In this paper, I propose a new theory that ascribes the increasing female crime share to unequal emancipatory advancement between women’s ideological aspirations and institutional means in modern times. Accordingly, it is proposed that an incommensurate pace in progression inflicts gender-specific deprivation on women, which increases their share of crime. The theory is tested with Uniform Crime Reporting data from 1980 to 2017 across offense types. The findings indicate that mismatched liberation increases the female share of violent and property crimes, especially for adult cohorts and among samples after 1988 when women’s ends-means gap was found to be enlarged.

The article deals with the issues of criminological characteristics of female crime, analyzes the data of official statistics. Special attention is paid to the analysis of the causes and conditions of female crime. The paper substantiates the need to study women's crime, study its causes and conditions. The peculiarities of women's crime are determined by the gender status and the role of women in modern society. In this regard, the article analyzes the social characteristics and psychological characteristics of women in modern Russia. Special attention is paid to the prevention of women's crime. It is proposed to develop a national program for the prevention of women's crime. The program should be comprehensive in nature, and also contain a system of interaction between various bodies and services in the prevention of women's crime, ranging from educational institutions to law enforcement agencies.

The paper discusses the criminological characteristics of convicted women in penitentiary institutions. It is based on the authors own observations, the analysis of disciplinary practices and crimes of convicted women and the reports of various departments of the Russian Federal Penitentiary Service in 2015-2017. Due to the social function of women, the problem of female crime and its prevention is currently urgent and requires a prompt solution. Most incarcerated women are of child-bearing age, some of them enter the penitentiary system already being pregnant, others become pregnant after extended visits by their husbands. The authors identify and analyze personal and criminological aspects of convicted womens behavior in the context of their motherhood. The paper stresses the behavioral characteristics of convicted women connected with motherhood in the conditions of isolation (the phenomenon of motherhood in the conditions of penitentiary isolation). The penitentiary system should provide the necessary conditions for mothers and their newborn children, which puts an additional specific burden on penitentiary systems employees responsible for achieving the goals of punishment, correction of inmates, observance of regime and prevention of repeat crimes.
