Legal Imputation of Radiation Harm to Radiation Exposure Situations

The doctrine for legal imputation (including the derivative concepts of legal charging, suing, indicting, prosecuting and judging) of detrimental health effects to those responsible for radiation exposure situations has been a matter of debate for many years and its resolution is still unclear. While the attribution of harm in the situations involving high radiation dose is basically straightforward, the challenge arises at medium doses and becomes a real conundrum for the very common situations of exposure to low radiation doses. The ambiguous situation could be construed to be a Damocles sword for the renaissance of endeavours involving occupational and public radiation exposure. This chapter describes the epistemological situation on the attribution of radiation health effects and the inference of radiation risks, relying on estimates from the United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) reported to the UN General Assembly. It discusses the implications of UNSCEAR’s refined paradigm for assigning legal liability. The chapter concludes with a recommendation to develop an international legal doctrine on the ability to impute detrimental radiation health effects.

Various issues related to Environmental Studies, Soil and Earth Science, Sustainable Agriculture, Agricultural Biotechnology, Agricultural Engineering, Food Science, Animal Husbandry, Biodiversity, Biomaterial and Bioindustry and were discussed to accelerate innovation and technology of resource-based food security and local wisdom. The conference that organized by Agriculture Faculty, Universitas Syiah Kuala (USK) was held on October 13, 2021 in Banda Aceh, Indonesia. This year, due to the current COVID-19 pandemic, the conference was carried out in the form of virtual conference to avoid personnel gatherings. Nevertheless, we can see the enthusiasm of the participants from the number of papers we received. In total, we received 174 submitted papers through submission system, while 59 submission papers were rejected due to irrelevant topics and content concerns. A total of 115 papers were accepted for presentations on the 3rd ICAGRI 2021. Selected papers were compiled into the proceeding after being reviewed rigorously. The conference was not postponed since it has been scheduled and planned for last 6 months. It also related with tight schedule of keynote and invited speakers. Moreover, it is regularly requested by researchers from previous ICAGRI to perform the conference as planned. It was conducted using Zoom platform and lively broadcast through YouTube platform. The conference started by keynote speakers’ presentations, and followed by invited speakers and participant presentations. There was a discussion session after each presentation. We are greatly honored to have Prof. Dr. Ir. Dedi Nursyamsi, M.Agr (representative of minister of agriculture Republic Indonesia), Prof. Dr. Fátima Baptista (University of Évora and MED, Portugal), Dr. Natsumi Kanzaki (Forestry and Forest Products Research Institute, Japan), Prof. Dr. Susanne Neugart (Georg-August-Universitát Gottingen, Germany). Preface

First of all, COFRET is an acronym coming from the French expression “Colloque Francophone en Energie, Environnement, Economie et Thermodynamique”, meaning Conference on Energy, Environment, Economy and Thermodynamics. Thus, COFRET is a scientific event initiated in 2002 by an enthusiastic Franch-Romanian group with the aim of organizing a conference on energy, the environment, the economy and thermodynamics every two years, once in France and another time in Romania. Professor Michel Feidt from the University of Lorraine-France, and Professors Stoian Petrescu and Vsevolod Radcenco from the “Politehnica” University of Bucharest-Romania are the founders of this international conference of French-speaking origin. Since its creation, COFRET has sought to bring together specialists from academia and industry to present their achievements and thus, to create opportunities for collaboration in the fields of energy, environment, economy and thermodynamics. Julian Gröbner, Guest editor and chairman of the NEWRAD scientific committee Physikalisch-Meteorologisches Observatorium Davos, World Radiation Center (PMOD/WRC) Dorfstrasse 33 7260 Davos Dorf, Switzerland The 14th International Conference on New Developments and Applications in Optical Radiometry (NEWRAD 2021) was organised by the National Institute for Standards and Technology (NIST), Boulder, United States and held online from 21 to 24 June 2021. Due to the COVID pandemic the original venue at Boulder in June 2020 had to be postponed and changed to a virtual event with a novel schedule consisting of pre-recorded talks and live sessions with the presenters to interact with conference attendees. The event was very well attended, notwithstanding the global participation with corresponding challenging time zones of the participants. A total of 274 registrations were received, with typically more than 100 attendees joining the online sessions. The NEWRAD scientific Committee would like to thank John Lehman and the whole local organising team for organising and holding this excellent event in the frame of these challenging conditions. 142 presentations were submitted, of which 48 were selected for oral talks, while the remaining submissions were presented as posters. The International Scientific Conference on Communications, Information, Electronic and Energy Systems (CIEES’2021) was held virtually in Ruse, Bulgaria from 25 to 27 November, 2021. The CIEES’2021 was organized by the Association CIEES with the following partners: University of Ruse (Bulgaria), Politehnica University of Bucharest (Romania), the Union of Scientists in Ruse (Bulgaria) and Encon Services Ltd (Bulgaria). In light of the current situation related to the coronavirus (COVID-19) and regarding to the internal government regulations from the Bulgarian Ministry of Health, the Organizing Committee took the decision to turn CIEES’2021 in a virtual format – online conference on the same period.
