Abstract. Information about the spatial distribution of flood risk is important for integrated urban flood risk management. Focusing on urban areas, spatial flood risk assessment must reflect all risk information derived from multiple flood sources: rivers, drainage, coastal flooding etc. that may affect the area. However, conventional flood risk assessment deals with each flood source independently, which leads to an underestimation of flood risk in the floodplain. Even in floodplains that have no risk from coastal flooding, flooding from river channels and inundation caused by insufficient drainage capacity should be considered simultaneously. For integrated flood risk management, it is necessary to establish a methodology to estimate flood risk distribution across a floodplain. In this paper, a rainfall design method for spatial flood risk assessment, which considers the joint effects of multiple flood sources, is proposed. The concept of critical rainfall duration determined by the concentration time of flooding is introduced to connect response characteristics of different flood sources with rainfall. A copula method is then adopted to capture the correlation of rainfall amount with different critical rainfall durations. Rainfall events are designed taking advantage of the copula structure of correlation and marginal distribution of rainfall amounts within different critical rainfall durations. A case study in the Otsu River Basin, Osaka prefecture, Japan was conducted to demonstrate this methodology.

Abstract. Over the last few decades, Europe has suffered from a number of severe flood events and, as a result, there has been a growing interest in probing alternative approaches to managing flood risk via prevention measures. A literature review reveals that, although in the last decades risk evaluation has been recognized as key element of risk management, and risk assessment methodologies (including risk analysis and evaluation) have been improved by including social, economic, cultural, historical and political conditions, the theoretical schemes are not yet applied in practice. One main reason for this shortcoming is that risk perception literature is mainly of universal and theoretical nature and cannot provide the necessary details to implement a comprehensive risk evaluation. This paper therefore aims to explore a procedure that allows the inclusion of stakeholders' perceptions of prevention measures in risk assessment. It proposes to adopt methods of risk communication (both one-way and two-way communication) in risk assessment with the final aim of making flood risk management more effective. The proposed procedure not only focuses on the effect of discursive risk communication on risk perception, and on achieving a shared assessment of the prevention alternatives, but also considers the effects of the communication process on perceived uncertainties, accepted risk levels, and trust in the managing institutions. The effectiveness of this combined procedure has been studied and illustrated using the example of the participatory flood prevention assessment process on the Sihl River in Zurich, Switzerland. The main findings of the case study suggest that the proposed procedure performed well, but that it needs some adaptations for it to be applicable in different contexts and to allow a (semi-) quantitative estimation of risk perception to be used as an indicator of adaptive capacity.

Urban areas already suffer substantial losses in both economic and human terms from climate-related disasters. These losses are anticipated to grow substantially, in part as a result of the impacts of climate change. In this paper, we investigate the process of translating climate risk data into action for the city level. We apply a commonly used decision-framework as our backdrop and explore where in this process climate risk assessment and normative political judgements intersect. We use the case of flood risk management in Cork city in Ireland to investigate what is needed for translating risk assessment into action at the local city level. Evidence presented is based on focus group discussions at two stakeholder workshops, and a series of individual meetings and phone-discussions with stakeholders involved in local decision-making related to flood risk management and adaptation to climate change, in Ireland. Respondents were chosen on the basis of their expertise or involvement in the decision-making processes locally and nationally. Representatives of groups affected by flood risk and flood risk management and climate adaptation efforts were also included. The Cork example highlights that, despite ever more accurate data and an increasing range of theoretical approaches available to local decision-makers, it is the normative interpretation of this information that determines what action is taken. The use of risk assessments for decision-making is a process that requires normative decisions, such as setting ‘acceptable risk levels' and identifying ‘adequate’ protection levels, which will not succeed without broader buy-in and stakeholder participation. Identifying and embracing those normative views up-front could strengthen the urban adaptation process—this may, in fact, turn out to be the biggest advantage of climate risk assessment: it offers an opportunity to create a shared understanding of the problem and enables an informed evaluation and discussion of remedial action. AbstractFrom ancient flood management practices driven by agricultural activities to dam’s policy for water resources management including flood protection, to the National Strategy for Natural Disaster Risk Integrated Management; Morocco has come a long way in flood risk management. This chapter describes the recurrent flooding phenomenon plaguing the country along with progress in flood risk assessment approaches in terms of technique, governance, and best practices. An extensive number of research articles, administrative documents, consultancy, and international organizations reports are analyzed to give a holistic up-to-date insight into flood risk management in Morocco and present a comprehensive and critical view from a scientific perspective. Information and data were collected from a range of various sources and synthesized to integrate all scientific and governance aspects. Though analysis of this landscape shows progresses made by the Government to protect the population and reduce flood risk, it also shows shortcomings and challenges still to be overcome. Thus, a SWOT analysis was carried out for scoping and identifying the strengths, weaknesses, opportunities, and threats pertaining to this issue. The analysis reveals various success and failure factors related to three major components: governance, risk assessment approaches, and flood risk mitigation measures sustainability.
