The purpose of this study was to determine the determinants of the factors causing the high Fertility Rate (TFR), rs that affect the number of children born alive. The data used is SKAP data in 2019, with a respondent of women of childbearing age aged 15-49 years. With the model used is binary logistic regression analysis. The results showed that 12 variables had a significant relationship with live births. Child mortality is the most dominant variable that has a significant effect on the number of children born alive, Recommendations that can be given from the results of this study are to increase the supervision of the Health Office related to strengthening institutional capacity through counseling / communication, information, and education through postponement of marriage age and first birth age programs. first age relationship and education about early childhood sex through adolescent reproductive health counseling in order to increase knowledge, attitudes, and behavior of families and communities to create a quality family.

This study aims to find out and analyze the neutrality of the State Civil Apparatus in the 2020 Asahan district head election as well as to describe and analyze what factors and obstacles to the non-neutrality of the state civil apparatus in the 2020 Asahan District Head General Election. The type of research used is descriptive qualitative with descriptive analytical method. This study uses a qualitative approach that produces descriptive data in the form of recording researchers and facts that will be found in the field. This study uses the theory of bureaucracy according to Weber (1974) and the theory of neutrality according to Amin which states that neutral means not taking sides and not being involved. The results of this study revealed a lack of neutrality for ASN in Asahan Regency as evidenced by violations involving 8 ASN and field facts based on observations and interviews. Meanwhile, the factors that lead to the occurrence of violations are the position factor and the group similarity factor. From the research that has been carried out, it was found that the application of this neutrality rule has obstacles in the form of obstacles from the ASN body itself, the suboptimal monitoring system carried out by Bawaslu and KASN, public understanding of ASN neutrality, and the absence of a budget for monitoring ASN neutrality in the PILKADA of the Asahan Regency Government.

This article aims to describe the political campaign strategy of Joko Widodo and Ma'ruf Amin in the presidential candidate debate in the 2019 presidential election. The problem is focused on the campaign strategy carried out by the PDI-P party to support the political debate agenda against the presidential candidates Joko Widodo and Ma'ruf Amin. In order to approach this problem, Nursal's theoretical reference is used to use the theory of political campaign strategy. The selection of this theory in this study is because it is more suitable to describe the findings of political campaign strategies for the candidate pairs Joko Widodo and Ma'ruf Amin in the 2019 presidential candidate debate that can attract sympathy or gain support as described in the preliminary study. The data were collected through interviews and analyzed qualitatively. This study concludes that in the implementation of the presidential candidate debate in the 2019 presidential election, the political campaign strategy applied by PDI Perjungan to support Joko Widodo and Ma'ruf Amin, one of which is the marketing of political products through the mass media. First, strengthen the material. Second, observing the target and determining the target for the political debate. Third, approach the media throughout the media, including media that are affiliated and unaffiliated.

The purpose of this study was to analyze a single candidate pair in the regional head election of Pematang Siantar City in 2020. The purpose of this study was to explain why there was a single candidate pair in Pematang Siantar City. The legality of the Constitutional Court Decision number 100/PUU-XII/2015 is a legal force to uphold the meaning of democracy in political contestation, in this case regional head elections. Besides that, the essence of democracy which promises freedom to be elected and to vote is an additional power to bring up a single candidate pair. The failure to regenerate political parties is another trigger for the emergence of a single candidate pair in the post-conflict local election. Not only in Pematang Siantar City but also throughout Indonesia. The method used in this research is descriptive qualitative with interview instruments involving political party administrators and political observers in Pematang Siantar City in addition to references to single candidate pairs. The weak cadre of political parties with the presence of wholesale parties makes incumbents not get support in Pematang Siantar City. The legal power of the Constitutional Court's decision and the meaning of democracy to be elected and voted made the single candidate pair in Pematang Siantar City win the post-conflict local election against an empty box.

