Flood Vulnerability Assessment Using the Triangular Fuzzy Number-based Analytic Hierarchy Process and Support Vector Machine Model for the Belt and Road Region

Abstract Floods are one of the most serious natural disasters. Flood disaster losses in the developing countries in the Belt and Road region are more than twice the global average. However, to date, the extent of the vulnerability of the Belt and Road Region remains poorly understood. This study sought to address this knowledge gap. In this study, the flood vulnerability throughout the Belt and Road region was evaluated by adopting the triangular fuzzy number-based analytic hierarchy process (TFN-AHP) and the support vector machine (SVM) model. According to the results, the vulnerability of most areas (47,105,300 km2) is low or extremely low, accounting for 93% of the Belt and Road region. The highly-vulnerable areas (accounting for 3.54%) are primarily concentrated in the southern and eastern parts of China, northern India, most areas of Bangladesh, the Indus Valley in Pakistan, the Nile River Basin in Egypt, and the central region of Indonesia. From a local perspective, in the Belt and Road region, many major cities have higher vulnerability, such as Beijing, Shanghai, and Hong Kong. Compared with the three typical cities, the level of vulnerability in other cities (including Bangkok, Bangalore, Cairo, Riyadh, and Moscow) is lower, due to their higher disaster reduction capability. Thus, these highly vulnerable regions and cities coincide with areas characterized by frequent economic activity and dense populations. Based on these results, this study provides scientific and technological evidence for the prevention and mitigation of flood disasters in the countries along the Belt and Road region.

With economic globalization and the informatization of social life, English has become a language extensively used around the globe. The research on the evaluation of English teaching quality is of crucial practical significance and theoretical value. Hence, student evaluation form for the college English classroom teaching quality that has been evaluated and has good reliability is used in this paper to expound the principles of the triangular fuzzy number evaluation method and the range method based on the analytic hierarchy process (AHP). Examples are used to analyze the differences between the two methods as well as their advantages and disadvantages. The comprehensive evaluation result of the teaching quality evaluation of a teacher by using the range method is excellent (85.500 points), and the comprehensive evaluation result by using the triangular fuzzy number method based on the analytic hierarchy process is good (64.818 points). The results show that the range method is better for the comprehensive evaluation of teachers' teaching quality. The statistical analysis results suggest that there are differences between the two methods in the evaluation of the classroom teaching quality in colleges and universities (t = 11.197, P < 0.0001). In the evaluation of the teaching quality by using the triangular fuzzy number evaluation method based on the analytic hierarchy process, the non-linear and fuzzy features of evaluation factors are taken into consideration comprehensively. The weight values of various evaluation indexes are calculated scientifically. The qualitative and quantitative evaluations are combined to obtain the evaluation result of the classroom teaching quality of teachers more objectively, which is of great significance in the practical teaching quality evaluation process.

<p align="center"><strong>ABSTRAK</strong></p><p>Himpunan <em>fuzzy</em> merupakan perkembangan dari himpunan klasik. Himpunan <em>fuzzy</em> digunakan sebagai dasar dalam logika <em>fuzzy</em>. Logika <em>fuzzy</em> banyak diterapkan pada penelitian teknik pengambilan keputusan. Teknik pengambilan keputusan yang menerapkan logika <em>fuzzy</em> juga dapat digunakan dalam <em>Balanced ScoreCard</em> (BSC). Salah satu metode teknik pengambilan keputusan adalah <em>Fuzzy Analytic Hierarchy Process </em>(FAHP). FAHP telah diterapkan dalam BSC, namun tidak mencerminkan kondisi BSC sehingga diperlukan metode lain yang  memperhatikan keterkaitan antar aspek,  yaitu <em>Fuzzy Analytic Network Process </em>(FANP). FANP mampu memperbaiki kelemahan FAHP berupa kemampuan mengakomodasi keterkaitan antar kriteria atau alternatif. Paper ini membahas konsep pendekatan <em>Fuzzy</em> pada metode ANP menggunakan <em>extent analysis method</em><em> </em>untuk mengukur kinerja perusahaan berdasarkan indikator dalam perspektif BSC.</p><p><strong>Kata Kunci</strong>: <em>Balanced Scorecard</em> (BSC), Metode <em>extent analysis, Fuzzy Analytic Network Process</em> (FANP), <em>Triangular Fuzzy Number </em>(TFN)</p>

Keberhasilan suatu proses transfer ilmu dalam sebuah perkuliahan sangat bergantung bagaimana kualitas dosen yang  mengajar.  Hal ini dikarenakan dosen berhubungan langsung dengan upaya pemberian jasa akademik bagi mahasiswa.  Oleh karena itu perlunya suatu upaya untuk mengevaluasi kualitas pengajaran yang dilakukan dosen. Ada banyak metode yang digunakan untuk membantu mengevaluasi kualitas pengajaran dosen. Pada penelitian ini akan diperkenalkan metode Fuzzy Analytic Hierarchy Process (FAHP) yang dikombinasikan dengan Simple Additive Weighting (SAW) dalam mengevaluasi secara akurat kualitas pengajar yang dilakukan dosen. Pada proses pembobotan penilaian perbandingan tiap kriterria digunakan Triangular Fuzzy Number (TFN) untuk  membantu dalam pengukuran yang berhubungan dengan penilaian subjektif. Kriteria yang akan digunakan dalam melakuakn evaluasi kualitas dosen mengajar yaitu isi pembelajaran, metode, efek, kemampuan mengajar, sikap mengajar dan target pengajar. Dari hasil perhitungan dalam proses pembobotan menggunakan FAHP diperoleh bobot untuk kriteria 1-6 yaitu 0.164 ,0.231 ,0.274, 0.198, 0.109, 0.024. Hasil evaluasi menunjukan metode ini dapat digunakan dalam proses perankingan dosen dilihat dari  kualitas mengajar.
