   This paper describes essentials of school based management and its implementation.  Theories concerning effective school and leadership are described.  To promote quality of education primarily in the secondary school in Indonesia, four problems have been identified: complex organization system at school level, centralized school management, rigid financial system, and ineffective management.  Problems on this matter have been the focus of implementation of school based management in Indonesia promoting quality of all aspects of education

<p>The aim of this study is to carry out the structural relations of parameters of school-based management based on decentralization, responsibility, participation, organizational culture, and organizational commitment. This study is an applied and survey. The statistical population of this research is all of the managers and teachers of Tehran city, of which 148 people (119 teachers and 29 managers) have been selected based on random sampling. The data have been collected using a questionnaire, whose admissibility and constancy have been proved in accordance to the view of related experts. In order to analyze data, Lisrel software has been used. Findings of study show that among the studied indexes, the organizational commitment with a path coefficient of 0.89; responsibility with a path coefficient of 0.86; participation with a path coefficient of 0.78; decentralization with a path coefficient of 0.73; and organizational culture with a path coefficient of 0.69, respectively maintain the most impact on the implementation of school-based management system in the schools of Tehran city. The principle of school management (school-based management) coupled with participative management is one of the approaches adopted by the majority of pioneering countries in a bid to enhance the efficiency of school management and to improve the quality of academic progress of pupils, which should be taken into consideration by the planners and decision-makers of our country’s educational system. The theoretical and applied allusions of the findings were discussed.</p>

The basic concept of school-based management is the transfer of authority or responsibility in school management from the central government to the school level. The background of this research is to find out the authority and responsibility of the government, schools and madrasah committees in school management. The purpose of this study was to: (1) analyze the implementation of SBM; (2) describe the increased activity of the SBM learning process; (3) describe obstacles to implementing SBM, and (4) describe the efforts made to overcome obstacles in implementing SBM. This study uses a descriptive method with a qualitative approach. The data used in this study is how to implement SBM and want to cover the improvement of the activeness of processes, obstacles, and efforts made to implement SBM. Islamic Boarding School in Kampar, Riau Province. The results of this study appear in all students. This learning process is delivered by the teacher. Then the obstacle faced by the foundation for implementing school-based management at the Islamic Center of Al-Hidayah Kampar Islamic Boarding School is the low commitment of teachers. Next, the teacher tries to package learning using various approaches, methods, and media. Variations in the method of discussion and question and answer, choosing words that are suitable for students, which is a means of enhancing students' activeness, in addition to teachers also trying to motivate students by giving stars activeness when there are students who can answer the quiz given by the teacher.

This research aims to determine the extent of the successful implementation of school-based management in Tambilung Elementary School which is one of the small schools in Bogor Regency. This research is a descriptive qualitative research that provides in-depth explanations of data and information related to the implementation of school-based management in terms of three core components namely 1) School Management, 2) Active, Creative and Enjoyable Learning, and 3) Community Participation. From the results of the study it can be concluded that the implementation of school-based management in Tambilung Elementary School has only reached 83.62% which, if elaborated, the success of each component, namely: the school management component 85.89%, the learning activity component amounted to 76.19% and the component of community participation in the implementation of school-based management is 88.80%.

The extent of the role of teachers’ pedagogical competence on the practice of school-based management (SBM) was explored in this study. Interviews have been conducted in order to collect the qualitative data from the participant in Pare-Pare, South Celebes, Indonesia. It was discovered that the teachers’ pedagogical competence has not been developed as it was expected. Accordingly, it was reported that teachers’ creativity was limited by the domination of the government’s interference. It is suggested that in order to improve the quality of SBM, teachers’ continuing professional development is highly required.

ABSTRACTThe importance of the principal's role in managing and developing the quality of education in the education unit, a school if managed with good school management will certainly make the school a quality school and has a good output. This research aims to 1. To Know the Role of School Principals in Empowering SD IT AL IMAN Bojonggede teachers for the creation of a quality learning process, 2. To find out the Role of School Principals in establishing cooperation with the community / SD IT AL IMAN Bojonggede committees 3. To find out the Role of the Principal Schools in applying the principles of SBM in SD IT AL IMAN Bojonggede, 4. To find out the role of the School Principal in monitoring and evaluating SBM in SD IT AL IMAN Bojonggede, this study is descriptive qualitative, object studied by foundations, principals, teachers, staff and committee. The method of data collection is observation, interviews, and documents. The interactive data analysis model starts with data collection, data presentation, reduction and conclusion drawing. The results of this study indicate that 1. There is an effort from the School Principal in empowering and increasing the competence of SD IT AL IMAN Bojonggede teachers by holding seminars, training in motivational training by bringing in resource persons, following teachers in MGMP activities, 2. There is good collaboration between schools and community / commitment with the participation of the Community in school management and social activities. 3. In his leadership the school principals apply the principles of school-based management including independence of school staff in managing schools in various aspects, there is justice in school management, among which the headmaster is fair in deciding suatau permaslahan, being fair placement and assignment of teachers and staff, openness, the leadership of the school is open to all parties, including foundations, teachers / staff and the committee both in terms of administration and finance. 4. there is monitoring and supervision conducted by school principals in the application of school-based management among school program monitoring, administrative monitoring, learning monitoring, teacher and staff disciplinary monitoring.Keywords: Leadership, Principal.
