The Agreement which was concluded between Israel and the Federal Republic of Germany on September 10, 1952, and went into force on March 27, 1953, is in some ways unique in the history of diplomacy. It is a treaty between two states which do not entertain diplomatic relations and do not even intend to establish such relations for the purpose of carrying into effect their mutual contractual undertakings. Furthermore, it is a treaty between states of which one was not in existence as a state and the other was not yet constituted in its present legal form when the events giving rise to the payment of reparations occurred. These are the somewhat unusual circumstances in which the Agreement was concluded, and they must be borne in mind when considering some of its features which, at first sight, might seem strange. A short account of the history preceding its conclusion may therefore be of assistance in providing the correct perspective.

Enjoying a striking economic recovery in the 1950s, the FRG became the home of the “economic miracle.” Maturing into one of the most powerful economies in the world, it became known as the “German model” by the 1970s. Now, however, the chief metaphor for the German economy is “Standort Deutschland,” and therein lies the tale of the new German problem.

Few issues have possessed the centrality or sparked as much controversyin the postwar history of the Federal Republic of Germany(FRG) as the struggle to come to terms with the nation’s Nazi past.This struggle, commonly known by the disputed term Vergangenheitsbewältigung,has cast a long shadow upon nearly all dimensions ofGerman political, social, economic, and cultural life and has preventedthe nation from attaining a normalized state of existence inthe postwar period. Recent scholarly analyses of German memoryhave helped to broaden our understanding of how “successful” theGermans have been in mastering their Nazi past and have shed lighton the impact of the Nazi legacy on postwar German politics andculture. Even so, important gaps remain in our understanding ofhow the memory of the Third Reich has shaped the postwar life ofthe Federal Republic.

Under the 1955 Agreements, the duties laid upon the International Tracing Service (ITS), at Arolsen, the management of which was entrusted to the International Committee, were defined.Far from diminishing over the years, the volume of work involved is still very considerable, as will be seen from the information given below:In 1971, ITS received 127,872 requests, which was 4,543 more than it had received the year before. There was a considerable change in the categories of requests. For the first time, the number of requests for certificates of detention and residence, connected with the law on compensation which in 1953 came into effect in the Federal Republic of Germany, was no longer the largest (48,800 in 1971 as against 71,169 in 1970). There was a corresponding drop in the number of requests for death certificates (4,747 as against 7,173 in 1970) and in the number of requests for documents concerning cases of illness (4,958 as against 6,270 in 1970). On the other hand, the category relating to requests for the preparation of books in memory of victims of deportation, requests submitted by record services, requests from attorneys-general, and requests for information with a view to obtaining annuities and pensions, amounted to 57,914 units, which was more than double the figure for the preceding year. There were 1,315 requests for statistical and historical information, 749 for photocopies, and 708 sundry requests.

The revolutionary events of 1989 in Eastern Europe took a special shape in the German Democratic Republic: large-scale flights of citizens to the Federal Republic of Germany combined with increasingly powerful mass demonstrations in the major cities to bring down the communist regime. This conjunction of private emigration and public protest contrasts with the way these distinct responses to discontent had been previously experienced, primarily as alternatives. The forty-year history of the German Democratic Republic thus represents a particularly rich theater of operation for the concepts of “exit” and “voice,” which the author had introduced in his book Exit, Voice, and Loyalty (1970). The events of 1989 are scrutinized in some detail as they trace a more complex pattern of interaction than had been found to prevail in most previous studies.

SummaryAfter the collapse of the communist system in eastern Europe, the development of the historiographies in the Czech and Slovak republics, Poland, Hungary, Romania, Bulgaria, and the Federal Republic of Germany has been characterized by a broad spectrum of differences. This article offers an overview of the ways in which these differences have worked out for the history of the working class in the eastern European countries under communist rule, understood here as the social history of workers. It shows that cultural and political traditions and the “embedding” of historical research in the respective societies prior to 1989, the extent to which historiography after 1989 was able to connect to pre-1989 social-historical or sociological investigations, and the specific national political situation after 1989 make up for much of the differences in the ways that the history of the working class is dealt with in the countries concerned.

The most exhaustive, if not the best known, source for the history of Shāh Isma'īl the Ṣafavī, is undoubtedly the Ḥabib-us-Siyar of Khwāndamīr. Though this large and important work has been lithographed, both in Ṭihrān and in Bombay, it is but too little known in Europe, where it has generally been regarded as a mere epitome of the Rauzat-uṣ-Ṣafā; whereas, besides being an original source for much valuable biographical and geographical matter, it contains detailed accounts of many little-known dynasties. Khwāndamīr's work is thus in many respects more interesting than the ponderous universal history of his grandfather. Now, there is a work, of which the British Museum possesses one copy, and the Cambridge University Library a second, which is devoted entirely to the biography of Shāh Isma'īl. Neither MS. bears a title nor gives any author's name, and in no part of the work have I been able to find a clue to the author's identity. MS. L bears the title , which is taken from the Epilogue, and in the very last line after we read which, according to Dr. Rieu, is most probably meant for the transcriber and not the author. The work ends with a short account of the accession of Isma'īl's son Ṭahmāsp, and with prayers for the prosperity and long life of the young prince. This would lead one to fix the completion of the history soon after the accession of Ṭahmāsp Mīrzā in a.h. 930. On the other hand, on fol. 277a of MS. L, we are told, in a momentary digression from the main narrative, that Moḥammad Zamān Mīrzā was drowned in the Ganges in the year 947, on the occasion of Humāyūn's retreat from Bengal.
