AbstractDecentralisation plays a key role in Rwanda’s efforts to overcome the violence and instability of the past by fostering national unity and by bringing governance closer to the people. This paper examines the impact of decentralisation on the feelings of inclusion of Rwanda’s most marginalised group, the Batwa. Drawing on a 4-year empirical project, our findings suggest that, despite impressive improvements in the living standards of the poorest and efforts to encourage participation in local decision making, many Twa do not feel included. This suggests that the government has not yet succeeded in creating downward accountability. We attribute this to two factors: continuing economic inequality and poor communication.

Choosing the site for a new water well in rural southern Malawi is essentially a political process with competing priorities and stakeholders. For a new well (or borehole) to be sustainably used and maintained, the relevant stakeholders must be fully engaged in the siting process and given meaningful responsibility for the final siting decision. However, without sound technical information, a siting decision based solely on stakeholder priorities such as proximity to the headman’s compound or accessibility to the center of population, may not result in a satisfactory borehole. Instead, in addition to stakeholder interests, we used a process that includes electrical resistivity tomography (ERT) as a tool to guide and constrain the local decision-making process. Within the region of the crystalline-basement aquifer, ERT profiles indicate variations in weathering thickness, hence aquifer storage. In a lacustrine setting, the ERT profile delineated a zone of moderately large resistivity associated with a deposit of fresh-water saturated sand. This ERT-derived technical information becomes one element in a comprehensive sociotechnical approach to the location of sustainable water resources. We used this sociotechnical approach to complete boreholes for all four villages in our project and have a high confidence that the villagers will be motivated to use and maintain these resources.

AbstractRailway systems provide pivotal support to modern societies, making their efficiency and robustness important to ensure. However, these systems are susceptible to disruptions and delays, leading to accumulating economic damage. The large spatial scale of delay spreading typically make it difficult to distinguish which regions will ultimately affected from an initial disruption, creating uncertainty for risk assessment. In this paper, we identify geographical structures that reflect how delay spreads through railway networks. We do so by proposing a graph-based, hybrid schedule and empirical-based model for delay propagation and apply spectral clustering. We apply the model to four European railway systems: the Netherlands, Germany, Switzerland and Italy. We characterize these geographical delay structures in the railway systems of these countries and interpret these regions in terms of delay severity and how dynamically disconnected they are from the rest. The method also allows us to point out important differences between these countries’ railway systems. For practitioners, such geographical characterization of railways provides natural boundaries for local decision-making structures and risk assessment.

Nimbyism is widely thought to arise from an inherent tradeoff between localism and efficiency in government: because many development projects have spatially concentrated costs and diffuse benefits, local residents naturally oppose proposed projects. But why cannot project developers (with large potential profits) compensate local residents? We argue that local regulatory institutions effectively require developers to expend resources that cannot be used to compensate residents. Not being compensated for local costs, residents therefore oppose development. Using a formal model, we show that when these transaction costs are high, voters consistently oppose development regardless of compensation from developers. But when transaction costs are low, developers provide compensation to residents and local support for development increases. We conclude that nimbyism arises from a bargaining problem between developers and local residents, not the relationship between local decision-making and the spatial structure of costs and benefits. We suggest policy reforms implied by this theory.

This chapter introduces the Sustainable Development Goals (SDGs) and Universal Health Coverage (UHC) and the central role of epidemiological concepts, knowledge, and skills in planning, management, and evaluation of district health systems in support of primary health care. It focuses on interventions to improve the health status of whole populations and shows how epidemiology is essential to support local decision-making for improvements in the population’s health. Health planning is outlined using a systems approach for high-priority health services and public health programmes delivered by district health services and programmes. The differences between interventions for clinical medicine and public health are explained. The systems approach to district planning are also explained.

