The Embedded Liberalism Compromise and cultural policy measures: Maintaining cultural diversity alongside WTO law

У рамках імплементації Конвенції про охорону нематеріальної культурної спадщини вивчено заходи культурної політики, що заклали основи для втілення новітніх політичних підходів, механізмів і програм. У контексті виконання міжнародно-правових стандартів UNESCO та положень Конвенції визначено курс на аналіз, збереження й розвиток культурного розмаїття та надбання. Умотивована необхідність формування стратегії культурної політики у галузі збереження нематеріальної культурної спадщини, що полягає у проектуванні й затвердженні культурних проектів національного й регіонального спрямування. Враховано наявну ускладнену ситуацію щодо ролі місцевої влади та обмеженість бюджетного фінансування в країні загалом. Встановлено, що дії, що сприятимуть виявленню елементів нематеріальної культурної спадщини, організації та реалізації заходів щодо її збереження в Україні повинні стати цільовими пріоритетами. Cultural policy measures within the framework of the implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage are examined. A course on the analysis, conservation and development of cultural diversity and heritage in the context of the implementation of UNESCO international legal standards and the provisions of the Convention has been determined. The necessity of developing a strategy of cultural policy formation in the field of preservation of the intangible cultural heritage, which consists in the design and approval of cultural projects of national and regional orientation, is substantiated. The complicated situation regarding the role of local authorities and the limited budget financing in the country are taken into account. It is established that the priority should be given to actions that will help identify elements of the intangible cultural heritage, develop and implement measures for its preservation in Ukraine.

AbstractThis article deals with the question of whether regional cultural competence centers foster the diversity of cultural expressions and how the objectives of the United Nations Educational, Scientific, and Cultural Organization’s (UNESCO) Convention on Cultural Diversity are implemented. By introducing the Convention on Cultural Diversity, the conditions of regional cultural policy governance, and the idea of regional cultural competence centers, a framework for evaluation is outlined. The evaluation of four regional cultural competence centers in the Swiss Central Region shows that fostering cultural diversity is complex and has many different approaches and effects. The final discussion concludes that principles such as “interculturality,” “freedom,” and “access for all” under the Convention on Cultural Diversity can promote a diversity of cultural expressions but that these criteria have to be set from outside—for example, by public funding institutions—so that regional actors implement them.

This study focuses on the role of the National Gallery of Indonesia (GNI) in maintaining multiculturalism through the policies implemented, namely initiating the activities of the Pameran Seni Rupa Nusantara (PSRN). The PSRN exhibition is one of the GNI’s most important programs because it gives space to the artists of the archipelago - not just Java and Bali - to present works of modern-contemporary art rooted in local wisdom. As a nation that has the characteristics of pluralism, the spirit of multiculturalism in art has become very significant, especially in the middle of the Disruption era which is ”full of uncertainty”. Earlier studies have suggested that the aesthetic concept of Indonesia was based on Indonesian cultural diversity, but these studies do not specifically address GNI policies. This article uses qualitative research with a historical method approach together with a material culture analysis approach. The results of the study show that GNI as the State Cultural Institute plays an important role in maintaining multiculturalism through exhibition events involving roles and figures. Abstract: This paper provides a general overview of the types, membership bases, major positions, and political strategies of cultural groups and policy networks in Canadian cultural policy. There is a need for independent and critical research which can assess and respond to the growth of the several cultural coalitions operating throughout civil society. Within this context, the Canadian and multilateral initiative around a separate cultural accord in global politics offers an avenue of possibility for Canadian rethinking of the value of cultural diversity on the local, national, and international levels. The paper concludes with some suggestions for applying the principles of civic realism to the politics of cultural diversity. Résumé: Cet article fournit une vue d'ensemble sur les types de groupes culturels et de réseaux politiques en politique culturelle canadienne, ainsi que leur nombre d'adhérents, leurs positions principales et leurs stratégies politiques. Dans cette optique, il serait nécessaire d'entreprendre une recherche indépendante et critique pouvant mesurer la croissance des nombreuses coalitions culturelles oeuvrant dans la société civile et pouvant réagir à cette croissance. Dans ce contexte, l'initiative canadienne et multilatérale pour avoir un accord culturel séparé dans les négociations mondiales offre la possibilité au Canada de repenser la valeur de la diversité culturelle aux niveaux local, national et international. Cet article conclut en suggérant comment les principes du réalisme civique peuvent s'appliquer aux politiques de la diversité culturelle.

The audiovisual sector has figured significantly in recent multilateral negotiations. Within this broad domain of cultural policy, and because of the hindrance they represent to the implementation of the ‘most favoured nation’ clause, local content regulations and the practice of international coproduction have received particular attention. This paper considers the contrasting approaches of the French and Australian governments to cinematic coproduction. Whilst the objectives of the two countries are ostensibly aligned, the mechanism for assessing eligible films varies tremendously, reflecting a fundamental difference in policy preoccupations. Drawing upon a discursive analysis of interviews, public speeches and unpublished correspondence, and juxtaposing this with specific policy instances, the paper will identify some of the underlying motives for international coproduction and, by extension, assess the potential of ‘cultural diversity’ to find its expression in the Australian film policy milieu.

Abstract The first thing this article tries to do is discuss the Estonian audiovisual media and content production system in its entirety - i.e. to look at film, television and interactive audiovisual services as an increasingly integrated system. Secondly, it tries to understand the issues that this convergence process presents to these formerly distinct sub-fields of the audiovisual culture, as well as for the country’s cultural policy makers. Thirdly, it presents an alternative rationale for audiovisual policymaking - reconceptualising the policy in support of an ‘innovation system’. The aim of this policy would be to improve ‘innovation coordination’ - to make the system generate more innovative cultural forms and representations, which at the aggregate level would translate into increased cultural diversity. The article assesses the innovation coordination within the Estonian audiovisual media and content production system.
