Place is considered as a distinguishable factor among Jean Rhys’s novels, most concretely represented by three countries: Dominica, England and France. In locating her outsider and outcast heroines in these places of interconnectedness, Rhys’s fiction responds to a time of crisis in the history of Empire. With a much stigmatized white West Indian creole identity, her heroines are unacceptably white in Dominica, and unacceptably “black” in Europe. In Voyage in the Dark, Anna is stranded in a modernist London that was at once racially heterogeneous, cosmopolitan and xenophobic. Her transgressive and mobile identities (racial, sexual, national), are forever making her stranger in the metropole. In Quartet and Good Morning, Midnight, both Marya and Sasha occupy the temporary and liminal spaces of the metropolis of Paris and try to buy themselves an illusion of a respectable identity. Rejected, unhoused, wandering in a state of limbo, their existence becomes mechanical and ghostly. It is this sense of having no identity and no place of belonging resulted from a very specific and traumatic colonial experience that best explains the pervasive tone of loss, melancholy, and paralysis of spirit underlying all of Rhys’s fiction.

Out of War is an ethnographic engagement with the nature of intercommunal violence and the material returns of history during and after the 1991–2002 Sierra Leone civil war. The questions raised concern the nature and reckoning of time and reality, fact and fiction; the experience of violence and trauma; the reversibility of perpetrator and victim, friend and enemy; and past, present, and future in the colony and postcolony. The book is a reflection on West African epistemologies and ontologies that contribute to questions in counterpoint with those of international humanitarianism, struggling with the possibilities of truth and quandaries of justice. In the context of massive population displacements and humanitarian interventions, the ethnography traces strategies of psychological, political, and cultural survival and material dwelling in liminal spaces in the midst of the destruction of the social fabric engendered by war. It also examines the juridical creation of new figures of crimes against humanity at the Special Court for Sierra Leone. The Sierra Leone scene, in the aftermath of war, is visualized as a landscape of chronotopes, neologisms that summon the uncertainty of war: the sobel (“soldier by day, rebel by night”), pointing to the instability of distinctions between enemy and friend, or of opposing parties in the war (the rebels of the Revolutionary United Front [RUF] and soldiers in the national army), and the rebel cross, pointing to the possibility that the purported neutrality of the Red Cross masked partisan interests alongside the RUF. Chronotopes also testify to the difficulty of discerning between facts and rumors in war, and they freeze in time collective anxieties about wartime events. Finally, beyond the traumas of war, the book explores the returns of material traces in counterpoint to the more “monumental” presence of Chinese investments in Africa today, and it explores the forgotten sensory history of another China (Taiwan versus the People’s Republic of China) and another Africa inscribed in ordinary agrarian practices on rural landscapes, and in the fabric of domestic life, particularly since the non-aligned movement emerged from the Bandung conference in 1955.

This article examines the mutually reinforcing imperatives of government science, capitalism, and American empire through a history of the U.S. Weather Bureau's West Indian weather service at the turn of the twentieth century. The original impetus for expanding American meteorological infrastructure into the Caribbean in 1898 was to protect naval vessels from hurricanes, but what began as a measure of military security became, within a year, an instrument of economic expansion that extracted climatological data and produced agricultural reports for American investors. This article argues that the West Indian weather service was a project of imperial meteorology that sought to impose a rational scientific and bureaucratic order on a region that American officials considered racially and culturally inferior, yet relied on the labor of local observers and Cuban meteorological experts in order to do so. Weather reporting networks are examined as a material and symbolic extension of American technoscientific power into the Caribbean and as a knowledge infrastructure that linked the production of agricultural commodities in Cuba and Puerto Rico to the world of commodity exchange in the United States.

The history of empire begins in Western Asia. This chapter tracks developments in the second and first millennia BCE as imperial control in the region became increasingly common and progressively more pervasive. Oscillations between political fragmentation and imperial unification swung gradually toward the latter, from just a few documented examples in the third millennium BCE to the more-or-less permanent partition of Western Asia into successive imperial states from the seventh century BCE until the end of World War I. The chapter covers about a dozen empires and empire-like states, tracing developments of territoriality and notions of imperial universality using Assyria ca. 2004–605 BCE as a case study for how large and loose hegemonies became the normative political formation in the region.
