The article explores opportunities for the sustainable economic development of coastal territories in the Baltic Sea region (BSR) arising in blue economy sectors in the framework of digital transformation. The study argues that more active commercialisation of territorial resources can facilitate the sustainable economic development of the BSR coastal territories, following digitally-driven innovations. The paper provides an overview of methodological approaches to territorial sustainability. It also assesses the 2009—2018 level of the socio-economic development of the BSR coastal territories, underpins the importance of the blue economy and highlights the role of digital transformation in reaching the UN Sustainable Development Goals (SDGs) in the BSR through digitally-driven innovations. A comparative and problem-targeted statistics analyses show significant differences in the dynamics of socio-economic development in the BSR coastal territories with their GRP per capita being generally lower than the national or macroregional average. A review of literature on sustainable development in the BSR has shown that a more active use of the unique resources of coastal territories along with a technology-driven growth of the blue economy sectors can counterbalance the negative impact of the uneven development of these territories on the progress towards the SDGs in the BSR. Increasing the competitiveness of the BSR coastal territories requires investment in digital solutions in the blue economy sectors and building communication infrastructure. The review of key innovations in the blue economy sectors shows that their implementation gives impetus to other industries by reducing costs, creating new jobs, and improving the quality of products and services.

International Carpathian School is a fast-growing volunteer project in Kosiv, Ivano-Frankivsk region, Ukraine, designed as a local centre of non-formal education to address youth adaptation to the globalized world. It intended to overcome the existing gaps in the education of socially conscious youth, finding optimal ways of skill-sharing activities to local communities. Among others, the school is oriented for delivering knowledge, skills and attitudes of the EU best practices in the field of municipal solid waste management (MSWM). In a broader meaning, the Carpathian School Agenda serves for the environmental protection of the vulnerable mountain landscapes to meet the Sustainable Development Goals Ukraine-2030 (hereof and after SDG), entered in force by the Decree of the President of Ukraine in order to ensure the national interests of Ukraine in relation to sustainable economic development [1]. The School activity is aligned with both SDG-4 "Quality education" and SDG-11 "Sustainable cities and communities". It has an interdisciplinary approach to learning where academic concepts of geoscience are coupled with real-world lessons. Carpathian Winter School hosted researches from Ukraine, Georgia and Armenia together with five educational entities from Baltic Sea Region (BSR). Scholars were exposed to a cross-cultural experience that facilitates connections between the classroom and the world around them. Simultaneously, the School is providing a prospect to local scientists in maintaining professional links with their foreign colleagues and obtaining hands-on scientific information on MSWM. Having a central geographical position and well-developed informal tuition activities, the Carpathian School may have a good chance to become a placement for students’ mobility, people-to-people contacts and promoting youth employability that is coherent with The Eastern Partnership (EaP) policy [2]. The educational project of the Swedish Institute LASUWAMA [3], which was considered at the Carpathian Winter School, combined researchers from Ukraine, Georgia and Armenia with five educational institutions of the Baltic Sea region. Representatives of EU universities, involved in the development of educational programs, provided the relevant knowledge and skills, needed to students for gaining an in-depth understanding of the sustainable development concept [4], including, inter alia, access to further vocational training in EU countries

Youth policy, understood as youth activity and policy for youth,has been developing in the Baltic Sea region for many years. It takes placeon many levels of Baltic cooperation; therefore, this article uses the theory ofmulti-level governance for the analysis. There are some differences in youthpolicy between the communities of the Baltic Sea Region countries. This articleaims to analyse the participation of young people from the regions ofLithuania, Latvia, Poland, and Estonia in the BSR youth policy, based on theexample of the Youth Working Group of the “Baltic Sea States SubregionalCo-operation”. The main part of the article is an analysis of interviews withyouth coordinators of “Baltic Sea States Subregional Co-operation” from selectedcountries. During the study, 5 interviews were conducted, and, thanksto these interviews, the author has made interesting observations on the differencesin involvement of young people from Lithuania, Latvia, Estonia, andPoland. They indicated, inter alia, disproportional access to participation in thework of the Youth Working Group “Baltic Sea States Subregional Co-operation”between Estonia and Poland, and Lithuania and Latvia. The results clearlyshow that young people from Polish regions have the greatest opportunitiesto shape youth policy in the Baltic Sea Region.
