Supporting earthquake risk management with clear seismic communication may necessitate encounters with various popular misapprehensions regarding earthquake prediction. Drawing on technical data as well as insights from anthropology and economics, this paper addresses common and scientifically-unsupported ideas about earthquake prediction, as well as the state of science-based studies regarding statistical forecasting and physical precursors. The authors reflect on documented social and economic effects of unsubstantiated earthquake predictions, and argue that these may be dangerous but may also present certain opportunities for outreach and education in formal and informal settings. This paper is written in light of the importance that the United Nations Office for Disaster Risk Reduction has placed on coordination and communication within and among diverse organizations and agencies as well as by recent popularity of so-called earthquake prediction in Mexico.

The Sendai Framework for Disaster Risk Reduction 2015–2030 placed human health at the centre of disaster risk reduction, calling for the global community to enhance local and national health emergency and disaster risk management (Health EDRM). The Health EDRM Framework, published in 2019, describes the functions required for comprehensive disaster risk management across prevention, preparedness, readiness, response, and recovery to improve the resilience and health security of communities, countries, and health systems. Evidence-based Health EDRM workforce development is vital. However, there are still significant gaps in the evidence identifying common competencies for training and education programmes, and the clarification of strategies for workforce retention, motivation, deployment, and coordination. Initiated in June 2020, this project includes literature reviews, case studies, and an expert consensus (modified Delphi) study. Literature reviews in English, Japanese, and Chinese aim to identify research gaps and explore core competencies for Health EDRM workforce training. Thirteen Health EDRM related case studies from six WHO regions will illustrate best practices (and pitfalls) and inform the consensus study. Consensus will be sought from global experts in emergency and disaster medicine, nursing, public health and related disciplines. Recommendations for developing effective health workforce strategies for low- and middle-income countries and high-income countries will then be disseminated.

<p>Knowledge has been shown to be more effectively implemented in practice when produced in collaboration between researchers and other stakeholders as the co-produced knowledge is more likely to be accepted and found relevant. Knowledge co-production processes have however been found guilty of depoliticizing and hiding political struggles to the end of reinforcing existing unequal power relations and prevent broad societal transformation from taking place. From this perspective, knowledge co-production can come into conflict with participatory governance that focuses on the empowerment and capacity building of actors, social justice and advocacy. In this presentation I take a closer look at this conflictual perspective and propose a research focus on knowledge practices for exploring and analyzing participatory governance options for flood risk management (FRM) and disaster risk reduction (DRR). I do this by exemplifying and presenting a research design developed within the newly started PARADeS-project.</p><p>The PARADeS-project is a research project led by German research institutions in close collaboration with partners in Ghana and with the overall aim to contribute to enhancing Ghana’s national flood risk and disaster management strategy. Co-production of knowledge is foreseen to take place in several workshops including collaborative modelling, scenario- and policy back-casting exercises. One of the planned project outputs is a concept of participatory governance in FRM and DRR based on the findings from a stakeholder analysis, a policy network analysis and a participatory assessment of different policy options.</p><p>In this project context a research focus on stakeholders’ knowledge practices can be used to inform and improve the participatory governance concept and facilitate its implementation process. Knowledge is used by stakeholders as a powerful resource in suggesting certain policy options and convincing others of their necessity. Knowledge practices entail how actors use knowledge to argue, convince and make decisions. Through knowledge practices, stakeholders decide what knowledge to base decisions on and how to convince others of their position using that knowledge. What knowledge becomes accepted as legitimate in such interactions - often deliberative settings - can be decisive for the acceptability of any policy option. It is therefore important to study not only the different types of stakeholders and technical options for FRM and DRR, but the interaction between stakeholders and how they use information and co-create knowledge - the knowledge practices.</p><p>Within the presentation I discuss the proposed research design for how to study knowledge practices and how to make use of these findings when going from research project and co-production of knowledge to a concept of participatory governance in flood risk management and disaster risk reduction in Ghana.</p>

Section 151(2) of the Constitution empowers municipalities in South Africa to pass disaster management-related by-laws. Such by-laws should be specific on the role of traditional leaders, owing to their authority and proximity to the people coupled with their constitutional mandate to preserve customs and traditions. However, their role is often not maximised because of vague and inadequate policies. There has been little or no scholarly attention to the role of traditional leadership and the policy and legal framework that guide their participation in disaster risk management. Employing a comprehensive content analysis of Ugu District Municipality Disaster Management By-law, this article assesses the adequacy of these by-laws on disaster risk governance in the context of collaboration disaster risk reduction. While the Ugu District Municipality Disaster Management By-law provides for the participation of traditional leadership, this study reveals that it is fraught with ambiguities and seemingly vague clauses. For instance, although in Article 5.1.1 the word ‘authorities’ is used, it is not clear whether this refers to traditional leadership or other entities at the local level. In addition, the composition of the Disaster Management Advisory Forum in Ugu does not explicitly include AmaKhosi. While these results add to the rapidly expanding field of disaster risk management, they also suggest several courses of action for policymakers at local government. Such actions might include, but not limited to, a review of the by-laws to address the lack of collaborative essence relative to traditional leaders for optimal disaster risk reduction initiatives targeting traditional communities.

The objective of this research was to propose a strategy based on the design and implementation of an early warning system (EWS) for extreme weather events. This project had the following phases: training for municipal and regional actors, preliminary technical diagnosis of the study areas, monitoring network, and the weather forecasts using numerical models WRF and GFS. This EWS is the result of the Macro-project EWS for Climate Events in the basins of the Pamplonita River and Zulia in the North of Santander (SATC), executed by the University of Pamplona and financed by the National Risk Management Unit (UNGRD) and the German Cooperation Agency (GIZ). The research concluded that the application of a disaster risk reduction strategy through an EWS for extreme weather events is an important tool and instrument for the planning of higher risk management because it helps anticipate disasters and consequently preserve lives.

Geographic location is one of the most fundamental and indispensable information elements in the field of disaster response and prevention. For example, in the case of the Tohoku Earthquake in 2011, aerial photos taken immediately after the earthquake greatly improved information sharing among different government offices and facilitated rescue and recovery operations, and maps prepared after the disaster assisted in the rapid reconstruction of affected local communities. Thanks to the recent development of geospatial information technology, this information has become more essential for disaster response activities. Advancements in web mapping technology allows us to better understand the situation by overlaying various location-specific data on base maps on the web and specifying the areas on which activities should be focused. Through 3-D modelling technology, we can have a more realistic understanding of the relationship between disaster and topography. Geospatial information technology can sup-port proper preparation and emergency responses against disasters by individuals and local communities through hazard mapping and other information services using mobile devices. Thus, geospatial information technology is playing a more vital role on all stages of disaster risk management and responses. In acknowledging geospatial information’s vital role in disaster risk reduction, the Sendai Framework for Disaster Risk Reduction 2015–2030, adopted at the Third United Nations World Conference on Disaster Risk Reduction, repeatedly reveals the importance of utilizing geospatial information technology for disaster risk reduction. This presentation aims to report the recent practical applications of geospatial information technology for disaster risk management and responses.
