a ‘critical health regime’ based on critical education and anti-authoritarianism as major principles. Changing objective circumstances over time often warrant the closure of public sector enterprises that may have originally been established due to compelling public purposes. Many public enterprises lose their relevance and public purpose, become chronically loss making and are a recurring drain on public resources. Yet it has been found to be extremely difficult to actually close down any such enterprise due to a host of institutional constraints unique to the public sector. Closing down a public enterprise is difficult but not impossible, given the will and sincere execution. It has been done in India. While the practicalities have to be worked out, closure of any entity needs to be implemented sensitively given the human dimensions involved. This paper brings out a case study of the experience in implementing the closure of five public sector enterprises in India during the period 2014-16.

This article discusses the creation of a research-focused virtual community of practice (vCoP) for geographically-dispersed third space professionals, motivated by desires for enhanced professional collaboration, visibility and identity. The authors used collaborative autoethnography (CAE) to evaluate their personal reflections as vCoP participants. Data were gathered in two collaborative writing activities and analysed using thematic analysis (TA). The TA identified two connected themes, which capture the vCoP members’ aspirations to transcend their current roles and be research-active through connecting with like-minded professionals. Collaborative writing activities, including authoring this paper, cultivated elements of academic identity such as independence and purpose. A non-hierarchical and supportive vCoP environment allowed the members to work beyond time and institutional constraints to foster the evolution of the community and an emerging sense of professional identity beyond that typically associated with third space roles. The paper offers a model of collaboration that could help groups in similar situations.

In counterfactual thinking, an imagined alternative to the reality that comprises an antecedent and a consequent is widely adopted in political discourse to justify past behaviors (i.e., counterfactual explanation) or to depict a better future (i.e., prefactual). However, they have not been properly addressed in political communication literature. Our study examines how politicians used counterfactual expressions for explanation of the past or preparation of the future during COVID-19, one of the most severe public health crises. All Congressional speeches of the Senate and House in the 116th Congress (2019-2020) were retrieved, and counterfactual expressions were identified along with time-focusing in each speech, using recent advances in natural language processing (NLP) techniques. The results show that counterfactuals were more practiced among Democrats in the Senate and Republicans in the House. With the spread of the pandemic, the use of counterfactuals decreased, maintaining a partisan gap in the House. However, it was nearly stable, with no party differences in the Senate. Implications of our findings are discussed, regarding party polarization, institutional constraints, and the quality of Congressional deliberation. Limitations and suggestions for future research are also provided.

As state-sponsored cyber operations have proliferated, some states are outsourcing these operations to non-state cyber proxies. However, given the relative ease of outsourcing cyber operations, it is puzzling why more states are not engaged in this practice. I examine how domestic accountability institutions potentially explain this restraint in the use of cyber proxies. I argue that in cases where the incumbent is likely to be held to account for cyber operations, there is restraint in the use of proxies. Moreover, I distinguish vertical from horizontal accountability and argue that because vertical accountability mechanisms directly threaten the tenure of the incumbent if outsourced cyber operations go wrong, it has a greater constraining effect relative to horizontal accountability. I test these propositions with new data on the activities of several hacker groups and robustly confirm that accountability institutions do place significant constraints on the use of cyber proxies.