Abstract Enforcing connectivity of parts or their complement space during automated design is essential for various manufacturing and functional considerations such as removing powder, wiring internal components, and flowing internal coolant. The global nature of connectivity makes it difficult to incorporate into generative design methods that rely on local decision making, e.g., topology optimization (TO) algorithms whose update rules depend on the sensitivity of objective functions or constraints to locally change the design. Connectivity is commonly corrected for in a post-processing step, which may result in suboptimal designs. We propose a recasting of the connectivity constraint as a locally differentiable violation measure, defined as a “virtual” compliance, modeled after physical (e.g., thermal or structural) compliance. Such measures can be used within TO alongside other objective functions and constraints, using a weighted penalty scheme to navigate tradeoffs. By carefully specifying the boundary conditions of the virtual compliance problem, the designer can enforce connectivity between arbitrary regions of the part’s complement space while satisfying a primary objective function in the TO loop. We demonstrate the effectiveness of our approach using both 2D and 3D examples, show its flexibility to consider multiple virtual domains, and confirm the benefits of considering connectivity in the design loop rather than enforcing it through post-processing.

Increasingly, conservation organizations are conducting conservation activities with local communities. Many conservation organizations now position their work as contributing to sustainable development initiatives, and local involvement in conservation is understood to increase conservation and sustainability success. Aside from communities, however, conservation organizations are accountable to funders and partners, and values and priorities vary across actor type. Mismatched goals combine with power imbalances between conservation actors, and create decision-making conflict throughout conservation processes, from objective setting through implementation and evaluation. As a result, communities may lose local decision-making power or face new negative consequences, trust in organizational/community partnerships may be undermined, and conservation organizations’ reputations (and the reputation of the sector as whole) may suffer. In this commentary we point out processes and conditions that can lead conservation organizations to privilege accountability to funders and others over accountability to communities, thereby undermining community-level success. We follow with suggestions for how funders, conservation organizations and others may improve community engagement and community-level outcomes, and improve their reputations in general and in their work with communities, by actively leveraging accountability to the community and involving local community members in decision-making.

Worldwide questions about health effects play a role in local debates about windfarms. A review was prepared for the Swiss Federal Office for the Environment of the literature published since 2017 about the health-effects of wind turbine sound. Scientific literature was collected on the effect on annoyance, sleep disturbance, cardiovascular disease and metabolism. Also, visual annoyance and other non-acoustic factors, such as appraisal of the local decision making process were investigated. Annoyance came forward as a consequence of wind turbine sound: the louder the receiver sound level, the stronger the annoyance response. For other health effects, results of scientific research are inconsistent. Effect are not a consequence of the sound levels, but rather related to the residents' annoyance. The literature did not show that infrasound or low frequency sound leads to other effects when compared to sound at higher frequencies. Evidence shows that residents experience less annoyance when they participate in the siting process. By being able to take part in the siting and in balancing costs and benefits, residents experience less annoyance. It is therefore important to take worries of local residents seriously and involve them in the process of planning and the siting of wind turbines.

AbstractIn 2017, a Muslim cemetery project was proposed in the municipality of St-Apollinaire, just outside Quebec City. This proposal required a change in local zoning, which necessitated approval from citizens living around the targeted plot of land, through the use of diverse deliberative tools. Drawing on a small-scale empirical study conducted in 2017–2018 with key informants in the cemetery project, this article investigates how these actors lived through, engaged with, and operated within the bounds of law. To do this, I suggest employing a legal consciousness framework to examine how local life is also where everyday lived law occurs. The local governance of diversity in death thus requires a re-evaluation of the “local,” identity politics, relationships, and legal consciousness. Ultimately, this article proposes that local decision-making processes play an important yet underexamined role in the broader conversations on belonging.

In theory, participatory democracies are thought to empower citizens in local decision-making processes. However, in practice, community voice is rarely representative, and even in cases of equal representation, citizens are often disempowered through bureaucratic processes. Drawing on the case of a firearm discharge debate from a rural county’s municipal meetings in Virginia, I extend research about how power operates in participatory settings. Partisan political ideology fueled the debate amongst constituents in expected ways, wherein citizens engaged collectivist and individualist frames to sway the county municipal board ( Celinska 2007 ). However, it was a third frame that ultimately explains the ordinance’s repeal: the bureaucratic frame, an ideological orientation to participatory processes that defers decision-making to disembodied abstract rules and procedures. This frame derives its power from its depoliticization potential, allowing bureaucrats to evade contentious political debates. Whoever is best able to wield this frame not only depoliticizes the debate to gain rationalized legitimacy but can do so in such a way to favor a partisan agenda. This study advances gun research and participatory democracy research by analyzing how the bureaucratic frame, which veils partisanship, offers an alternative political possibility for elected officials, community leaders, and citizens to adjudicate partisan debates.
