It has been more than a decade after 5.9 SR earthquakes hit one of the most destructed area Tembi Hamlet, Bantul District, Yogyakarta Province. Amidst the wreaking havoc, the area gained its resilient in no time. This research, aimed to 1) explore what are the factors influential towards local resilient, especially micro-small-medium enterprises; and 2) analyze strategies to tackle disaster. It employed mix method, while the key questions were developed using “Sustainable Livelihood Approach” by DFID, geared with “Pentagram Asset” mapping for each spatial and temporal unit. The result revealed that 1) the micro-small-medium enterprises in urban area are resilient towards earthquake due to fair physical, natural and financial assets management and abundant social, human and political assets. These assets have created enabling environment towards behavioral change of urban society; 2) Despite various livelihood strategies existed in urban areas, the research highlighted three types of livelihood strategies within disaster risk management perspective, i.e. survival (disaster), consolidation by no-change plan mechanism and accumulation strategies by change plan mechanism (post disaster). Critically, pentagram assessment is able to identify feasible local assets and activities, however it left the policy, institution, interaction and multi sector aspects from the spotlight. Herewith, the research proposes evaluation scan to rethinking sustainable livelihood approach within disaster risk management by adding these aspects into the observation. It also revealed that local autonomous initiatives to extend urban based economic activities and supported by abundant political interest play pivotal role in disaster management at developing countries.

Disaster risk management (DRM) for cultural heritage is a complex task that requires multidisciplinary cooperation. This short communication underlines the critical role of satellite remote sensing (also known as earth observation) in DRM in dealing with various hazards for cultural heritage sites and monuments. Here, satellite observation potential is linked with the different methodological steps of the DRM cycle. This is achieved through a short presentation of recent paradigms retrieved from research studies and the Scopus scientific repository. The communication focuses on the Eastern Mediterranean region, an area with an indisputable wealth of archaeological sites. Regarding the cultural heritage type, this article considers relevant satellite observation studies implemented in open-air archaeological monuments and sites. The necessity of this communication article emerged while trying to bring together earth observation means, cultural heritage needs, and DRM procedures.

Rapid increase in population and growing concentration of capital in urban areas has escalated both the severity and longer-term impact of natural disasters. As a result, Disaster Risk Management (DRM) and reduction have been gaining increasing importance for urban areas. Remote sensing plays a key role in providing information for urban DRM analysis due to its agile data acquisition, synoptic perspective, growing range of data types, and instrument sophistication, as well as low cost. As a consequence numerous methods have been developed to extract information for various phases of DRM analysis. However, given the diverse information needs, only few of the parameters of interest are extracted directly, while the majority have to be elicited indirectly using proxies. This paper provides a comprehensive review of the proxies developed for two risk elements typically associated with pre-disaster situations (vulnerability and resilience), and two post-disaster elements (damage and recovery), while focusing on urban DRM. The proxies were reviewed in the context of four main environments and their corresponding sub-categories: built-up (buildings, transport, and others), economic (macro, regional and urban economics, and logistics), social (services and infrastructures, and socio-economic status), and natural. All environments and the corresponding proxies are discussed and analyzed in terms of their reliability and sufficiency in comprehensively addressing the selected DRM assessments. We highlight strength and identify gaps and limitations in current proxies, including inconsistencies in terminology for indirect measurements. We present a systematic overview for each group of the reviewed proxies that could simplify cross-fertilization across different DRM domains and may assist the further development of methods. While systemizing examples from the wider remote sensing domain and insights from social and economic sciences, we suggest a direction for developing new proxies, also potentially suitable for capturing functional recovery.

Risks related to climate change and natural hazards increasingly affect urban areas such as historic towns, old urban quarters, villages, and hamlets. These, as well as historic landscapes, make up a significant part of an urban area’s identity and cannot just be rebuilt or significantly changed without taking into account the historic value, cultural background, and prescribed regulations. Systematic resilience building for historic areas is becoming essential, and research supporting it will be in the spotlight. However, questions still exist concerning how to best transfer research results into practice at the community level. Standardization of resilience-enhancing methods and tools deriving from research projects is one option, chosen, e.g., for the EU-Horizon 2020 project ARCH. Within the project, a disaster risk management (DRM) framework has been composed and then transferred into a standard, supported by a co-creation approach involving relevant stakeholders. This article outlines the project’s different standardization steps and its impact on the development of the ARCH DRM Framework. It highlights the systematic inclusion of project-external stakeholders who actively contribute to the validation and enhancement of the ARCH DRM framework to guarantee maximum applicability in historic areas, supporting them in their fight against the impacts of climate change and natural hazards.

Under the influence of global climate change, the risk preparedness has become a universal issue in different research fields. In the conservation of cultural heritage, disaster risk management is becoming one of the major research topics. Besides researches on the theory and mechanism of disaster risk management, the tools for the performance of site managers to protect cultural heritage is another important issue that needs development. <br><br> UNESCO and ICOMOS have released some important documents on disaster risk management including its concept, identification, evaluation, mitigation, monitoring and resilience, etc. However, there is a big gap between concept and implementation in Taiwan. Presently there are 2000 monuments in Taiwan that hardly meet the modern code. First, based on international documents released, this research presents 13 disaster indicators on monuments and their environments. Next, 345 monuments in northern Taiwan are taken as examples to evaluate their risk situations with indicators designed in 2011. Some positive recommendations were given at the same time. As a result, a comparative evaluation was completed in 2012 and some key issues are found, such as too many electrical facilities, lack of efficient firefighting equipment, and a shortage of management mechanism, just to name a few. Through the improvement of the management, some major risk can be mitigated. <br><br> In 2013~14, this research took 23 national monuments from the 345 monuments to evaluate their risk situations and compare the differences between national and local monuments. Results show that almost all management mechanisms in the national monuments have been established and are running well. However, problems like inappropriate electrical facilities and insufficient monitoring equipment remain. In addition, the performance of private monuments is not as good as public ones. Based on the collected information and evaluation, this research develops safety measures of heritage conservation in two aspects. One is for researchers to measure the risk of the heritage; the other is for site managers to manage the risk of their monument with ease. In conclusion, intendants of monuments in Taiwan have to develop more disaster risk management ideas to mitigate and prevent risks. In the meantime, the management and monitoring mechanisms available are helpful tools for risk mitigation. The awareness and training of the site managers are important issues for the implementation of risk prevention.

As increasingly recognized by scholars, climate change is posing new challenges in the field of disaster risk management and urban planning. Even though cultural heritage has passed through decades and centuries, it has never experienced such unexpected and variable events as those forecasted by climate change for the foreseeable future, making it a sensitive element of the living environment. By selecting the city of Ravenna and the cultural heritage site of the Santa Croce Church and archaeological area as a case study, the paper aims at providing an insight into the role that urban planning tools have when it comes to improving the resilience of historical areas, coping with climate change through improvements to the disaster risk management of cultural heritage. Starting from a deep analysis of the existing spatial and urban planning tools that operate at different scales on the Ravenna territory, the adaptive capacity of the historical area toward the identified risks was assessed. The results may lead, on the one hand, to improving the integration of cultural heritage risk management into urban planning tools; on the other hand, they contribute to improving the scope and the governance of the heritage management plans in order to cope with climate change risks and their effects.
