The pandemic of COVID-19 influences all sectors of the economy. It caused decreasing in produced Gross domestic product (GDP) and higher unemployment. As it is known, to overcome this negative tendency, it is possible to put in practice monetary and fiscal instruments. During the pandemic, the government tried to slow down negative economic results through public spending. With them, the government looks to be increased aggregate demand in the economy and as a result-GDP raises and unemployment reduces. The research is based on created original model for testing the impact of total public spending, capital, salary, social insurance and care, for maintenance by a consolidated fiscal program on the value of GDP. The changes of GDP measure the effectiveness of public spending. The period of research is before and during the COVID-19 crisis (2019-2020) in the case of Bulgaria. Before the pandemic the analysis shows coefficient of determination for capital spending is more significant compare with all other types of public expenditure and these cost predetermine economic growth. During the pandemic of COVID-19 public spending has used as the main instrument to overcome the negative results for the economy. For this period it found an extremely strong impact of labor costs and social care expenditure on aggregate demand. They bring more positive results to be solved health issues, but not for faster recovery of the economy.

In this research, we explored whether participation in pension insurance and medical insurance for children and fathers blocks the inter-generational transmission of poverty. Using data from the China Family Panel Survey of 2018, this paper took the average level of insurance participation of a sample group as an instrumental variable, applied the IV-probit model, and found that the participation of children in pension insurance and the participation of fathers in medical insurance significantly reduce the probability of the inter-generational transmission of poverty, but that the participation of children in medical insurance and the participation of fathers in pension insurance increase it. These results were robust. Furthermore, there was heterogeneity in household registration, geographical location, and marriage with regard to the impact of social insurance participation on the inter-generational transmission of poverty. These results could help the formulation of anti-poverty policies to address the inter-generational transmission of poverty.

Social insurance is the mainstay of the social security policy associated with employee. The right to have social insurance is the basic and specific right associated with female worker. This group right includes the right to enjoy  the sickness benefit, maternity benefit, Work Injury and Occupational Disease Benefit, Old-age Benefit, Survivor’s Benefit, Medical Benefit (Health Insurance). The state has promulgated the Labor Code, the Law on Social Insurance and other legal documents to create an implementation guide in oder to build an effective legal corridor to protect the rights of female employee tin enjoying social insurance. However in reality, the right to enjoy social insurance of female employee is violated, and there is a gap between legal provisions and practical applications. This scientific paper evaluates the current status of legal provisions on the right to enjoy social insurance of female employees and the practical application of the law. From there, this paper proposes some solutions to improve the law on the right to enjoy social insurance of female employees.

Abstract This study aims to deepen our understanding of social investment expansion proposing a political learning mechanism to link existing institutional and political explanations. When resources are limited, increased spending in social investment often comes at the expense of politically costly retrenchment of established social insurance policies. Previous studies suggest that this trade-off results in existing entitlements crowding out new policies, and that party ideology plays less of a role in determining social policy expansion. I argue that this is because parties face an electoral dilemma, as individual preferences for social investment and social insurance have been shown to differ between groups that partly overlap in their voting behaviour. Applying a policy diffusion framework to the analysis of childcare expenditure, this study proposes that policymakers learn from the political consequences of past decisions made by their foreign counterparts and update their policy choice accordingly. The econometric analysis of OECD data on childcare expenditure shows that governments tend to make spending decisions that follow those of ideologically similar cabinets abroad and that left-wing governments with a divided electorate tend to reduce childcare expenditure if a previous expansionary decision of a foreign incumbent is followed by an electoral defeat. The findings have implications for the study of the politics of social policy development.

AbstractPurpose This study explores the concept social insurance literacy (SIL) and corresponding questionnaire (SILQ) among workers receiving disability benefits and the comprehensibility of the social security institute (SSI), and examines associations with socio-economic characteristics. Methods 1753 panel members of the Dutch SSI were approached to complete the SILQ-NL37. This measure was based on the original SILQ. The SILQ-NL37 contains domains for obtaining, understanding and acting upon information for both individual SIL and system comprehensibility. A higher score means better SIL or comprehensibility. Data on age, gender, education, living situation, Dutch skills and time receiving disability benefits were also collected. With k-means clustering, groups with adequate and limited SIL were created. Associations with socio-economic characteristics were examined with independent t-tests and linear regression analyses for both the total scores and within domain scores. Cronbach α and Spearman rho’s indicated measurement properties were good to acceptable for the SILQ-NL37. Results Thirty-five percent of the 567 participants were in the group with limited SIL. Higher individual SILQ-NL37 scores were associated with having a partner (p = 0.018) and northeastern living region (p = 0.031). Higher scores for obtaining (p = 0.041) and understanding (p = 0.049) information were associated with female sex, and for acting on information with younger age (p = 0.020). People with limited Dutch skills (p = 0.063) and a partner (p = 0.085) rated system comprehensibility higher. Conclusions According to the SILQ-NL37 scores, about 35% of the panel members have limited ability to obtain, understand and act upon social insurance systems information. Limited SIL is associated with several socio-economic factors. Future researches should study the concept in a more representative sample, and in different countries and social insurance contexts.

Educational institutions, customers, legislators, the government, and the community will all profit from this research.

This chapter on e-participation in developing countries uses Cameroon as a case study to demonstrate the realities of practicing Web 2.0 and social media tools to drive collaborative initiatives between government agencies and citizens in developing countries. The case study was guided by the incentives for e-participation using social media technologies, the tools used by a government to drive such initiatives, the level of participation from citizens, and the challenges and risks faced in implementing these technologies. A study of Cameroon's National Social Insurance Fund (NSIF) confirmed the main incentives of e-participation initiatives in developing countries and the major challenges they face in implementing them.

A review of the specialist literature and analysis of own study results reveal that a scale of the phenomena of undeclared work is both globally and locally significant and differentiated. Comparative research for the entire geographical area is difficult, as these are countries with very diverse economies. This was due to historical conditions, dynamic of socio-political changes and ties with other political alliances, membership in organizations and economic partnerships. The aim of the empirical research was to identify the financial aspects of undertaking work in the grey zone from the workers point of view. The study target group were chosen from unemployed registered at the Municipal Employment Office in Płock, Mazovia Region. Results show that the unemployed turn to undeclared work for financial reasons, such as higher reimbursement, unsatisfactory income or excessively high social insurance contributions. Respondents assessed their financial situation most often as bad, and indicated difficulties in finding work through registered employment. People who undertake work in a grey zone are predominantly those from low income groups, socially excluded, migrants, long time unemployed.
