Can Catharine Macaulay’s enlightenment democratic republicanism be justified from the point of view of contemporary naturalism? Naturalist accounts of political authority tend to be realist and pessimistic, foreclosing the possibility of enlightenment. Macaulay’s utopian political philosophy relies on belief in a good God, whose existence underpins the possibility of moral and political progress. This paper attempts a restoration of her optimistic utopianism in a reconciliation, grounded in a revision of natural law, of naturalist and utopian attitudes to political theory. It is proposed that the coevolution of language, moral law, and conscience (the disposition to judge one’s own actions in the light of moral principles) can be explained as solutions to the kinds of tragedy of the commons situations facing our ancestors. Moral dispositions evolved, but, in the light of its function, law is subject to rational critique. Liberal democracy plausibly offers the best prospect for developing rationally justifiable law.

The type of authority needed for a good environmental public policy is discussed. We looked at some authors who saw in Leviathan, a type of authority possibly compatible with a model for environmental policy and to some others who refuted it. The need for a Leviathan, what type of Leviathan and could Hobbes’s arguments be used in environmental policy is then discussed. The tragedy of the commons, a rich metaphor for environmental policy is used as the main drive. This small essay will, even though very modestly, contribute for an almost absent environmental political philosophy, where traditional concepts such as authority, sovereignty or state are being challenged and need discussion.

Theories of ownership have long focussed on the institutions governing resource stocks such as land, and largely neglected the ownership of resource flows such as the crops that flow from that land. Originating among early modern legal scholars, the assumption that the paradigm form of ownership was of land has been inherited by later theorists. The 'tragedy of the commons' thesis, for example, conflates the absence of stock ownership with the absence of flow ownership, and several commons scholars have now started to move away from a stock-centric conception of ownership. The same assumption has also been inherited by theorists applying Heinsohn and Steiger's 'property economics' to theories of degrowth. Here, I recast their theory to include ownership of flows as well as stocks, answering critics who point out that their theory cannot account for unsecured debts. This recasting places greater focus on the different ways in which ownership institutions not only assign an owner to a resource, but also motivate the transfer of resources between individuals. This prompts a new way to frame a key question for theorists of degrowth: in a nongrowing economy where fewer transfers can be motivated by the likelihood of receiving returns on loans, will this result in more possessive behaviours, in more communal ownership norms of reciprocity, or in more command ownership through coercion and status? Existing theory, focussed on stocks, groups these different institutions together as 'private' or 'nonproperty' ownership. This article suggests that disambiguation of the different 'nonproperty' institutions that govern the ownership and transfer of resource flows is key to better understanding the political and institutional implications of degrowth.

In this work two key theses are defended: political liberalism is a processual (rather than a static) view and process thinkers should be political liberals. Three major figures are considered (Rawls, Whitehead, Hartshorne) in the effort to show the superiority of political liberalism to its illiberal alternatives on the political right and left. Further, a politically liberal stance regarding nonhuman animals and the environment is articulated. It is typical for debates in political philosophy to be adrift regarding the concept of method, but from start to finish this book relies on the processual method of reflective equilibrium or dialectic at its best. This is the first extended effort to argue for both political liberalism as a process-oriented view and process philosophy/theology as a politically liberal view. It is also a timely defense of political liberalism against illiberal tendencies on both the right and the left.
