A renewed focus on Physical Education in New South Wales primary schools has the potential to act as an intervention that has positive long-term implications for the whole population. The introduction of physical education (PE) as part of the National Curriculum means the role of PE in Australian primary schools is now open for renewed attention. The rise of an international obesity epidemic means that that the role of PE in primary schools has the potential to make a positive impact on public health outcomes. There could be significant long term savings from well-organized PE programs in primary schools delivered by teaching staff educated in quality physical education. In addition there is also an historical and emerging body of research which links physical activity to academic performance. However not all teachers in primary schools have the skills or life experiences to effectively teach PE. In order to achieve these outcomes we posit that the use of a Game Centered Teaching approach and the use of an underlying pedagogy have the potential to provide more meaningful experiences for students and teachers. In order to implement a Game Centered Teaching approach we advocate the use of specialist PE teachers rather than outsourcing the delivery of PE in schools.

Recent erosion in arid regions of western NSW has exposed large areas that are scattered with stone artefacts manufactured by Aboriginal people in prehistory. These exposures offer an opportunity for archaeologists to study the artefacts abandoned by Aboriginal people through time and to compare those artefacts that accumulate in different parts of the landscape. To reconstruct the nature of prehistoric behaviour in the rangelands, two approaches are needed. First, the geomorphological context of the artefacts needs to be considered since exposure of the artefacts is a function of landscape history. Second, large areas (measured in thousands of square metres) and large numbers of artefacts need to be considered if patterns reflecting long-term abandonment behaviour by Aboriginal people are to be identified. This paper reports on the Western New South Wales Archaeological Program (WNSWAP) which was initiated in 1995 to study surface archaeology in the rangelands. Geomorphological studies are combined with artefact analysis using geographic information system software to investigate Aboriginal stone artefact scatters and associated features such as heat retainer hearths, in a landscape context. Results suggest that apparently random scatters of stone artefacts are in fact patterned in ways which inform on prehistoric Aboriginal settlement of the rangelands. AbstractThis article challenges the dominant historical paradigms used to analyze imperial plant and animal transfers by examining the role of fodder crops in early colonial development in New South Wales and the Cape of Good Hope. In Alfred Crosby's enduring formulation of ecological imperialism—that is, the ecological transformation of temperate colonies of settlement by European plants, animals, and pathogens—was a largely independent process. To Crosby's critics, his grand narrative fails to acknowledge the technocratic management of plant and animal transfers on the part of increasingly long-armed colonial states from the mid-nineteenth century. Yet neither approach can adequately explain the period between the decline of Britain's Atlantic empire in the 1780s and the rise of its global empire in the 1830s, a period dominated by an aggressive ethos of agrarian improvement but lacking the institutional teeth of a more evolved imperial state. Traveling fodder crops link these embryonic antipodean colonies to the luminaries of the Agricultural Revolution in Britain. The attempt to transfer fodder-centric mixed husbandry to these colonies points to an emerging coalition of imperial ambition and scientific expertise in the late eighteenth-century British Empire.

This article argues that the prerogative of mercy should be retained in New South Wales as a necessary and appropriate power of the Executive. Historically, pardons have provided opportunities for redemption. Currently, the statutory appeals process is limited to cases involving a miscarriage of justice where there is considerable doubt as to a person’s guilt. In cases where a person is guilty but is nevertheless deserving of mercy, the prerogative of mercy is the only avenue available. As a purely executive power, the prerogative of mercy can achieve the aims of the criminal justice system by tempering justice with mercy. The role of the sovereign involves maintaining order, but also enacting some conception of the good, driven by compassion, love, and mercy. Finally, this article argues that grants of mercy should be a matter of public record, for transparency and as a means of demonstrating this compassion to the public.

The criminal mobility of outlaw motorcycle gang (OMCG) members presents a significant challenge to Australian governments and police. Examining patterns of mobility can help to better understand the opportunity structures that underpin offending by OMCGs and to drive national collaborative responses to these gangs. This study examines the prevalence and patterns of criminal mobility in a sample of almost 4,000 OMCG members in more than 400 chapters. Around one in 10 members showed evidence of criminal mobility over the long term, while more than one-third of chapters comprised criminally mobile members. Criminally mobile gang members were heavily concentrated in a small number of chapters. Patterns of criminal mobility primarily involve movements into east coast jurisdictions. New South Wales and Queensland emerged as the most common destinations for criminally mobile OMCG members.

This chapter highlights the long-term influence of Scottish military traditions and identity in Australia, dating back to the arrival of a battalion of the 73rd Highland Regiment in New South Wales in 1810. From the 1860s, several home-grown ‘Scottish’ volunteer militia units were established in the Australian colonies. This coincided with a peak period of Scottish emigration to Australia with some 265,000 settling between 1850 and 1914. With the outbreak of the First World War, Australia quickly raised a contingent to assist the Empire. Several Scottish-Australian militia regiments sought incorporation into the Australian Imperial Force (AIF) but with limited success. This chapter highlights how the existence of Scottish military identities conflicted with the desire of the AIF that its identity be entirely Australian as means of forging the identity of the new Commonwealth of Australia. At the same time, a small number of AIF units managed to maintain some small degree of Scottish flavour about them. Those such as the 4th, 5th and 56th Battalions which had many join en- masse from the pre-war ‘Scottish’ militia regiments, provide examples of how this identity survived and was influenced by some key officers and NCOs of Scots heritage.

This paper describes the theoretical underpinnings and methodology of a study investigating the production and reproduction of gender in physical education lessons in three schools in New South Wales, Australia. The intention of the paper is to demonstrate how questions raised within a feminist examination of the construction of gender in physical education can be explored using both the methodology provided by a poststructuralist approach informed by Michel Foucault and the analytical tools provided by semiotics and systemic functional linguistics. Although some results of the analysis are provided, these serve more as examples of the potential of such an approach rather than as an exhaustive report of outcomes.
