When a municipality contracts for goods or services, it must make use of competitive bidding / a public call for tenders for contracts over R200 000 as well as for long term contracts. A competitive bidding process generally consists of different stages, for example, compiling bid specifications, advertising the bid, the receipt and evaluation of bids, and the award and implementation of the contract. The Municipal Supply Chain Management Regulations require a municipality’s Supply Chain Management Policy to provide for a committee system to oversee the different stages. Such committee system must, moreover, consist of at least a bid specification committee, a bid evaluation committee and a bid adjudication committee. Until recently, little attention has been given by the courts to the roles and composition of the different committees in the committee system. It is only after government, and in particular, municipalities have begun to implement the committee system in their procurement processes that it is evident that problems are arising. In recent months, the courts have increasingly had to deal with issues pertaining to the implementation of the committee system.In this article, the relevant legislative provisions on the committee system for competitive bids in local government are discussed. The functions of each committee are explained and all the cases that have thus far involved the implementation of the committee system are critically analysed. Much attention is given to the cases since they serve as a warning to municipalities to uphold and comply with the rules relating to the roles and composition of the different committees. The cases illustrate how important it is for municipalities to ensure that the different committees are properly constituted and that decisions at meetings are properly taken. They also highlight the importance of the supervisory role of the municipal manager over the different committees. In light of the cases it is clear that failure to comply with all the legislative requirements results in very costly litigation.

The paper outlines the need for an executive logistics and supply chain management portfolio on the boards of private industrial corporations. The concepts of logistics and supply chain management are described in a business context, and the strategic, tactical and operational tiers thereof are discussed. The various business activities that form part of logistics and supply chain management are indicated. It is described how efficient and effective logistics and supply chain management can enhance the competitive advantage and long-term wealth of a business. Five performance areas that collectively best represent successful organisational logistics performance are detailed.

Purpose The study aims to examine the role of health-care supply chain management during the COVID-19 pandemic in a cross-section of 42 selected sub-Saharan African (SSA) countries. Design/methodology/approach The study used cross-sectional robust least square regression for parameter estimates. Findings The results confirmed the N-shaped relationship between the health-care logistics performance index (HLPI) and COVID-19 cases. It implies that initially HLPI increases along with an increase in COVID-19 cases. Later down, it decreases COVID-19 cases by providing continued access to medical devices and personal protective equipment. Again, it increases due to resuming economic activities across countries. Practical implications The continuing health-care supply chain is crucial to minimize COVID-19 cases. The international support from the developed world in providing health-care equipment, debt resettlement and resolving regional conflicts is deemed desirable to escape the SSA countries from the COVID-19 pandemic. Originality/value The importance of the health-care supply chain during the COVID-19 pandemic is evident in the forecasting estimates, which shows that from August 2021 to April 2022, increasing the health-care supply chain at their third-degree level would reduce coronavirus registered cases. The results conclude that SSA countries required more efforts to contain coronavirus cases by thrice increasing their health-care logistics supply chain.

The purpose of this paper is to examine the mediating role of knowledge sharing in the relationship between supply chain integration and supply chain performance. This study used a survey questionnaire for a sample size of 277 managers from various sectors in the manufacturing industry in Jordan.  This study utilised PLS Structural Equation Modeling for testing the hypothesis.  The finding indicates a significant positive relationship between supply chain integration and supply chain performance and that knowledge sharing plays partial mediation in this relationship. This study provides an important implication on the role of knowledge sharing. The performance of the supply chain can be maximised if the supply chain partners share knowledge among them. This will expedite the process of delivering the products to the customers.  Awareness among partners on the importance to share and utilise knowledge better should be raised. The study contributes to the research on supply chain management by advancing the understanding of the role of knowledge sharing that can increase the performance of the supply chain partners.   Keywords: Supply chain integration, supply chain management, knowledge sharing, supply chain performance, supplier integration.

The purpose of this study is to explore the role of implementing e-supply chain management (E-SCM) on the competitive position of companies and whether implementing customer relationship management (CRM) can affect the relationship between E-SCM and competitive advantage. To achieve this objective, a quantitative approach was utilized. A total of 300 questionnaires were distributed where 243 questionnaires were returned, with 17 incomplete questionnaires being excluded, leaving 226 usable questionnaires. PLS-SEM software was used to analyze the data. The results of this study demonstrate the imperative role of implementing E-SCM and CRM on creating a competitive advantage for firms. It also shows that CRM mediates the relationship between E-SCM and competitive advantage, suggesting that utilizing different technologies can help firms better communicate with their customers and thus better serve them which in turn will enhance customers’ satisfaction and thus boost the competitive position of the firm.

Context: Healthcare supply chain management is the regulation of the flow of medical goods and services from manufacturers to patients. Supply chain management encompasses the planning and managing of all activities involved in sourcing and procurement, conversion, and all logistics management activities. Therefore, it greatly helps material managers to manage through continuous improvement efforts while maintaining the quality of care. Moreover, reinforcing healthcare logistics information technology (IT) architecture immediately leads to more patient satisfaction. Objectives: This study aimed to develop an architecture for designing efficient software aiding with the management of the healthcare supply chain. Methods: This study showed the role of digital services in the improvement of the clinical regime of patients by presenting different approaches with distinguishing the main types of hospital logistics, such as physical flow management, food safety, and cold chain management approaches (e.g., “moving forward”), and modeling these components using the solution architecture principles of ITs, such as Business Process Model and Notation. Results: This study proposed a hospital enterprise architecture by modeling a system to have a base for building a digital catering service that improves the clinical regime of patients.
