The extent of the role of teachers’ pedagogical competence on the practice of school-based management (SBM) was explored in this study. Interviews have been conducted in order to collect the qualitative data from the participant in Pare-Pare, South Celebes, Indonesia. It was discovered that the teachers’ pedagogical competence has not been developed as it was expected. Accordingly, it was reported that teachers’ creativity was limited by the domination of the government’s interference. It is suggested that in order to improve the quality of SBM, teachers’ continuing professional development is highly required.

The objective of this research is to get information on the relationships among school management, school climate, and community participation in improving educational quality toward school effectiveness at schools which received Piloting School Based Management Program.The research was conducted at the schools in Probolinggo district, East Java Province with n = 100, selected randomly.The research concludes that there is positive correlation between: (1) school management and school effectiveness; (2) school climate and school effectiveness; (3) community participation in improving educational quality and school effectiveness. Furthermore, there is positive correlation between those three independent variables with school effectiveness.Therefore school effectiveness could be improved by enhancing school management, school climate and community participation in improving educational quality.

   This paper describes essentials of school based management and its implementation.  Theories concerning effective school and leadership are described.  To promote quality of education primarily in the secondary school in Indonesia, four problems have been identified: complex organization system at school level, centralized school management, rigid financial system, and ineffective management.  Problems on this matter have been the focus of implementation of school based management in Indonesia promoting quality of all aspects of education
