Partner Organization Challenges

This chapter looks at the challenges that arise from working with partner organizations. Evaluations provide evidence about effectiveness and impact, and offer operational insights that can spur improvements to products and processes. From a researcher's perspective, partnerships with practitioners offer access to the people who live and breathe the issues in question. However, along with the mutual benefits of partnerships come unique challenges, one of which is limited staff flexibility and bandwidth. Partner organization staff typically have tremendous expertise, but often experimental protocols require making changes to familiar tasks. This raises the question of staff capacity and appetite to learn new skills and routines. As such, researchers should seek out partners who genuinely want to learn about their programs and products; who are ready, willing, and able to dedicate an appropriate amount of organizational capacity to research; and who are open to the possibility that not all the answers will be positive.

This study aims to analyze how ICT can change the mechanism of public service innovation and see the success indicators, with an empirical study on the Among Warga application in Batu City. Basically, ICT is a technology that can help reduce government performance, thus making a demand for the dynamics of public service delivery at the regional level. The method used in this research is a qualitative paragraph with a descriptive model in which the researcher looks for key informants or data sources based on facts in the field, and is supported by literature studies.. Referring to the results of the data that have been processed, the researchers found research results that show that the Among Warga application is an online-based complaint service facility which is shown for the people of Batu City in submitting public complaints such as infrastructure damage, fallen trees and natural disasters. However, the Among Warga application's journey has stopped for only one year since it was created in 2017. Meanwhile, the Batu City government is not ready to take advantage of ICT, this is due to the absence of innovative organizational capacity and transformational leadership. Therefore, in this study the authors would like to provide advice to government organizations in building ICT-based innovation concepts, the government is not a single actor, but requires cooperation with the private sector and participation from the community as an indicator..

Puskesmas (Community Health Center) is a public organization that is tasked with providing the best health services to the people who live in 139 villages and 5 sub-districts in Jayapura Regency. In fact, Community Health Center are not optimally performing their duties and functions because they experience delays in their human resources, supporting facilities, poor management of Community Health Center, no clear regulatory support and a lack of budget availability to support Community Health Center operations in their services. The problem in this research is How to Strengthen the Organizational Capacity of Puskesmas in Improving Health Services in Jayapura District? The purpose of this study was to analyze the Strengthening of Public Health Center Organizational Capacity in improving health services in Jayapura Regency. This research is expected to contribute to the Jayapura Regency Government, through the Health Office and in particular for Community Health Center as regional technical implementation units to improve the Organizational Capacity in Improving Health Services in Jayapura Regency. The results showed that the Organizational Capacity of Puskesmas can be improved by strengthening management governance, incentive systems, facilities, leadership, organizational culture, communication, and organizational structure.
