Challenges and alternatives towards peacebuilding

Rural development and peacebuilding in Colombia have been highly prioritized by higher education institutions since the signing of the Peace Agreement between the National Government and the FARC-EP. This has resulted in the need to further analyze rural strategies that contribute towards a better life for the population of territories where armed conflict is coming to an end, whilst understanding the pressing uncertainty that this process implies; on the one hand, for the urgency of generating rapid and concrete responses to social justice and equity, and on the other, because fulfilling the agreement guarantees scenarios of non-repetition of the war in the country. These were some of the reflections that motivated the research project “Rural development alternatives for peacebuilding: educational strategies to strengthen the ability of producers and young people that contribute to the coffee production chain in the municipalities of Leiva, Policarpa and Los Andes of the department of Narino, with international impact in the province of Carchi-Ecuador”. This work is presented as an investigative result that contains the analysis of theoretical and territorial Dynamic contributions regarding the construction of peace, education and the economy for rural development. The book is made up of three parts: Part 1 gathers sociological, legal and demographic works on the challenges of peacebuilding with the national and departmental context of Narino, and looks at human rights from the perspective of population health and quality of life. Part 2 presents texts on the dynamics of rural education in Colombia; national challenges and lessons learned based on case studies of specific forms of education. Part 3 presents economic analyses regarding the models that are behind the conception of rural development and the productive and institutional dynamics of the local sphere for the generation of employment and income. All three parts are relevant at both the national level and also the more specific area of the department of Narino and within this, the Cordillera region. This area, historically affected by the armed conflict, despite experiencing continuing uncertainty regarding the resurgence of violence and the increase in illegal crops, has also reignited hope with regards to finding solutions to the problems seen in the countryside; through educational, community and productive experiments. Although there are contradictory dynamics, the authors agree that the rural territory is a scene of permanent and collective construction, mediated by constant social struggles and power disputes with the State. It is therefore necessary to rethink the strategies for implementing the Peace Agreement in this region, with participatory scenarios being provided to include the rationale specific to rurality, such as: justice and reconciliation, social pedagogy, pertinence of study and student retention rates, social and solidarity economy, productive associativity, demographic conditions and health; including the physical, mental and social wellbeing of rural workers. With this work, we hope to reflect collectively with academics and human rights activists, spurring an increase in studies of rural areas and those analyses of community and innovative strategies that reinforce the road towards the construction of a lasting peace with social justice in Colombia.

In the international arena there are some encouraging developments in relation to accountability and transparency for the use of armed drones. It is increasingly recognized that remote pilotless aircraft have become part of modern warfare, and that sometimes they are also used outside the context of armed conflict. Subsequently, both international humanitarian and human rights law can apply. The issue of access to justice, however, receives less explicit socio-political attention. Victims of armed remote pilotless aircraft strikes meet countless challenges in effectuating their right to an effective remedy. Often even a formal recognition that a strike has taken place is lacking. Furthermore, the states involved fail to publicly release information about their own investigations. This makes it difficult for those affected to substantiate their status as a victim and seek justice, including reparations. The international community should, in addition to urging involved states to independently and impartially investigate all armed drone strikes, ensure that access to an effective remedy for civilian victims, whether on an international, transnational or national level, becomes a reality.

The perceived dilemma between a choice of focusing on justice or peace after armed conflict continues to be an issue around the globe. Particularly the treatment of perpetrators remains a highly contentious issue, whether amnesty is a policy of impunity or is a necessary evil to get to a peace agreement in the first place. While the importance of justice is increasingly gaining grounds, cases around the globe show the difficulty to punish the perpetrators. Part of the peace versus justice debate is also affecting the fields of human rights and conflict resolution that are divided on the topic and still fail to communicate effectively between each other. Abstract In the Philippines, transitional justice is plagued by questions about whether and how to deal with the past as well as whether and what kind of justice is possible in the present. In 2014, the government ended its armed conflict with Muslim secessionists by enacting a peace deal with transitional justice provisions, but also proposed federalism as a more lasting solution to conflict. This article reads the agreement’s ‘dealing with the past’ framework as reflecting a conventional approach. It then highlights continuing Muslim experiences of land dispossession and human rights abuses. It shows how transitional justice can come with uncertainty about what it means to “move forward,” what “past” to overcome, and how the past is related to “justice.” Furthermore, it argues that as the country increasingly veers towards authoritarian rule, conventional applications of transitional justice are further impeded. It explores how federalism receives more enthusiastic support than transitional justice.

Some circles suggest that the phenomenon of intolerance and religious conflict in Indonesia will be reduced by a religious education model dominated by a mono-religious approach. The approach that focuses on deepening the knowledge of all religions is considered to be the cause of the persistence of interfaith stigma and prejudice. However, there are objections from various circles to the concept and application of interreligious education which requires close dialogue and interaction, an appreciative attitude, and openness to adherents of other religions. This article argues that the development of a peaceful and diverse mono-religious education approach is possible. This study employs Mohammed Abu-Nimer's theory as an alternative model of Islamic peace education that is strategic, participatory and practical; it focuses on his experience in conflict areas and in the Islamic education environment, which is often stigmatized conservatively in the Middle East and Africa. This study confirms that monoreligious education provides room for peace education that builds pedagogy of tolerance, diversity and human rights.

Neoliberalism, as economic doctrine, as political practice, and even as a "governing rationality" of contemporary life and work, has been encroaching on the library and information studies (LIS) field for decades. The shift towards a conscious grappling with social justice and human rights debates and concerns in archival studies scholarship and practice since the 1990s opens the possibility for addressing neoliberalism and its elusive presence. Despite its far-reaching influence, neoliberalism has yet to be substantively addressed in archival discourse. In this article, we propose a set of questions for archival practitioners and scholars to reflect on and consider through their own hands-on practices, research, and productions with records, records creators, and distinct archival communities in order to develop an ongoing archival critique. The goal of this critique is to move towards "an ethical practice of community, as an important mode of participation." This article marks a starting point for critically engaging the archival studies discipline along with the LIS field more broadly by interrogating the discursive and material evidences and implications of neoliberalism.

History is witness to the fact that warring factions in any armed conflict often commit several human rights violations like murder, rape, torture etc., and the act of disappearance of person is one among them. While the persons who are subjected to disappearance are the primary victims, the families they leave behind are the secondary victims. The situation makes families of the disappeared person suffer great anguish when their loved ones go disappeared. The phenomenon produces anguish, fear and unspeakable sorrow for thousands of families. Appreciating the importance of social work professionals in helping families deal effective with their life situations the present paper aims to provide a case for social work interventional techniques of Social Support System (SSS) and Case Management to modify and make the social environment conducive for the families to live a normal life.