The purpose of this article is to analyze the service and the inhibiting factors of the Samsat Bus service around the Regional Revenue Service Unit (UPPD) of South Medan BPPRDSU. This study uses a descriptive method with qualitative analysis techniques. With data collection techniques from interviews, documentation, and observation. Based on the results of interviews and observations using 4 indicators from Tjiptono (2002) regarding the service quality of the Mobile Samsat Bus at Simpang Pemda Medan Selayang District, it is good or quality. However, comfort is still not good or inadequate because the facilities are still limited. Barriers that are often found are people who complain about the facilities. This is because the existing facilities are still unsatisfactory. Then the undisciplined officers of the Mobile Samsat Bus at the Simpang Pemda Medan Selayang District. Namely, the Samsat Bus Officers at the Simpang Simpang Pemda Medan Selayang Subdistrict enter and leave the office on time. And the community wants the operation time of the Samsat Roving Bus at the Medan Selayang District Government to be extended.

The purpose of this study is to analyze and explain the existence of internal party democracy and the decentralization of party authority in the PDI-P through the Djarot-Sihar election and the basis for consideration of PDI-P carrying out the cadres of the central board of directors as a candidate pair for regional heads at the 2018 North Sumatra Provincial Election. qualitative research with descriptive analysis. This study is intended to describe and explain in depth the level of democracy and decentralization of power and authority of political parties in decision-making, especially in the nomination, determination up to the stage of submitting the Candidates for Governor and Deputy Governor in the General Election of Regional Heads of North Sumatra for the 2018-2023 Period. PDI-P implements a form of internal party democracy with a guided pattern where the General Chair has special authority in determining the form and procedure for administering internal democracy itself which is guaranteed by the Party Charter, Party Articles of Association, and Party Bylaws; The recruitment of candidates for regional heads and/or deputy regional heads is not carried out democratically in accordance with the principles of liberal democracy, where the decision making in the nomination of candidates rests with the General Chairperson of the Party. The determination of Djarot-Sihar as a candidate pair for governor and deputy governor of North Sumatra Province in the 2018 Regional Head General Election was based on party strategic considerations in accordance with the political calculations of the General Chair and party elite ranks.

This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

The objectives of the study were to provide an overview of appIication steps of Tourism Business Registration Iicense (TDUP) through Sicantik and the factors that infIuenced the poIicy impIementation of Tourism Business Registration Iicense through Sicantik as weII as to find out what obstacIes to poIicy impIementation of Tourism Business Registration Iicense (TDUP) through Sicantik at the Department of Investment and One Stop Integrated Services (DPMPTSP) Medan City. This study was conducted by using descriptive quaIitative method. The instrument for coIIecting data were observation, interview, and documentation. AII the data were anaIyzed based on the theory by MiIIes & Huberman, nameIy an interactive modeI that cIassifies data anaIysis in three steps, they are: data reduction, data dispIay and drawing concIusions (verification). The findings of the study refer to four indicators that took effect to the service poIicy impIementation of the TDUP through Si Cantik at DPMPTSP in Medan City based on George C. Edward III's theory, nameIy communication, resources, disposition, and bureaucratic structure.  In generaI, it showed that its impIementation is guided by the appIicabIe reguIations.

This research was motivated by the Re-Voting (PSU) and the Election Result Dispute (PHPU) lawsuit that colored the 2019 Election in Tebing Tinggi City. The performance of the Voting Organizer Group (KPPS) for the 2019 election in Tebing Tinggi City was questioned when the two problems initially stemmed from a mistake by KPPS at the polling station. To prove the performance of KPPS in Tebing Tinggi, the researcher analyzed the performance of KPPS in Kota Tebing Tinggi with 6 (six) indicators proposed by Robbins, namely: Quality, Quantity, Punctuality, Effectiveness, Independence, and work commitment. Because the performance of the organizers is part of the integrity of the election, the researcher uses the integrity theory of Frank and Martinez i Coma, which states that the performance of the organizing body can technically improve the integrity of the election and there is recognition of independence and Pippa Norris who examines the integrity of elections from the field of public management, namely examines electoral integrity using the concepts of electoral maladministration and 'good governance' which emphasizes technical capability and efficient performance, as well as electoral processes and procedures. This study found that although the Tebing Tinggi City KPPS has tried its best in carrying out its duties, the Tebing Tinggi City KPPS's performance is not good, this is due to several factors, namely: 1. Requirements regarding restrictions on serving as KPPS twice, 2. Minimal technical guidance and ineffective, 3. The logistical chaos of the 2019 election, 4. The complexity of the administration of the 2019 election, 5. The workload of the 2019 election that causes Human Error.
