A power transformer is protected against internal faults using a differential protection which is sensitive and a fast. However, during transformer magnetization (inrush current or over-excitation), the differential relay may operate unnecessarily. This phenomenon appears only when a transformer is first energized or after clearing external fault. During periodic magnetization condition due to over-excitation, the third and fifth harmonic components are largely noticed; however, during the normal apperiodic inrush conditions, the second harmonic is relatively high. In the conventional techniques, these harmonic components have been used to block differential protection to operate. However, in smart power transformer, these harmonic components are small even during the transformer magnetization; they cannot be used as block protection functions. The differential protection security has to be improved so that it can distinguish between differential current produced by magnetization and that produced by internal fault using the most advanced computer with most improved DSP algorithms.

Increasing environment noise pollution is a matter of great concern and of late has been attracting public attention. Sound produces the minute oscillatory changes in air pressure and is audible to the human ear when in the frequency range of 20Hz to 20 kHz. The chief sources of audible sound are the magnetic circuit of transformer which produces sound due to magnetostriction phenomenon, vibration of windings, tank and other structural parts, and the noise produced by cooling equipments. This paper presents the validation for sound level measurement scale, why A-weighted scale is accepted for sound level measurement, experimental study carried out on 10MVA Power Transformer. Also presents the outcomes of comparison between No-Load sound & Load sound level measurement, experimental study carried out on different transformer like - 10MVA, 50MVA, 100MVA Power Transformer, to define the dominant factor of transformer sound generation.

The article substantiates the expediency of improving the legal support for the introduction and use of energy-efficient lighting equipment, as well as smart networks (Smart Grid), taking into account the ongoing digitalization of the Russian economy and electric power industry. The goal of scientific research is formulated, which is to develop practical recommendations on optimization of the public relations legal regulation in the digital power engineering sector. The research methodology is represented by the interaction of the legal and sociological aspects of the scientific methods system. The current regulatory and legal basis for the transformation of digital electricity relations has been determined. The need to modernize the system of the new technologies introduction legal regulation for generation, storage, transmission of energy, intelligent networks, including a riskbased management model, is established. A set of standardsetting measures was proposed to transform the legal regulation of public relations in the field of energyefficient lighting equipment with the aim of creating and effectively operating a single digital environment, both at the Federal and regional levels. A priority is set for the development of “smart” power grids and highly efficient power equipment in the constituent entities of the Russian Federation through a set of legal, economic (financial), edu cational measures.
