Abstract This study's overarching objective was to assess the suitability and applicability of the existing legal and institutional framework for managing the coastal and marine resources in Bangladesh. Besides, the legal and institutional arrangement of Australia was examined to adopt the best practices for Bangladesh. The glimpse of potential coastal and marine resources of Bangladesh was assessed to have an idea of the untapped resources' dimensions. Together with, the fundamental challenges faced by the artisanal and small-scale fishers in Bangladesh were critically scrutinized. The empirical data collection followed a multi-approach like mini-symposium, consultation workshops, focus group discussions, case studies, visiting, personal, and key informant interviews. The study revealed that the vast provisioning, regulating, and cultural ecosystem services of the Bay of Bengal, including its coast and mangrove, is mostly unexplored. The regulatory framework in Bangladesh is characterized by jurisdictional overlapping followed by the conflict of interests among the public institutes, which originated from the aged and fragmented laws and ambiguous business allocation; consequently, the artisanal and small-scale fishers suffer a lot. On the flip side, despite some limitations, Australia established sectoral governance enacting strong legislative measures. The local government and community’s right in resource management locally has been institutionalized in Australia, which remains fuzzy in Bangladesh. Taking lessons from Australia, Bangladesh can enact new sectoral laws followed by business reallocation for the line ministries. The study will help policymakers identify the bottlenecks rooted in Bangladesh’s existing regulatory and institutional framework.

AbstractSmall-scale irrigation schemes (SSIS) have been considered a solution to viability challenges in drought-stricken farming areas in developing countries. However, the schemes face severe constraints. In this paper, relevant constraints are identified and ranked in terms of how serious the limitations are from the perspective of stakeholders in drought-prone areas of the Chipinge District in Zimbabwe. Information for the study was gained through a questionnaire and focus group discussions with small-scale irrigation farmers as well as key informant interviews with government irrigation officials, irrigation managers and members of the local community leadership. The information was garnered between August and December in 2017 with the analysis conducted using descriptive statistics and thematic analysis, guided by the Theory of Constraints and classified in the political, economic, social, technological, environmental and legal (PESTEL) framework. Results indicated that SSIS are important in the drought-prone areas of the Chipinge District regarding food security and income generation. However, technical issues bedevilling the schemes are considered to be the most challenging limitations. The most important constraints—ranked in descending order of gravity—are technical, economic, social, environmental, legal and political challenges. Based on these findings, the research strongly recommends modernising small-scale irrigation schemes’ infrastructure, among other issues, as a priority in Zimbabwe's drought-prone areas.

This study utilized 120 semi-structured interviews with smallholder farming households and two focus group discussions; as well as several key informant interviews with experts to explore the promotion and uptake of conservation agriculture (CA) in Mufulira, Zambia. Results reveal that ridges and flat culture continued to be the preferred tillage systems (97 per cent and 55 per cent respectively) despite the farmers having been trained in the use of a minimum tillage technique. None of the interviewed farmers perceived CA as a solution to any of their agricultural related problems. The NGO promoting CA in the district had framed it as suited for and claimed to target labour constrained HIV/AIDS affected households. Conversely, farmers complained that CA was challenging for them due to its high labour demands (23 per cent); poor harvests (18 per cent) and was unsuited to the rainfall patterns of the area (10 per cent). Local agricultural experts contested the promotion of basins in Mufulira. The framing of CA as a solution to labour constraints did not seem to hold in the study area. This effectively limited the contestation spaces available to the public officials with dissenting views on the suitability of basin CA in the district.

The proliferation of illegal mining in Ghana, coupled with its environmental impacts, especially on water bodies has compelled the government to ban all artisanal small-scale mining (ASM) activities in the country. The ban is intended to promote environmental sustainability while the government takes steps to provide sustainable health, and environmental-friendly ASM in Ghana. This paper assesses the perception of registered miners on the current approach by the Ghanaian government to stop illegal mining. Analyses of data from focus group discussions and key informant interviews revealed that the miners felt “left out” of the entire process. They maintained that they were not directly involved in the process to ban illegal mining in Ghana. To them, the proliferation of illegal mining in Ghana is the result of non-performing government institutions, corruption, and cumbersome licensing procedures. The article calls for improvement in the collaboration between the government and miners through a simplified participatory framework for the management of ASM in Ghana.

