ABSTRACT The hurricane is no stranger to longtime residents of Florida's east coast. In 1979, after about 15 years of local inactivity, Hurricane David made landfall in West Palm Beach. Thirteen years later and 100 miles south, category 5 Hurricane Andrew caused catastrophic damage when it hit the city of Homestead in the Miami-Dade area. In 2004, the counties along the east coast of central Florida were hit by 2 devastating hurricanes, Frances and Jeanne, that made landfall at Sewall's Point just 20 days apart. The very next year, Hurricane Wilma made landfall near Everglades City as a Category 3 storm. After a decade of relief, a glancing blow from Hurricane Matthew struck in 2016, only to be followed by the extremely devastating Hurricane Irma just 1 year later. Each of these hurricanes caused significant property damage and mosquito problems for the Florida residents affected by these storms. In 1997, the Indian River Mosquito Control District (IRMCD) developed a hurricane preparedness plan outlining the appropriate action to be taken depending on the severity of the approaching storm. The IRMCD has also learned to negotiate the intricacies of the Federal Emergency Management Agency's reimbursement program, thus reducing the financial impact to the District. This paper provides an overview of how IRMCD has prepared, reacted, and followed-up with the seemingly constant parade of hurricanes that have threatened and affected the east coast over time.


This manuscript investigates the waste paper management (WPM) of an educational Institute and aware the people about the importance of waste paper management and recycling of waste papers by multidimensional approach. The research assessed two multi long term plans, considering all recycling settings feasible for educational scenario. To complete that purpose, support for the collection of waste papers, final disposal its environmental and financial impact assessment concerning to transportation is also required. Results suggest that the quality of handmade papers is improved by doping some external materials in cellulose of waste papers. In this manuscript, flour of wheat is mixed in waste paper cellulose. The analysis of handmade paper is done by photometric test. It is found that at some percentages of doping of flour in waste paper pulp, the reflection properties of the paper is increased and surface of paper become smooth and hard. At some other percentages of doping, the papers are shown absorption properties. The traditional papers are manufactured in paper mills and the industries are one of the major source of responsible for air, water and land pollutions. By recycling of waste papers & rags, the handmade papers are produced which may become the alternate of all types of papers. Recycling can help to keep the city clean. Papers are manufactured by wooden pulp and for this; the trees are cut from the forest. Recycling of waste papers is one solution to protect environment, deforestation, soil erosion, which can also lead to disaster like kedarnath disaster in 2013 and major threat to the atmosphere. Recycling of paper can also proved to be a new source of employment and can become a hot area for startups, as we have recently seen many various startups in the field of recycling, such as e-waste recycling, plactic recycling, etc.

RESUMO Objetivo: analisar os casos de judicialização, e o impacto financeiro em atender às demandas judiciais e a falta de comunicação do Poder Judiciário com o Executivo. Método: trata-se de estudo qualitativo, de caso analítico, descritivo e retrospectivo em que se utilizou a metodologia de análise jurisprudencial tendo, como unidade de análises, cópias de inteiro teor de processos judiciais. Analisaram-se três casos de judicialização por demanda de fornecimento de fórmulas de alimentação infantil que ocorreram entre os anos 2013 a 2016. Resultados: identificou-se que o gestor tem um grande desafio em atender as demandas judiciais que não constam na Rename, é necessário implementar comitês municipais, estaduais para redução dos casos de judicialização, e possibilitar comunicação do Poder Judiciário com o Poder Executivo. Conclusão:  evidenciou-se que, devido ao impacto financeiro, o município não conseguiria atender à demanda judicial nos anos 2013 e 2014 somente com essa receita, e, foi necessário o apoio da Prefeitura Municipal para atender aos mandados judiciais, pois, se houvesse comunicação do Judiciário com Executivo, ficaria claro que essas demandas deveriam ter sido atendidas pela Secretaria Estadual de Saúde. Destaca-se que esse fato não ocorreu e o município assumiu, durante o período determinado, as demandas judiciais. Results: it was identified that the manager has a great challenge in meeting the legal demands that are not included in Rename, it is necessary to implement municipal, state committees to reduce cases of judicialization, and enable communication of the Judiciary with the Executive Branch. Conclusion: it was evidenced that, due to the financial impact, the municipality would not be able to meet the judicial demand in the years 2013 and 2014 only with this revenue, and, it was necessary to have the support of the City Hall to comply with the court orders, because if there was communication of the Judiciary with the Executive, it would be clear that these demands should have been met by the State Department of Health. It should be noted that this fact did not occur and the municipality took over, during the determined period, the lawsuits. Se destaca que ese hecho no ocurrió y el municipio asumió, durante el período determinado, las demandas judiciales. The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
