W. T. Stead (1849–1912), newspaper editor, author, social reformer, advocate for women’s rights, peace campaigner, spiritualist, was one of the best-known public figures in late Victorian and Edwardian Britain. This a religious biography of Stead, giving particular attention to Stead’s conception of journalism, in an age of growing mass literacy, as a means to communicate religious truth and morality, and his view of the editor’s desk as a modern pulpit from which the editor could preach to a congregation of tens of thousands. The book explores how his Nonconformist Conscience and sense of divine calling infused his newspaper crusades, most famously his ‘Maiden Tribute’ campaign against child prostitution, and it considers his efforts, through forms of participatory journalism, to create a ‘union of all who love in the service of all who suffer’ and a ‘Civic Church’. The book considers his growing interest in spiritualism and the occult as he searched for the evidence of an afterlife that might draw people of an increasingly secular age back to faith. It discusses his imperialism and his belief in the English-speaking peoples of the British Empire and American Republic as God’s new chosen people for the spread of civilization, and it considers how his growing understanding of other faiths and cultures, but more especially his moral revulsion over the South African War of 1899–1902, brought him to question those beliefs. Finally, it assesses the influence of religious faith on his campaigns for world peace and the arbitration of international disputes.

AbstractNo one, neither speculative philosopher nor empirical anthropologist, has ever shown human rights to be anything other than a culturally particular social construction. If human rights are not natural, divine, or metaphysical, then they can only be a social construction of particular cultures. If so, then many cultures may justifiably reject them as culturally foreign and hence without local normative validity. In response to this conclusion I develop a cognitive approach to any local culture ‐ a cognitive approach in distinction to a normative one. It allows for advancing human rights as rights internal to any given community’s culture. Human rights can be advanced internally by means of “cognitive re-framing,” a notion I develop out of Erving Goffman’s theory of frame analysis. I deploy it in two examples: female genital mutilation in Africa and child prostitution in Asia.

Commercial sexual exploitation of children is a social problem that has several categories. This issue is scattered in many countries, especially in Asian countries. Child’s commercial sexual exploitation or eksploitasi seksual komersial anak (ESKA) can ruin the future of the children who are victims, of which they are the successors of the nation. Childhood should be filled by playing and learning but changing with the dark. The role of government as the supreme authority of a country in overcoming the problem of ESKA looks not maximized. The purpose of this research is to find out the role of international organizations in addressing the ESKA problem. International organizations, in this case, are ECPAT or End Child Prostitution, child pornographic grapy, and Trafficking of Children for Sexual Purposes. How are their efforts and roles in overcoming ESKA and its cooperation with the Indonesian government, obstacles, and challenges faced? The benefits of this journal are useful in the development of International Relations, especially those involving the role of international organizations in addressing the problems of ESKA. The method used is descriptive – qualitative, where this method illustrates and analyzes the role of ECPAT as an international organization in addressing the ESKA in Indonesia (2011 – 2015).

If sex tourism is the dark, if debated, side of tourism, then child sex tourism represents the line in the sand that should never be crossed. While sex tourism involving adults provokes a variety of opinions and positions (Cohen, 1982; Oppermann, 1998; Kempadoo et al., 2005; O’Connell-Davidson and Sánchez Taylor, 2005; Sánchez Taylor, 2006; Day, 2007; Eades, 2009), child prostitution involving tourists is universally condemened and high-profile cases, such as the trial of Gary Glitter, point to the depths of public revulsion against such behaviour. The last 20 years have seen vocal campaigns against child sex tourism, resulting in changes in national legislation in many countries, statements and taskforces from the World Tourism Organization, the inauguration of World Congresses against the Commercial Sexual Exploitation of Children and a universal determination to stamp out a crime and a moral outrage. Despite the public outcry and changes in legislation, however, child sex tourism continues and, in some ways, the moral indignation that the subject arouses obscures certain aspects of the situations in which children caught up in prostitution live and work. There is still a dearth of information about how children meet clients, what is expected of them and their paths in and out of prostitution (Montgomery, 2001a, 2001b). Their clients are even more unknown and there is very little research (as opposed to anecdotal) evidence that discusses their motivations, their modus operandi or their choices about which countries they will visit and where they can find opportunities for sexual activity with children (Ennew, 1986; Montgomery, 2008; for an excellent overview of the available evidence see O’Connell-Davidson, 2005). At both national and international levels, legislation to protect children, although much heralded, has proved inadequate, and left unanswered important questions about enforcement and practical help for the children affected. In this chapter, I examine the legislation in place to tackle the problem of child sex tourism, and contrast this with a case study from Thailand of a small community in which children worked as prostitutes in order to support their parents and themselves. In doing so, I am not arguing for any moral ambivalence or ambiguity in discussions of child sex tourism. Rather, I wish to point out the lacuna between those discussions and the lived realities of the children.
