Democracy serves as a governing philosophy where decisions are made by a vote of the population. Due to the large numbers of citizens who live in modern democracies, this is mainly done through elections to legislative assemblies as a form of representative democracy. But representative democracy does not always ensure policy alignment between citizens and elected representatives. Citizen initiatives serve as a means of promoting greater policy alignment by allowing citizens to propose their own legislation, to be voted on by the electorate. This thesis investigates why British Columbia chose to enact citizen initiative alone among Canadian provinces, and also why British Columbia’s policy was written with the provisions and constraints that elected representatives chose to include. The research shows that key individuals in power used their influence to advocate for citizen initiative in the province, and that British Columbia’s citizen initiative process was written to accommodate constitutional requirements and public opinion on what citizen initiative should look like.

An extensive literature seeks to measure the effect of the initiative and referendum on public policies. Several conclusions emerge: The initiative and referendum have different effects on policy. Requiring popular approval of fiscal policies (mandatory referendums) results in lower expenditure, taxes, and debt. The initiative process gives voters more power and results in policies closer to the median voter preference; this often has reduced spending (American states, Swiss cantons), but sometimes has increased spending (cities). The initiative is associated with more socially conservative policy choices. Spurious correlation is a concern in many studies, and more research on causality is needed.

At the November 1998 general election, Michigan citizens were given the opportunity to vote on Proposal B, an initiative that would have legalized physician-assisted suicide (PAS). PAS initiatives also have been held in Washington State, California, Oregon, and Maine, with only Oregon's passing. We use exit poll data to analyze the vote on Proposal B. Attributes associated with social liberalism—Democratic Party identification, less frequent church attendance, more education, and greater household income—led to increased odds of a “yes” vote. Attributes associated with social conservatism—Republican Party identification and frequent church attendance—led to decreased odds of a “yes” vote. Similar to the abortion issue, PAS's supporters strongly value personal autonomy, whereas its opponents strongly value the sanctity of life. Voter alignments like those in Michigan will likely appear in other states with the initiative process if PAS reaches their ballots.

Does giving citizens the power to decide budget policies improve fiscal discipline in the local public sector? This study examines the effects of local initiatives on city budgetary solvency or the ability of city governments to generate revenues to meet their service and financial obligations in a fiscal year. Budgetary imbalance in the public sector has been blamed on self-interested bureaucrats and elected officials who desire budgets that are higher than that preferred by the median voter. The initiative gives citizens the power to directly decide budget issues. Research shows that voters are more fiscally conservative than government officials, which suggests that fiscal discipline will improve if citizens exercise greater control over budgeting. Using data from audited financial reports for midsized and large cities from 2006 to 2012, the empirical analysis indicates that initiative cities have weaker budgetary solvency compared with noninitiative cities.