This study seeks to understand the pragmatism of the development of sharia economic law, and its implications for Islamic financial products in Indonesia. The data comes from the results of interviews and focus group discussions with key informants from academics, practitioners, authorities, and the public. This research finds that pragmatism in the development of Islamic economic law is an approach that still dominates the DSN-MUI fatwas. The pragmatism style used is complex-eclectic pragmatism which is represented through makhārij al-fiqhiyyah, which is to choose a mild opinion by sticking to the strongest method or also called "taysīr al-manhajī". The use of this method is intended to ensure that the fatwa is truly able to answer the needs of the business world, as well as being in line with sharia principles. DSN-MUI also does not use maslahah as a legal consideration in a free or liberal way. Rather, it returns maslahah in consideration of the method, so that it is permissible to use the bay’ al-'inān contract only in a forced state (ḍarurah).

The Egyptian public broadcaster, newly named the National Media Council (NMC), has been under pressure to undergo comprehensive restructuring. Many changes have taken place recently to enable this transformation. Through analysing financial reports, evaluating the new regulatory framework and conducting in-depth interviews, this study examines the likelihood of the NMC adapting to the recent changes and the extent to which the new regulatory framework promotes a public service system suggesting a model for implementation. Findings show that the NMC must respond to four main challenges: lack of strategic vision and identity, a centralized regime power structure, an acute financial deficit, and a weak digital presence. Interviewees evaluated the new regulatory framework as inexhaustive with an intention to maintain grip on power. Interviewees proposed an integrated decentralized model that combines the public service mission with private partnership.

Abstract Background Men in Sub-Saharan Africa are less engaged than women in accessing HIV testing and treatment and, consequently, experience higher HIV-related mortality. Reaching men with HIV testing services is challenging, thus, increasing the need for innovative ways to engage men with low access and those at higher risk. In this study, we explore men’s perceptions of drivers and barriers of workplace-based HIV self-testing in Uganda. Methods An exploratory study involving men working in private security companies employing more than 50 men in two districts, in central and western Uganda. Focus group discussions and key informant interviews were conducted. Data were analyzed using inductive content analysis. Results Forty-eight (48) men from eight private security companies participated in 5 focus group discussions and 17 key informant interviews. Of the 48 men, 14(29.2%) were ages 26–35 years. The majority 31(64.6%) were security guards. The drivers reported for workplace-based HIV self-testing included convenience, autonomy, positive influence from work colleagues, the need for alternative access for HIV testing services, incentives, and involvement of employers. The barriers reported were the prohibitive cost of HIV tests, stigma, lack of testing support, the fear of discrimination and isolation, and concerns around decreased work productivity in the event of a reactive self-test. Conclusions We recommend the involvement of employers in workplace-based HIV self-testing to encourage participation by employees. There is need for HIV self-testing support both during and after the testing process. Both employers and employees recommend the use of non-monetary incentives, and regular training about HIV self-testing to increase the uptake and acceptability of HIV testing services at the workplace.

In this article, I am looking at two popular ‘ethnic’ comedies, L’Italien (2010) and Mohamed Dubois (2013), that promote dialogue and conviviality between Franco-Maghrebi and Franco-French people in France while questioning the societal feasibility of legislative measures of inclusiveness, visibility and equality of chances promoted by the government in the late 1990s and early 2000s. Considering some challenges in the representations, the comedies offer, at times, a social critique of certain stereotypical views on Islam and the destiny of Muslims on French soil, but they conclude in an optimistic tone supporting the idea that there is cultural métissage in France and that Muslims and Christians do mix in today’s diverse France. The popularity of these comedies attests to the fact that there is a need to bring up the issues of Islam in France and of the cohabitation between Muslims and Christian French citizens in the public sphere. I suggest however that while the Franco-Maghrebi’s ‘essentialist identity’ is challenged in the films, there are still neo-colonialist tensions in the artistic productions that entail ambivalence towards the Muslim characters. In a Franco-French dominated film-consuming culture, the Franco-Maghrebi characters are still subject to mimicry, which consistently maintains their subordinate position in the French culture.

With the advancement of technology, digitalization, and the internet of things, large amounts of complex data are being produced daily. This vast quantity of various data produced at high speed is referred to as Big Data. The utilization of Big Data is being implemented with success in the private sector, yet the public sector seems to be falling behind despite the many potentials Big Data has already presented. In this regard, this paper explores ways in which the government can recognize the use of Big Data for official statistics. It begins by gathering and presenting Big Data-related initiatives and projects across the globe for various types and sources of Big Data implemented. Further, this paper discusses the opportunities, challenges, and risks associated with using Big Data, particularly in official statistics. This paper also aims to assess the current utilization of Big Data in the country through focus group discussions and key informant interviews. Based on desk review, discussions, and interviews, the paper then concludes with a proposed framework that provides ways in which Big Data may be utilized by the government to augment official statistics.
