Citizen participation, which is at the interface between the public and government, directly impacts accountability and the governance process. The purpose of this paper is to focus on the relevance of citizen participation as source of input for local government in it’s quality management system. Quality management for local government, with reference to ISO 18091:2104, is a recent attempt to construct a quality management system specifically targeting the requirements of local government. Using a qualitative approach, the paper examines ISO 18091: 2014 and it’s contribution to strengthening local governance. Further, the importance of citizen participation at the input stage in the ISO quality management framework is reviewed. This is supported by literature pertaining to the requirements that are necessary to promote the value of citizen input, in ensuring the continued success of local government in achieving the desired results, with respect to fulfilling citizen needs.The paper highlights that citizen participation provides the most significant feedback on needs and challenges facing service delivery at the input stage. Such an avenue for citizen participation in a quality management system is relevant for local government to explore, if it is committed to continuous improvement in service delivery. The author considers citizen participation as necessary, if local government is to respond appropriately to their needs. However, citizen participation has to be managed as a process within the quality management framework, if it is produce the desired and reliable results. The paper proposes that such a process has to consider several quality management indicators from the perspective of citizen capacity, local government capacity and overall capacity to manage the process of citizen participation. Overall, insight is provided on how these elements can enhance local government quality management.

This study investigated the impact of Quality Management System (QMS) on effective service delivery in Oil and Gas Servicing Companies in selected firms in Port Harcourt, Nigeria. The opinion of 50 respondents were sampled using questionnaires, interviews as well as observation from journals and texts used in this work to examine the Quality Management System (QMS) of the selected firms. Using simple percentages and the Chi-square (X2) test of hypotheses, it was hypothetically established that the implementation of QMS practices, has impacted the work process, procedure and improvement on quality over the years in the Oil and Gas Servicing companies in Port Harcourt Nigeria. The research identified an adopted use of Failure Mode and Effect Analysis (FMEA) tool as a continual quality improvement initiative developed in the local content oil and gas servicing operation for equipment handling, management and to drive sustained improved performance quality processes as a key driver of a progressive that will place local content companies as an options for producing companies and at par with multinational oil and gas companies.

In recent years, the security and defense sector of Ukraine has been undergoing reforms aimed at gaining the country's membership in the NATO North Atlantic Treaty Organization. One of the many aspects of these reforms is the introduction of some specific standards, in particular, the AQAP 2000 series standards in the quality management systems of military equipment enterprises. In the case of implementation of several international standards at the enterprise, there is a need to create integrated quality management systems. The article presents options for implementing two or more standards in the QMS of the enterprise, analyzes their disadvantages and advantages. The main requirements of the AQAP 2110 standard, which should be integrated with the requirements of the ISO 9001 standard in the context of the PDCA cycle ("Plan-Do-Check-Act"), are considered. The stages of the implementation of integrated QMS are described. The scheme of deliveries of products to the customer in which there is a certification of the quality management system of the manufacturer (supplier) by the external body on conformity assessment, control over the quality of production by military representation, and the government quality assurance GQA has resulted. Government quality assurance GQA means that the authorized national body carries out the process of assessing the conformity of the quality management system of the manufacturer (supplier) to the requirements of ISO 9001 and NATO standards AQAP 2000, which allows the customer to gain confidence in the quality of defense products. A special requirement is to draw up a Quality Plan, which defines the activities, processes, resources, responsibilities of the manufacturer, etc., to convince the customer and the GQA representative that the company can manufacture and supply products of appropriate quality and on time, because in case of defective products or failure to deliver is lost time for a replacement or waiting, and this is a constant risk to the country's combat readiness. Requirements for the content and design of the Quality Plan are given in the standard AQAP 2105. In addition to the above, the following specific requirements of AQAP 2110 are analyzed as the operation of the metrological support system at the enterprise according to DSTU ISO 10012, product configuration management with software according to ACMP 2100, risk management, etc.

The aim of this article is to identify and assess the development of ISO 9001 Quality Management System applications in Polish local government institutions in the years 1999–2015. We conduct our analysis on the basis of a questionnaire survey carried out among local government institutions in 2015 (with 77% rate of response). We prove that the ISO 9001 Quality Management System is dominant in Polish local government institutions and we show that its implementations were geographically concentrated and dependent on the size of the local government institution. Points for practitioners Smaller local government institutions (especially from rural municipalities) require financial support and the proper preparation of employees and training in order to implement the ISO 9001 Quality Management System. The ISO 9001 Quality Management System is the first step in moving towards an integrated management system. The implementation of alternative management improvement solutions decreases interest in implementing the ISO 9001 Quality Management System and obtaining certification.

Recently, the evolvement of globalization era has been the global challenges that cannot be avoided either by private or government sectors, and they are requested to be survived encountering such the condition. The implementation of Quality Management System (QMS) in the operational company is the way how to guarantee the quality of products or services offered to the people. One of the purposes of QMS implementation is to provide a prime satisfaction to the customers. The impact of QMS implementation is expected to increase job performance of the employees. Besides the implementation of Quality Management System (QMS), the impact of global challenges has been increasing the competitive efforts to execute more effective production process. However, it has required manpower protection accordingly. This research aims to find out whether the implementation of quality management system and safety and healthy at work management system have impacted on the job performance of employees. Objects of this research are the employees in the production department at PT Guna Senaputra Sejahtera Plant 1 Bogor. Data analysis technique of this research has applied software Smart PLS (Partial Least Square). PLS has estimated a model of correlation among the latent variables and correlation between latent variables and its indicators. Result of data processing has indicated that the implementation of Quality Management System (QMS) and system of safety and healthy at work have positively and significantly impacted job performance of employees.Keywords : Quality Management System (QMS), Safety and Healthy at Work System ( SHWS / SMK3), and Job Performance of Employees
