This annotated bibliography synthesises evidence on interventions to limit discrimination and abuse against people who are LGBTQi. In general, development agencies have strong commitments to LGBTQi rights in their strategy and policy documents. However, they avoid addressing LGBTQi rights directly through programming. Historically, international donor support for LGBTQi rights has been channelled through health programmes (especially those related to sexual health or HIV/AIDS) and democracy and governance support programmes. Recently, there is a trend towards integrating LGBTQi rights across a broader set of development programmes under the auspices of “leave no one behind”. The literature notes some barriers that undermine the extent to which international development interventions or programmes can address discrimination against LGBTQi persons. One of the barriers includes LGBTQi rights are still not viewed as a development priority but as a controversy in some settings, leading embassies to be hesitant to engage with them. Limited data and understanding of the various issues that are categorised as LGBTQi curtail the extent to which these issues can be integrated with other development programmes. The literature also observes that prejudice among staff at all levels in development agencies undermines their willingness to engage with LGBTQi rights and issues.

Big international development donors such as the UK’s Department for International Development and USAID have recently started using systematic review as a methodology to assess the effectiveness of various development interventions to help them decide what is the ‘best’ intervention to spend money on. Such an approach to evidence-based decision-making has long been practiced in the health sector in the US, UK, and elsewhere but it is relatively new in the development field. In this article we use the case of a systematic review of the impact of microfinance on the poor in sub-Saharan African to indicate how systematic review as a methodology can be used to assess the impact of specific development interventions.

Over the past few years, Information and Communications Technologies (ICTs) have been promoted by Western development agencies in Africa and other regions of the developing world. There are legion of intellectual (theoretical) and practical policy-oriented arguments advanced by the proponents of an ICT-driven agenda and to justify why this paradigm offers an effective pathway out of poverty and under-development in the global South. This chapter proposes a critical theoretical approach for analyzing and interpreting the implications and impacts of this ICT-driven development agenda for Africa and other regions striving for home-grown and locally-driven development agenda. Drawing on aspects of critical theoretical lenses including Foucault's knowledge-power dynamics and neo-Gramscian concept of hegemony, the chapter explores how the ICT-driven development paradigm being championed by key international development agencies may in fact,help to perpetuate unequal power relations in the production of development knowledge whereby ideas and practices of the “developed” and “advanced” West are privileged and imposed on the “less developed” and “backward” regions such as Africa. The chapter provides a historical overview on development theory in the African context from the era of modernization theory to the neo-liberal turn in order to examine if and how the ICT-driven paradigm offers any departures from the path-dependency model embedded in earlier theoretical and policy interventions.

Democracy and related concepts—human rights, active learning, civic participation, gender empowerment, and global citizenship—have become the international policy mantras of the post–Cold War era, or what many have labeled a neoimperial order. These bedrock principles of global educational reforms are supposed to contribute to processes of democratization and the forging of a cosmopolitan citizenry that will value pluralism, prosperity, and peace. Yet it is often not evident when these principles are being used to support neoliberal economic reforms, geopolitical aspirations, and security objectives or when they reflect more genuine progressive, universal, and emancipatory methodologies for change. These issues are examined through an interrogation of international development interventions in Egypt since the 1990s, in the spheres of privatization, the growth of educational markets, and curriculum reform for citizenship and moral education.

This paper argues that while social policy as an explicit aspect of policy discourse has relatively recent origins within the international development agenda, concerns with “the social” have featured from its very early days seeking to challenge the conflation between growth and development. The paper focuses on key international conferences and policy documents to analyse contestations over the meanings of “the social” within development policy discourse and their efforts to rethink its boundaries with “the economic”. It suggests that these contestations have helped to spell out the basic outlines of an alternative policy agenda in which concerns with “the social” have come to define both the means and ends of development.
