Despite the rise in cross-sectional inequality since the late 1990s, there is little consensus on trends in earnings volatility during this period. Using consistent samples and methods in administrative earnings data matched to the Survey of Income and Program Participation (SIPP GSF) and survey data from the Panel Study of Income Dynamics (PSID), we examine earnings volatility for men from 1978 through 2011. In contrast to the apparent inconsistency in trends across administrative and survey data in the existing literature, we find recent increases in volatility in the SIPP GSF and the PSID, though increases are larger in the PSID.

Abstract Recent papers find that earnings volatility is again on the rise (Dynan et al. 2008, and Shin and Solon 2011). Using household survey data—the matched Current Population Surveys and Survey of Income and Program Participation—and the newly available Longitudinal Employment and Household Dynamics administrative dataset, we find that earnings volatility was remarkably stable in the 1990s and through the mid 2000s. This evidence is in contrast to that from the Panel Study of Income Dynamics (PSID) which registers a sharp increase in the early 2000s. We investigate whether adjusting measures based on our sources to more closely match the characteristics of the PSID can reconcile this divergence in trends, but do not find a clear explanation for the divergence. We also find little evidence of a rise over this period in the components of volatility: volatility among job leavers, volatility among job stayers, and the fraction of workers who are job leavers.

Data from the 1998 to 2005 waves of the Panel Study of Income Dynamics are used to assess the particularistic mobility thesis, which maintains that among women there is a racialized continuum in the determinants of and timing to mobility into two “upper-tier” occupational categories. Findings support this theory, though racial gaps along the continuum are greater for professional/technical than for managerial/administrative positions. Specifically, the route to mobility for African Americans is relatively narrow and structured by traditional stratification causal factors, including human capital, background status, and job/labor market characteristics. In contrast, the route to mobility for whites is relatively broad and unstructured by the stratification-based causal factors, and they experience mobility the quickest. Along both dimensions, Latinas occupy an intermediate position between African Americans and whites. Implications of the findings for understanding racial inequality among managers, executives, and professionals are discussed.

Abstract With the view of marriage as a legal institution to internalize externalities, I examine the effect of marriage on smoking. From analyzing the data of Panel Study of Income Dynamics, I found that unmarried individuals are more likely to smoke by 4.9% point than married individuals with stronger impact on females. The long-run impact of marriage also shows that the unmarried individuals smoke more than married individuals but some of its positive impact diminishes within two years. These results on the whole imply that marriage internalizes the negative externalities of smoking and thus leads smokers to reduce smoking.

AbstractMotivated by discussions of skill mismatches on local German vocational educational and training (VET) markets, this paper analyses how occupational segments of VET entry of individuals with lower and intermediate secondary school degree relate to local labor market characteristics. The econometric analysis applies data from a survey conducted with 9th graders within the German National Educational Panel Study (NEPS). Considering opportunity structures and the local competition for training positions, we find that the match between occupations' skill demands and individuals' abilities tends to be specifically close in diverse and competitive urban labor markets. In non-competitive peripheral labor markets, in contrast, graduates with lower school certificates seem to have a higher likelihood of entering VET in segments that are specifically attractive for graduates with upper secondary school degree. The results on the allocation of abilities and the weight of preferences under different labor market conditions have different welfare implications from an individual, regional and general economic perspective.

Abstract On average, childless women observed by the Panel Study of Income Dynamics report that they intend to have more children than they actually have. A collection of intentions that record only whether respondents intend to have another child can more accurately predict the number of children they have. Errors in the formation of intentions are not required to explain this finding. Rather, if intentions record a survey respondent's most likely predicted number of children, then the average of these intentions does not necessarily equal average actual fertility, even if intentions are formed using rational expectations.

Social protection systems are a key factor for ensuring the long-term sustainability and stability of economies in the European Union, their reform being nowadays present in the political agenda of member states. Aging and the dependence on mandatory levies applied to the employed population on the labor market represent a threat for the sustainability of public social protection systems. In terms of sustainability, our purpose was to highlight the factors influencing social insurance budgets, considering the fiscal policies implemented in six countries of Central and Eastern Europe and their particular labor market characteristics. Therefore, a panel study based on a regression model using the Ordinary Least Squares method (OLS) with cross section random effects was used to determine the correlations between funding sources and labor market specific indicators. The data analyzed led to relevant results that emphasize the dependence of social insurance budgets on positive factors such as the average level of salaries, the share of compulsory social contributions, the unemployment rate, and the human development index, suggesting the continuing need for professional and personal development of the workforce.
