The denseness of urban public buildings and the complication of the underground space spur the enhancement of disaster prevention and mitigation planning. As a result, for the urban public buildings around the densely populated area, the establishment of public buildings disaster prevention system in urban and the study on some related questions lay the basis of disaster prevention and mitigation. Since the concept of public building have the different definitions in the national standards and different types of buildings require different signs on disaster prevention, the category of public buildings has been redefined according to international normative standards. Furthermore, the research on the types, colors, sizes and position of disaster prevention signs has been done according to the internal, external of building and evacuation routes aspects. Finally, the basic functions of disaster prevention sign system in and around the buildings and the settings of the disaster prevention sign system of different types of public buildings are proposed.

The paper deals with active disaster prevention of underground space by analysis of city vulnerability. City vulnerability includes structural and risk-based vulnerability. City structural vulnerability is mainly decided by the level of exposure and the degree of sensitivity of city to unexpected events. City risk-based vulnerability is mainly decided by the tolerance of city to risk and the probability of risk. As one of underused resources currently, underground space has the functions of reducing exposure of facilities, lowering sensitivity to disasters and improving tolerance to risks. Developing underground space is an important way to reduce city vulnerability effectively. Active disaster prevention of underground space is defined that underground space is an important and necessary part of city comprehensive disaster prevention system. Point, linear and surface underground space combines with ground disaster prevention space to form city three-dimensional disaster prevention space. We should integrate city space from the three-dimensional perspective and promote the construction of “reducing city vulnerability” in order for city harmonious development. The integration of city disaster prevention space includes three levels of integration in idea, function and entity.

In recent years, lots of urban disasters have happened in China. All these disasters caused damage to economic growth and tremendous effect on people's lives. This paper aims to search for effective methods of urban disaster prevention and mitigation. Through investigation and induction, the paper summarized definition of urban disaster and destructions to city. Finally, the paper put forward some suggestions to disaster prevention and mitigation. The research will contribute to disaster prevention and mitigation in city, and it is conducive to establishment of comprehensive disaster prevention system.
