In Southeast Asian cities, it is common for logistic companies to operate a heterogeneous fleet of delivery vehicles with motorcycles being the preferred vehicle to handle the final phase of delivery. In such scenarios, heterogeneous fleet vehicle routing problem (HFVRP) is generally applied to plan an optimal delivery. However, in many downtown cores of large and rapidly developing Southeast Asian cities, HFVRP is neither viable nor reliable because of road usage restrictions. The purpose of this article is to develop and test a different approach that accurately takes these restrictions into account and provides viable and more sustainable results. Restrictions in this paper refer to situations of urban areas in Vietnam where (i) certain vehicle types are prohibited in specified areas or where narrow alleyways limit the utilization of vehicles that exceed the road capacity and (ii) certain roads are exclusive to certain vehicle types. In networks, limited access and exclusive lanes are represented as links, or arcs, exclusive to one or another. Taking these limitations into consideration, we have developed a unique model, which we have termed Vehicle Routing Problem with Exclusive Links (VRP-EL). The model was validated and tested for its performance on scenarios with varying ratios of exclusive links. Scenarios up to 500 customers were tested on a meta-heuristic algorithm, simulated annealing. VRP-EL produces realistic outcomes. Limiting certain links to be selected according to vehicle types increases overall travel distance. However, this increase outweighs the cost of re-planning and rerouting had they not been constrained initially. The reduction in traveling distance leads to fossil fuel reduction for the overall system. The estimation of reduced carbon emissions through applying the proposed model is presented. Considering the severe traffic congestion and carbon emissions caused by motorcycles in Vietnam, the proposed model leads to a sustainable road environment.

The ride-hailing service (RHS) has emerged as a major form of daily travel in many Southeast Asian cities where motorcycles are extensively used. This study aims to analyze the local context in motorcycle-based societies, which may affect the establishment of travelers’ choice set after the appearance of RHSs. In particular, it empirically compares three types of choice-set structures in the context of urban travel mode choice by estimating standard logit and nested logit models to test six hypotheses on the associations of RHS adoption with its determinants. Revealed preference data of 449 trips from both RHS users and non-RHS users were collected through a face-to-face interview-based questionnaire survey in Hanoi, Vietnam, in December 2020. The results of model estimations revealed: (1) a substitutional effect for two-wheelers but not for four-wheelers, (2) a significant positive influence of car ownership on car RHS adoption but not on motorcycle RHS adoption, (3) significantly high sensitivity to travel time of motorcycle RHS but not of car RHS, (4) a significant negative effect of traffic congestion on car RHS adoption but an insignificant one on motorcycle RHS adoption, and (5) a significant positive association of an individual’s experience in using a smartphone with car RHSs but insignificant association with motorcycle RHSs. Our findings suggest that transportation policies of RHS motorcycles should be different from those of RHS cars because of the heterogeneity in travel behaviors of RHS users between them. They also indicate that the transition from motorcycles to cars as well as the difference in service availability among different types of RHSs should be incorporated into the development of transportation policies in Southeast Asian cities.

In the wake of globalization, cities have increasingly engaged in international affairs. Positioning as in-between administrative entities and to reconcile between competing national interests and universal objectives like the UN Sustainable Development Goals (SDGs), cities could demonstrate their agency in providing alternative pursuit of global development. In particular, while international affairs have in a way environmentalized, global environmentalism in turn has strongly urbanized in recent decades. Many cities along the coast, in Asia or broader world alike, are at the forefront of climate change impacts and would be vulnerable to any catastrophes such as the Indian Ocean tsunami of 2004. After all, given the size of city economies, the material losses caused by climate-induced extreme weather can be tremendous. Thus, it is worthwhile to examine the role of Southeast Asian cities in international development in terms of their transnational networking. Moreover, the phenomenon that cities becoming active players in international affairs has been explored mostly in relation to North American, European or Western setting. Literature on cities’ transnational and multi-level engagement in the EU has been abundant. By contrast, there is very few researches focusing on the part of ASEAN in mainstream literature on city diplomacy or paradiplomacy. The primary purpose of this paper is thus to examine the state of play by Southeast Asian cities in some key multilateral networkings such as C40 Cities, International Council for Local Environmental Initiatives (ICLEI) and United Cities and Local Governments (UCLG).Keywords: city diplomacy, Southeast Asia, transnational networking, multilateral networkingKota-kota semakin terlibat dalam urusan internasional setelah globalisasi mulai muncul ke permukaan. Lebih lanjut, ketika isu lingkungan telah mendominasi dunia internasional, para pemikir lingkungan global telah membuatnya menjadi lebih urban dalam beberapa dekade. Banyak kota di daerah pantai, baik di regional Asia ataupun di regional lainnya di dunia, berada dalam resiko tinggi akan perubahan iklim dan rentan terhadap bencana seperti tsunami, seperti yang terjadi di Samudra Hindia tahun 2004. Terlebih lagi, mengingat ukuran ekonomi kota, kerugian materiil disebabkan oleh cuaca ekstrem yang disebabkan oleh iklim cenderung cukup besar. Dengan demikian, ada baiknya untuk memeriksa peran kota-kota Asia Tenggara dalam pengembangan internasional dalam hal jaringan transnasional mereka. Selain itu, fenomena bahwa kota menjadi pemain aktif dalam urusan internasional telah dieksplorasi sebagian besar di kawasan Amerika Utara, Eropa atau Barat. Literatur tentang keterlibatan transnasional dan multi-level kota-kota di Uni Eropa telah berlimpah. Sebaliknya, masih sedikit penelitian yang berfokus pada bagian ASEAN dalam literatur arus utama tentang diplomasi kota atau paradiplomasi. A rich corpus of literature exists on traveling knowledges, their carriers, and connectivities. Yet there is less emphasis on how trajectories of mobility themselves, and the knowledges that circulate coevolve in the process of travel. In this article, we propose “epistemic mobilities” as a conceptual lens with which to empirically trace the transfer and translation of knowledges and practices as they come to be embedded in existing and new social realities. We draw inspiration from technological and policy interventions for living with sea-level change across two cases studies on Jakarta and Manila, and ask how these policies and practices constantly morph when being translated into specific sociopolitical and ecological contexts. We argue that the translocal transforming of adaptation practices and policies, within their contexts of arrival and negotiation, are key to conceptualizing “epistemic mobilities” via local systems and processes of socioinstitutional change.
