Appropriate risk assessment related to the project, and then its distribution between partners is the core of cooperation in the framework of public-private partnership (PPP). Risk analysis for investment project in the PPP formula includes: preliminary identification of risks associated with the investment, preliminary assessment and forecast of probability of occurrence of risks in the recommended option of investment implementation, initial analysis of the distribution of risks between a public and private entity depending on the legal and organizational model adopted, including the determination of the appropriate separation between the parties to the contract. The article presents the possibility of using multicriteria methods, in particular fuzzy TOPSIS, for risk assessment and selection of the best contractor for a given project under PPP.

Public–Private Partnership (PPP) has emerged as an effective procurement in delivering infrastructure and public service in many countries over the world since last few decades. It brought more benefits for sustainable development compared to traditional procurement in many developing countries. However, in order to determine whether a project is successful or not has still remained an ambiguous perception. Therefore, this study will rank the successful level for PPP transportation infrastructure projects in Vietnam via case studies. Fifteen success criteria were identified by the comprehensive review. The fuzzy TOPSIS method was then applied to evaluate and rank the success level for case studies. The result showed that project 2 is considered as the most successful until this recent time with a satisfactory degree of 0.489. Project 1 and project 3 are ranked second and third with a satisfactory degree of 0.482 and 0.435, respectively. Although the projects were judged as effective. Nevertheless, the success index of these expressway project still lower than 0.5. Therefore, project managers need to propose effective solutions to improve the success of these projects in the future. This result can help participants to be a good insight into the PPP project success in developing countries in general and Vietnam in particular.

Construction of not in my back yard (NIMBY) facility Public Private Partnership (PPP) projects are feasible measures to realize sustainable urbanization. In order to ensure the smooth development of the NIMBY facility PPP projects, the problem of choosing the most suitable operation mode among many PPP modes is still scarce and unscientific. In order to select the operation mode of the PPP projects that best fits the characteristics of the project, this paper constructs the operation mode selection of the NIMBY facility PPP project. Firstly, the index system of operation mode selection of the NIMBY facility PPP project is determined. G1 subjective weighting method and information entropy objective weighting method are introduced to solve the optimal weight of each index. Grey correlation theory is used to improve TOPSIS method, and the calculation form of relative proximity degree is optimized to determine the most suitable operation mode for the project. In this paper, combined weighting and TOPSIS method are applied to the research of NIMBY facility PPP project, and the operation mode selection of NIMBY facility PPP project is established, which makes up the blank of this part. Finally, a PPP project in Qingdao, Shandong Province, China, is taken as an example to verify the applicability of the model. The effectiveness of this model was tested by comparing the results of TOPSIS method, Grey target model, Extended matter-element mode and GRA-TOPSIS. It is hoped to provide useful reference for the operation mode selection of NIMBY facility PPP project.
